Selectmen’s Meeting Minutes


  • Call to Order
Penny J. Booker, Vice Chair, called the meeting to order at 7:03 PM.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:30 Chief Schools was in to discuss several things with the Selectmen.  One was an ordinance he is considering for the next time we vote.  They discussed an issue at Groveville Fire Station in the back of the bay area with some water.  He has had someone look at it to see what they have to do to get it cleaned up.  Chief Schools also talked about the issue that came up last week regarding ambulance response time and he brought more information on that.  The new ambulance is expected to arrive around the third week of September.

At 6:00 our Treasurer, and Tax Collector, met with the Board to discuss a late payment issue with a resident.  They also talked about financing for the new ambulance.

At 6:30 the Trustees of Bonny Eagle Park came in to talk about some items the town voted this year to take care of, and to discuss how to get those things done.  The Board will be working on that.
Chief Grovo met with the Board briefly and discussed the Safety Works inspection, space requirements, corrective actions required, and how we are going to comply.  Selectman Burns went over to the Chief’s office and made some recommendations to see if that will help.  Chief Grovo also talked about interviews he has scheduled for Animal Control and reserves.

  • Selectman Booker mentioned that the Board has a copy of the History of Buxton, a documentary put together by Patrick Bonsant from Saco River Community TV.  DVDs are available from the Buxton-Hollis Historical Society for $25.00 each.


  • Review of Projects and Issues
Selectman Harmon has had a busy week getting her daughter ready to head off to college.  She was in last week following up on some issues and mentioned that the well issue that she reported on a couple weeks ago appears to be heading toward resolution.

Selectman Libby has been in today catching up on work that has come in and checking with Selectman Booker and Selectman Harmon to find out what they have been working on.

Selectman Burns talked about working with Chet, our maintenance man, on the type of materials we want used for the re-roofing project at the West Buxton Public Library.  They are considering a new type of metal roofing that is light and very affordable or architectural shingles.  As soon as they get more information on the new metal roofing they will make that decision and put the job out for bid.  

Selectman Booker said she has been reviewing electric bills.  She met with Mary Matthews from Safety Works who came in to inspect the Transfer Station and Public Works last week.  It was her responsibility to make recommendations on changes we need to make to bring us into compliance with OSHA regulations.  There are a few things that need to be taken care of but nothing too serious.  The biggest thing is documentation.  Selectman Booker said it will be a chore to get all of that in place but that is what department heads are all working on right now.


Selectman Booker said she attended a retirement party on Sunday for Durward Lang who has served more than fifty years on the Buxton Fire Department.  She said it was a nice gathering and she thanked him for his years of service and contribution to the town.



  • Old Business
Safety Training Plan –Selectman Harmon worked on this last week with David Anderson who drafted the first version that the Board reviewed.  He incorporated changes the Selectmen talked about in their last Workshop.  Selectman Harmon gave the Board the final draft to look at this week.



  • New Business
The Town of Buxton is soliciting bids for one 1989 ¾ ton Dodge 4x4 pickup with utility body, one 2003 ½ ton GMC 4x4 pickup with extended cab & 7.5 ft. Fisher Plow, and two 500 gallon fuel tanks to be sold as package including fuel pumps, holding tanks, and fuel building.  All items will be sold “as is.”  The vehicles are at the Public Works Garage, 215 Portland Road, Buxton, and the fuel tanks are at the old Public Works Garage, 310 Haines Meadow Road, Buxton.  For more information contact Tom Kennie, Public Works Director, at 207-929-4400.
Bids must be submitted to the Board of Selectmen, 185 Portland Road, Buxton, ME, 04093 in a sealed envelope clearly marked with the item(s) you are bidding on such as “BID – 1989 Dodge Pickup.”  Bids must be received by the Board of Selectmen no later than Wednesday, September 4, 2013, at 4:00 PM.  The Town of Buxton reserves the right to accept or reject any and all bids.

After a brief discussion, the Board agreed to add a comment to future bid notices saying that bids will be opened at 7:00 PM at the next scheduled Selectmen’s Meeting.

The Town is also soliciting bids for Hot Bituminous Paving.  The deadline for those bids is 4:00 PM, August 29th.

There are two vacant positions on the Planning Board and one vacancy on the Budget Committee.  If interested in any of these positions, please send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093 or stop in, leave your name and contact information and we will set up a time for you to meet with the Board.







  • Public Comments and Questions
Chief Mike Grovo reported there were 381 calls that officers responded to last week and he summarized the nature of those calls.

Chief Grovo mentioned a burglary at Low’s and reported that Officers Adam Ricci and Michael Nourse solved the case and recovered a lot of property that was stolen.  Chief Grovo commended the officers for the great job they did.
