Minutes for July 3, 2013 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:03PM.

  • Discussion held between 5:00 & 7:00 p.m.
The Board went into Executive Session at 5:15PM, pursuant to 1 M.R.S.A. 405 (6) (D) to meet with the Town’s counsel regarding negotiations.  The Board came out of Executive Session at 6:25 PM.

The Selectmen then met with Chief Grovo.  They went over some issues with new hires and talked about hiring our animal control officer as a full-time police officer.

  • Review of Projects and Issues
Selectman Harmon reported she has been in every day.  She has been working with our Accounts Payable Clerk, Marilyn, on year end accounting and going over new budgeted items for this fiscal year to make sure all of the line items are correct.  

Selectman Harmon talked about some air conditioning issues here at the Town Hall.  One of the units needs to be replaced.  The Selectmen got a quote for a whole new unit and a quote to replace just the compressor.  These units are original to this building and as they start to go and we cannot find parts for them, they are going to have to be replaced.

Selectman Harmon spoke about “Thank You” notes the summer camp children have done.  She said the notes are very patriotic and adorable.  This was not a planned project.  The kids did it on their own and they are being sent to Togus to thank some of our Veterans.

The Board wished Selectman Libby a Happy Birthday.

Selectman Burns said he spent the greater part of last Thursday reviewing the Personnel Policy.  He came in Friday and Cliff & Jean were here so he went over the questions he had on the policy with them.  They answered his questions and gave him a newer version of the policy.  He said he is ready when the rest of the Board is to review that.  He spent a lot of time today doing paperwork.

Selectman Burns reported that he has been spending time with Tony Vigue going over the financial proposal from Time Warner on our contract, and the breakdown for the towns and schools.  He is trying to reconcile his numbers with Tony to make sure they come out right.

Selectman Emery said he talked with John Myers, our Town Clerk, about a proposed Warrant Article for the purchase of land at the corner of Limington Road and Parker Farm Road.  He drafted some wording which John Myers sent to the Town attorneys and they wrote a Warrant Article for us.  He expects we will have a Special Town Meeting on July 24 at 7:00 PM to purchase that triangular section at the corner of Route 112 and Limington Road.

Selectman Emery mentioned that he came in earlier today and talked with Fred Farnham about a request the Board has from a business here in town.  The Board plans to get something out to respond to that by the end of the week.



  • Old Business
Personnel Policy –The Board wants to get this wrapped up soon so they can pass it along to our Town Clerk to review and hopefully be finished with it.

The Safety Training Plan – Selectman Emery apologized for not having this done yet but said with year- end there has been a lot going with the Board every week .

Meeting with Dayton Selectmen – Selectman Emery is going to try to set up a time for the Dayton Selectmen to meet with our Board sometime in the next few weeks.

Town Offices and the Transfer Station will be closed Thursday, July 4, 2013.

There will be no curbside pickup on Thursday, July 4th.  Thursday’s route will be picked up on Friday, July 5th.

Planning Board Meeting Monday, July 8, 2013, at 7:00 PM

The York County Commissioner’s scheduled Budget Committee censure hearing will be held on July 10, 2013, at 6:00 PM at the County Government Center on Route 4 in Alfred.



  • Other Business
Selectman Emery read an Email from the parent of a child who uses the After Care Program and he said it shows the hard work that our Recreation Director and her staff do for this community.  He thanked them all on behalf of the Board for the great work they do for the community.

Buxton Community Days will be held on July 19 & 20.  Call Tashia Pinkham, Recreation Director, at 207-929-8381, or Email recdirbuxton@sacoriver.net for vendor forms, parade or other information.

There are two positions open for the Planning Board.  If anyone is interested, you can send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093, or you can stop in and leave  your name and information and we will set up a time for you to meet with the Board.

  • Public Comments and Questions
Chief Grovo talked about fireworks, safety, and the different classifications of fireworks.

He had a display of products defined as “Consumer Fireworks” that are legal in the State of Maine.  He talked about each one and touched on safety.  He read the Buxton Fireworks Ordinance, talked about the definition of “Consumer Fireworks” and explained what is not legal including Cherry Bombs, M 80s, and Silver Salutes.

Chief Grovo said the Police Department will do the best they can to enforce this.  He said his main concern is with children being hurt and he urged everyone to be careful and enjoy the Fourth.
