Minutes for August 21, 2013 Selectmen’s Meeting

Selectmen’s Meeting Minutes


  • Call to Order
The meeting was called to order at 7:02 PM.

Selectmen Meeting Minutes for August 14, 2013
There was not a quorum to vote.



  • Discussion held between 5:00 & 7:00 p.m.
The selectmen went over some issues that are pending.  They were going to talk more about the tax rate but did not want to do that without input from the other selectmen.  They will be dealing with that next week.  









  • Review of Correspondence
  • Press Release from Maine Municipal Association – Re:  Dividend Check
Selectman Emery read the Press Release from Maine Municipal and noted that the town received the dividend because we have such a good loss ratio.  He recognized our Department Heads and employees for being so safety conscious every day, and making sure everyone is safe on the job.  



  • Review of Projects and Issues
Selectman Burns sat in for about 5 hours on interviews for Animal Control and Reserve Officers.  He was in every day last week reviewing mail and taking care of things that came up.  He reported receiving a call from a resident concerning the roofing project for the West Buxton Public Library and said it will be going out for bid.

Selectman Booker said she sat in on the interviews for 7-8 hours.  She received a call from a resident who had an issue regarding a road.  She talked with the Public Works Director and found out that they have plans to take care of that this year.  She reported also taking a call from a resident who had a question about the tax rate.  Selectman Booker said she thought the Board was going to set the rate tonight but where there are two selectmen out the Board is going to push that out a little more before doing anything final.

Selectman Emery was away on vacation last week but kept in touch with other selectmen to keep up to date on things.  He mentioned that the Board has narrowed the applicants for the Public Works position down to four or five people.  There are several meetings already scheduled for next week so they may have to put the interviews off until after Labor Day to make sure everyone can be here for that.

Selectman Emery reported having conversations with the Public Works Director and the Transfer Station Director about a couple of suggestions made by the Department of Labor inspector and he said everyone is in good shape.

Safety Training Plan – The Board is reviewing the third draft.






  • New Business

The Town is also soliciting bids for Hot Bituminous Paving.  The deadline for those bids is 4:00 PM, August 28.

  • Other Business
There are two vacant positions on the Planning Board and one on the Budget Committee.  If interested in any of these positions please send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093 or stop in, leave your name and contact information, and we will set up a time for you to meet with the Board.

The Town of Buxton is soliciting bids for one 1989 ¾ ton Dodge 4x4 pickup with utility body, one 2003 ½ ton GMC 4x4 pickup with extended cab & 7.5 ft. Fisher Plow, and two 500 gallon fuel tanks to be sold as package including fuel pumps, holding tanks, and fuel building.  All items will be sold “as is.”  The vehicles are at the Public Works Garage, 215 Portland Road, Buxton, and the fuel tanks are at the old Public Works Garage, 310 Haines Meadow Road. Bids must be submitted to the Board of Selectmen, 185 Portland Road, Buxton, ME, 04093 in a sealed envelope clearly marked with the item(s) you are bidding on such as “BID – 1989 Dodge Pickup.”  Bids must be received by the Board of Selectmen no later than Wednesday, September 4, 2013, at 4:00 PM.  The Town of Buxton reserves the right to accept or reject any and all bids.  Bids will be opened at the next regularly scheduled Selectmen’s Meeting at 7:00 PM.

The Town is also soliciting bids for Hot Bituminous Paving.  The deadline for those bids is 4:00 PM, August 28.  



  • Public Comments and Questions
Our Recreation Director, Tashia Pinkham, talked about Town Farm Park.  The Narragansett Number One Foundation gave us a Grant and with help from Public Works and Landscape Structures a new playground has been installed.  There is a walking trail there and about a dozen exercise stations for those who are interested in cardiovascular exercise.  There is also a covered pavilion with a picnic table for anyone who might like to have a picnic lunch.  

Tashia said there is a program starting on Tuesdays & Thursdays for people who wish to walk there.  They will be meeting at 10:00 in the morning beginning Tuesday, September 3rd.  Two programs are being offered, one a senior walk, and the other a walk for younger people with children who want to come out and meet new people.  Contact Tashia at Town Hall.

Tashia also mentioned the Buxton Recreation website (buxtonrec.com) that has a lot of information on all of our programs including soccer and after school care

Selectman Emery thanked the Recreation Director and Public Works for all the work they did at Town Farm Park and hopes everyone gets a chance to go down and take a look.
