Minutes for June 19, 2013 Selectmen’s Meeting

Selectmen’s Meeting Minutes

The first order of business was to appoint a Chair and Vice Chair for the coming year.  

Selectman Emery asked for nominations for Chairman of the Board.  A motion was made and seconded to nominate Clifford L. Emery for the position of Chairman of the Board of Selectmen.  Approved 3-1-1.  Selectman Emery abstained.

A motion was then made and seconded to nominate Penny J. Booker for the position of Vice Chairman of the Board.  Approved 3-1-1.  Selectman Booker abstained.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 PM Chief Schools came in to discuss various things with the Board including CPR and AED training.  The Board had an opportunity to have AED units installed in the front office so those employees and the selectmen will be trained to properly use that equipment.  
They discussed a new process for going over new hires on a quarterly basis which is going very well, and run times to Buxton Center Elementary and Bonny Eagle Middle School.  They also talked about the squad truck that used to be at Groveville.  All the apparatus has been taken out of the truck and the truck is now down to Public Works for Larry Anderson to use for a vehicle to go out and work on equipment the town owns that is away from the Town Garage. The apparatus was moved to Squad Five.  By adding the extrication equipment to a truck we already own it can now serve a dual purpose when it goes to the scene of an accident or fire.  The Board also signed a Mutual Aid Agreement with Gorham.

At 5:30 PM., a property owner in Buxton came in.  He owns the piece of property on Limington Road where it connects to Route 112.  He wants to sell his house and there is a crossover road the town has been using for years but never owned.  He let the town survey that piece of land and has agreed to sell us that piece of property plus 20 extra feet toward the school.  The town needs to own that for the safety of citizens and anyone driving in this community; without it, we would have an extremely dangerous intersection where those two roads come together.  The Board will be setting up a Special Town Meeting sometime after the first of July to purchase that piece of land.  More information will be coming on that.

Our Treasurer, Charisse Keach was in at 6:00 PM to discuss some issues.  The town has a collection agency that helps with Rescue billing.  The Board is going to enter into an agreement with them to help with some other billings needed throughout the year.  

They talked about new I9 Forms for new hires.  The selectmen are going to meet with department heads so that everyone understands what needs to be filled out and what the town needs for paperwork before a new employee can start work with the town.

A resident came in to discuss a land issue regarding a right of way to his property.  He wanted to discuss it with the Board to ask if they have any ideas of if they can work something out for him.  He is going to get more information and Selectman Emery said the Board will go forward with it as they receive that information.

  • Review of Projects and Issues
Selectman Harmon talked about our Town Meeting and reported that there were about 32 people there who passed a 5.3 million dollar budget.  She thanked the Boy Scouts for providing food and lunch and said the meeting went quickly ending around 11:15 in the morning.  This week she and Selectman Booker have been in negotiation meetings on the union contract and will meet to continue negotiation again next week.  She also talked about phone calls she has received and explained concerns some residents have about Lord Road and Simpson Road.  Selectman Harmon said it is her understanding that the Stackpole Creek Committee will be re-convened.  She is on that committee and should have updates on that.

Selectman Burns talked about a meeting that he attended following last Wednesday’s Selectman’s Meeting.  The SAD 6 Budget Advisory Committee met to talk about continuing the committee, discuss what did and did not work, what they want to see changed, and talk about any new ideas people might have.  He has been working through a lot of paperwork on his desk here and tomorrow he will be attending the Saco River Cable Television meeting in Hollis.  They are going to discuss the proposal they got back from Time Warner.

Selectman Booker mentioned the collective bargaining meeting and said she has been doing some review to gain a better understanding of things that came up in the last meeting.  Last Friday she spent most of the day going through the Warrant articles to prepare for Saturday.  Monday morning she came in for a personnel matter and this afternoon she had a discussion with Selectman Libby about a tax issue.

Selectman Emery said although there were not that many people at Town Meeting those who were there were active during the meeting.  He also commented on the excellent job the Boy Scouts did, and said that he and Peter Burns were sworn in after the meeting along with those who were elected to the Planning Board including Cliff Thomas who was a write in for the Planning Board.

Selectman Emery informed everyone that the Board received notice from York County EMA that people might see fighter jets flying over during training exercises that will be taking place on June 20, 2013.

The Barn at Flanagan Farm was recently recognized by the Editor of Down East Magazine as “Best of Maine 2013 Editor’s Choice”, and an article was printed in the magazine about their dinner program.  Selectman Emery read the article and acknowledged that it is a great honor to be selected in this class of restaurants in the State of Maine.

Selectman Emery expressed the Board’s gratitude to the Public Works crew for the work they did at the EMA building.  They planted trees and bushes and assisted in building the new rock wall and steps.  He said although they had help from someone who builds stone walls, they did a lot of the physical work needed to make it look as nice as it does now.

The Police Chief went over statistics for calls and complaints that came in last week.  There were 344 calls handled during that time.
