Minutes for July 24, 2013 Selectmen’s Meeting

The meeting was called to order at 7:18 PM.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 PM the Board met with the Town department heads to give them some new packets of information and forms that need to be filled out when we are hiring full-time or part-time employees.

Our Fire-Rescue Chief and Police Chief met with the Board.  They went over an issue they are having with a couple of residents in town.  

At 6:00 PM a gentleman named Tom Ellis came in to inquire about what it would take to re-zone the piece of land on Portland Road where the doctor’s office is and extend the business commercial zone on that side of the road so they could do something more with the land.  The doctor’s office is not going away but if that area is re-zoned there is enough land there to put another structure on.

The selectmen briefly discussed the re-location of the monument and some concerns about snow piling up on it or the possibility of a snowplow damaging it in the winter.

  • Review of Projects and Issues
Selectman Harmon talked about walking in the Community Days parade and reported that the fireworks were fabulous as always.  

Selectman Harmon mentioned re-shingling of the roof on the West Buxton Public Library and noted that the Board has encountered more to that issue than they thought.  Selectman Burns and Chet Ouellette, our Maintenance man, were there yesterday to measure and check the roof and found some issues.  The Board is going to put the project out to bid but may not have enough money to re-shingle and make other repairs.

Selectman Booker reported that she was not in much this past week.  She came in this evening and has been going over many things on her desk.  She will spend more time reviewing some of those things and working to catch up on that.

Selectman Emery took a couple of vacation days last week but called in both days and kept in touch with Town Hall.  Monday and Tuesday he attended two full days of OSHA training that was mandatory for a project he is starting.  He came in early this afternoon to go over paperwork on his desk, and catch up on some things with the other selectmen.



  • Old Business
Personnel Policy – The Board has the final draft.

The Safety Training Plan – The selectmen will be having another Workshop soon to finish this up.

Meeting with Dayton Selectmen – Selectman Emery has been holding off on scheduling this meeting because he would like to include Selectman Libby if he can.  He said this is not an urgent matter but the Board does want to talk with the Dayton Selectmen at some point.

  • Other Business
There is a job opening in our Public Works Department for a Laborer/Equipment Operator.  A job description and other information about it is posted on the town website and on www.JobsinME.com .  Resume and cover letter should be directed to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093.  Deadline for applications will be 4:00 PM, August 9, 2013.

There are two positions open for the Planning Board.  If anyone is interested, please send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093 or stop in, leave your name and contact information, and we will set up a time for you to meet with the Board.



  • Public Comments and Questions
Ellen Angwin, a resident, said she understands the police are working very hard to improve their coverage of the Pleasant Point Park.  She asked the Board if they will be considering hiring someone in the future to maintain the park to ensure the safety of people going down to the park.

Selectman Emery said the people the Board hires to do that are not there per se’ for the safety of everyone who goes there.  He said there are still people on the park committee who are active.  At this time a police officer is opening the park and an officer is closing the park.  The Board is having the Police Department run frequent patrols there to keep track of what is going on and keeping unwanted people out to make it safe for people who want to go there.  He said there have been some goings on down there that are unacceptable to the Board and the presence of the police in the park is helping clear that up.

Mrs. Angwin asked if the Pleasant Point Park Committee will be hiring someone to maintain the trails and asked if there will be someone there in the future doing that.

Selectman Emery responded that the Board hires people to do that and there will be someone there in the future doing that.

Mrs. Angwin thanked the Board.

Chief Grovo went over statistics for the 376 calls responded to last week.  He went on to talk about Community Days and thanked the town department heads who donated time in the dunk tank.  He thanked his assistant, Eulla Brown and her husband, who volunteered time Friday and were there Saturday to set up the course for the drunk goggles demonstration.  Chief Grovo said that was a big success and people who tried it could not believe what it was like.  He believes it made a lasting impression on those who tried it.  

Chief Grovo thanked Scarborough for allowing them to use their command van; Tom Kennie and the rest of the Public Works crew for putting up signs, putting out trash barrels and helping Tashia Pinkham, the Police Department, and the Fire Department make this a success.  Chief Grovo also thanked the Fire Chief for bringing in Fire Police from out of town to help relieve our people who could not have stood it with the heat the way it was.
