Selectmen’s Meeting Minutes
The meeting was called to order at 7:05PM.

The Board went into Executive Session at 4:11 PM per 1 M.R.S.A 405 6 A on a personnel issue. They came out of Executive Session at 5:05 PM.
At 5:00 PM Tom Kennie, our Public Works Director, came in and went over some budget issues, a couple of projects he has going on, and reviewed the Department of Labor inspection.
At 5:30 PM Greg Heffernan came in with David McCubrey, a selectman from Hollis. They talked about the concept of the Town of Hollis using our Transfer Station to dispose of bulky waste using a fee system similar to what we have now. The Selectmen asked them to put together something that is more specific so they can look it over and discuss before they even think about going forward with that program.
A resident came in about a land issue and something the Selectmen have discussed with him before. He brought in a little more information to let them know where he is with it and he will be back in again soon.
At 6:00 PM Charisse Keach, our Treasurer, met with the Board.

Selectman Harmon talked about year end and said she has been reviewing where we are with some of the Department Heads to make sure that in this last week of the fiscal year they have money left in their budgets and if there are any areas they are deficient in, to find out why the line was overdrawn. There have been times when something was charged to the wrong account and if that is the case then adjustments will be made. This is something that is done as we approach the end of the fiscal year and the Board reviews their accounts as well. They know that several of them will need to be reconciled because for various reasons they have gone over budget.
Today Selectman Harmon and Bev Gammon met with the inspector from the Department of Labor who inspected most of our departments last week and this week. She provided us with a list of areas where we are deficient and need to improve, and she will be sending a written report to the Board that we will be able to present to each department with necessary corrections that have to be made to bring us into compliance.
Selectman Harmon said Chet Ouellette brought to her attention that somewhere along the way we have moved away from testing fire extinguishers regularly as we had been doing in the past. She thought the Board had someone in place to do it but she said it is apparently not getting done. She said she is not sure if the Board wants to start having Chet do it but it is something they need to talk about because it was one of the areas noted by the Department of Labor. She is not sure if it will be in the Department of Labor’s final report or not but it is something the Board is now aware of and should be proactive on.
Selectman Harmon reported that she has been in the office most of the day today and she and Selectman Booker will be here tomorrow for the police negotiations.
Selectman Burns said last Thursday he went to a Saco River Cable Television Committee meeting to discuss where they are with the Time Warner contract. He reported that they believe they reached an agreement on money but there are some language issues that need to be resolved. He said it is moving forward and the committee is hopeful that in the next month or two they may be able to get this done.
Selectman Burns reported he was in the office Monday catching up on all the correspondence that came in. He said he had a chance to speak with the Fire Chief for awhile and they went over some budget items. Selectman Burns said he has also started reviewing the Personnel Manual.
Selectman Booker was not able to be here this morning to meet with the Department of Labor person to go through the results of her inspection. However, she did meet last week with Jean Harmon, John Myers, Bev Gammon and the Department of Labor inspector when the inspector introduced herself and let us know what she was going to be doing.
Selectman Booker attended the awards banquet for the Fire Department last Friday night and said it was very nicely done. She congratulated everybody on the pins they received and said we are all grateful for everything they do.
Selectman Emery was in every day last week and checked in to get information regarding the Department of Labor inspection. He also attended the Fire Department awards banquet and agreed it was very good. He said that the people we have representing the town on Fire and Rescue are exceptional people in this community and they provide a service that no one else does. When he was asked to speak a few words, he thanked them on behalf of the Board for all the work they do and he told them how much we appreciate them.
Selectman Emery has been in every day this week going over issues of interest and things that came up. He talked with the surveyor who surveyed the piece of land the town is going to purchase up on Limington Road in the Jack Memorial School area and asked him to send information to our attorney so he can draw up a deed and put together a purchase and sale agreement. Selectman Emery talked with the town attorney Monday morning and went over what we need. Our attorney is going to take care of everything and send it to us. The Board is going to set up a time for a Special Town Meeting because they need a vote of the people to spend the money to purchase that piece of land. More information will follow very soon.
Personnel Policy – The Board will be taking this up in the next couple weeks.
The Safety Training Plan – The Selectmen plan to work on this soon.
Meeting with Dayton Selectmen – Selectman Emery is going to see if he can schedule them to meet here with the Board on a Wednesday.

- Public Comments and Questions
Chief Mike Grovo went over statistics for 305 calls that came in last week. He briefly mentioned the Fireworks Ordinance and hopes to have a display next week to show people what is legal and what is not. He reported that the next Drug Take-Back Initiative is scheduled for October 26. Chief Grovo said he talked with Poland Springs about tractor trailer rigs running on Route 117 and turning left onto Route 202 and he talked about extra police patrols in the Pleasant Point Park area. He said within the last week two people who left that area were arrested for OUI and there was a report of a firearm. Although it turned out to be a black pellet gun, Chief Grovo said the police are taking this very seriously. They have been working down there and will continue to put
extra patrols in the area.
