Minutes for July 10, 2013 Selectmen’s Meeting

The meeting was called to order at 7:02 PM.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:30 PM a resident was in to discuss a piece of property he has.  There are some issues that the Board needs to address and they wanted to hear from the owner what the uses are going to be.  The Board will make some decisions along with the help of Fred Farnham, our Code Enforcement Officer, and this will be one of the issues the Board discusses when they meet next Monday night.

At 6:00 PM our Recreation Director came in and went over some issues she has that are ongoing with some day-to-day functions.  The Board felt that those issues were addressed and that the meeting went very well.

Selectman Burns has been in every day going over mail, setting up files and trying to get organized.  He talked with Tony Vigue concerning the Time Warner contract and said they now agree on the numbers.  The holdup now is that one town is changing its Ordinance from 10 years for a cable contract to 15 years because the new cable contract will be 15 years.  That will be completed within a month.  The lawyer from Washington, D.C. who is finalizing the contract is on vacation right now but they are moving forward and they think that the contract should be finalized in the next 4 to 6 weeks.

Selectman Booker took some time off last week.  She has been in every day this week so far catching up on mail and discussing with Selectman Harmon some issues that came up last week to get caught up on that.

Selectman Harmon has been in every day.  She has been working with our Accounts Payable Clerk making sure the new fiscal year figures are getting lined up.

We will not be having a Summer Library Program this year at the elementary school.  Selectman Harmon said the program has been going on for a number of years now.  Theresa Ledue who runs the program had a scheduling conflict this year.  She tried extremely hard to find someone to step in for her as Director but was unable to find anyone.  The Board is very saddened that the program is not happening this year but they are confident that it will be going on next year.

Selectman Harmon talked about issues the Board is dealing with at Pleasant Point Park.  She referred to an article in yesterday’s newspaper about stepped up patrols in the park and the recent summonses or arrests of seven juveniles for alcohol consumption and possession by minors, and possession of drugs.  She said it is unfortunate that it has come to the point where the Board is concerned about people’s safety.  She spoke about all the park has to offer people and noted that there have been a number of incidents lately showing a complete disregard for the beauty of the park that has made it difficult for the town to keep it clean and keep trash picked up so people who go there can enjoy themselves.  Selectman Harmon said she does not know what avenue the Board will take in trying to maintain that and said she would hate to see it get to the point where they have to close it.  She put out a plea to people who regularly visit Pleasant Point Park and asked everyone to please pick up their trash, don’t be disrespectful and dump trash out, and don’t break bottles.  

Selectman Emery mentioned in relation to the park that this is the second time someone vandalized the sports complex in Berwick and he said the Board of Selectmen are not going to stand for that type of behavior in Buxton.  Some drastic measures have to be taken.  There is going to be a major increase in police presence and the Board will do whatever they have to do.  He said the park is ours and it is not going to be taken away from us by anybody either from this community or from people who come from outside this community.  He said people in Buxton pay to have that park and keep it up so everyone can enjoy it and one way or another the Board will make it that way.  He said people are not going to have to be afraid to go there.  The Selectmen are going to get together with the Police Chief and other institutions and figure out what they are going to do.  They will keep everyone apprised of what they plan to do.

Selectman Emery mentioned that he picked up hot fudge sundaes and delivered them to the people at Town Hall who worked the day after the 4th of July.  He talked about different things he has been working on and mentioned paperwork the Board signed tonight for the Special Town Meeting they are having on July 24th.

There are two positions open for the Planning Board.  If anyone is interested, you can send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093 or drop in leave your name and contact information and we will set up a time to meet.  Selectman Harmon mentioned that someone has shown interest.
