  • Call to Order
The meeting was called to order at 7:00 PM.

Opening Bids for West Buxton Public Library Roof (2)

Selectman Emery opened the two bids that were submitted.

  • Harmon’s – $7100.00 for new metal roofing on both sides
  • Harmon’s – $3650.00 for 30- year architectural shingles (one side)
  • David Kimball, d/b/a Just Roofing – $7950.00 for new metal roofing both sides
  • David Kimball, d/b/a Just Roofing – $3900.00 for 30-year architectural shingles (one side)

Selectmen Meeting Minutes for September 11, 2013

  • Discussion held between 5:00 & 7:00 p.m.
Around 5:00 PM our Treasurer met with the Board.  She had some questions for Selectman Booker regarding a meeting that had been set up.

At 5:07 PM the Board went into Executive Session per1 M.R.S.A. § 405(6) (D) to discuss the union contract.  The Board came out of Executive Session at 5:30 PM.

At 6:00 PM Chairman Clifford Emery presented background information on what the Boston Post Cane Ceremony is about and then presented the cane to Vivien Emery, the oldest living resident in Buxton.

  • Email message from Kerry Bogdon, Senior Engineer, FEMA Region I – Re:  Status on York and Cumberland County Flood Insurance Rate Maps


  • Review of Projects and Issues
Selectman Harmon has been in every day.  She has been dealing with some assessing issues and abatements.  With John Myers’ help she completed a survey from Maine Municipal Association.  They were looking for the percentage of increase from last year’s assessment and this year’s assessment.  LeeAnn Pratt, our Tax Collector, went through the Maine Revenue Service Sales Analysis sheet.  Selectman Harmon is going through that to finish it up.  She and Selectman Booker spent most of the day today in mediation regarding the Union Contract.

Selectman Burns has been responding to some emails and phone calls dealing with our Time Warner Contract that he believes is close to being wrapped up.  He said he has been disappointed before but feels that is very close now to being finished.

Selectman Booker reported that she received a call from the Garden Club.  They want to plant a couple more Crabapple trees out here in the park and she said the Board discussed that a bit.  Selectman Booker mentioned interviews the Board did last week for a position in Public Works and also reported that she just received an answer today from our attorney on questions the Board had on the Personnel Policy.  She said the Board has not had a chance to look at that yet.

Selectman Emery has been working with the Public Works Director on a couple of issues in town, some culvert work on Simpson Road, a parking lot issue and a couple of things the Director had questions on.

Selectman Emery has started to put together information for a bid package to go out for the town’s fuel contract.  He also talked about the Public Works interviews last week and reported that the Board had some good candidates and decided on one.  They are now in the process of getting all the information they need, and reference checks in hopes of getting the person on board soon.

Personnel Policy – The Policy was sent back to the town’s attorney with some questions.  The Board just received answers back from the attorney today and may try to come in earlier next Wednesday to work on that.

  • Other Business
Reminder – Hazardous Waste Day has been scheduled for Saturday, October 5, 2013, from 10:00 AM to 2:00 PM at the Transfer Station for Buxton residents only.  Proof of residency will be required.  Contact Greg Heffernan at the Transfer Station with any questions.


There are still two vacant positions on the Planning Board and one vacant position on the Budget Committee.  If anyone is interested in these positions, please send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093, or stop in, leave your name and contact information, and we will set up a time for you to meet with the Board.

HomeHealth Visiting Nurses of So. Maine will be at the Buxton Town Hall Friday, October 18, 2013 for a Flu Shot Clinic that will be open to the public from 1:00 PM to 2:00 PM

There is going to be a Special Town Meeting on October 9, 2013, at 7:00 PM to vote on account reconciliations.



  • Public Comments and Questions
Chief Mike Grovo talked about a letter of appreciation the Police Department received for an incident that Officer James Bradbury and Officer Michael Nourse handled last week.

Chief Grovo said he received another letter from a family who had an ill animal.  They were very appreciative of Officer Jason Joiner and Michael Nourse and how professional and respectful officers Jason Joiner and Michael Nourse were in handling the animal.

Chief Grovo also mentioned that with the help of Janet & Durwood Lang the Police Department was able to solve two burglary complaints along with theft and criminal mischief at So. Buxton Cemetery.  The police made an arrest and solved some cases that were fairly recent.  

Chief Grovo also reported that Officer Adam Ricci is working on two animal cruelty cases right now.  He also reported that all of our full time and reserve officers qualified at the Scarborough Fish & Game firing range on the long rifles that are carried in the cruisers.  

Chief Grovo said the new police cruiser is now on line.  He also said when the Police Department received the Grant for additional OUI and Seat Belt Details they were offered new speed detectors for accumulating a certain number of stops.  They accomplished that so the Department will soon be receiving two new hand-held radar/speed detectors.
