Minutes for April 24, 2013 Selectmen’s Meeting

Members Present: Dianne M. Senechal, Jean C. Harmon, Penny J. Booker.
Robert C. Libby and Clifford L. Emery were absent.
Others Present: William Ham, III, Michael Grovo.
Public Hearing – 7:00 PM –Liquor License Renewal for William H. Ham III, D/B/A Skip’s Lounge.
Selectman Senechal opened the Public Hearing at 7:05 PM. She read the notice of hearing and asked for comments from the police chief.
Chief Grovo said he talked with Mr. Ham earlier about an issue they have been looking into. Selectman Senechal asked if the issue has been fully resolved. Chief Grovo replied that it has not but he is satisfied that what has to get done will get done. He said there have been no other issues.
Selectman Senechal asked if the owner of the establishment or anyone else would like to comment at the podium. There were no more comments or questions from the public or the Board.
Selectman Senechal made a motion to continue the Public Hearing until next week. The Board voted 3-0-2 in favor of continuing the Public Hearing until next Wednesday night, May 1, 2013.

Selectmen Meeting Minutes for April 17, 2013.
The Board did not vote on the Minutes because there was not a quorum.
- Discussion held between 5:00 & 7:00 p.m.
At 5:00 PM Chief Grovo came in and spoke with the Board about the requirements for a Reserve Officer. New rules have been handed down by the State. It is no longer a 100 hour course, there are several steps to it, the process is lengthy, and more expensive.
At 5:35 PM the Board went into Executive Session per 1 M.R.S.A. 405-A 6. A.
The Board came out of Executive Session at 5:58 PM.
At 6:00 PM our Treasurer, Charisse Keach, came in to talk with the Board. They discussed the Town Rescue Subscription Plan, payroll items, and comp time. She is gathering more data for the Board.

- Review of Projects and Issues
Selectman Harmon reported that she completed the Warrant and made sure the Board’s Assistant had a copy of it to include in the Town Report. She worked on a Veteran’s Exemption and has been going over some assessment issues with Penny.
Selectman Harmon said a gentleman came in this week looking to fill out the Circuit Breaker form and now that she knows the formula, she was able to help him.
Selectman Booker mentioned the three hour workshop the Board had Monday night. She said it was very good and said they went over a lot of things. She has been working with property cards and trying to understand that better. She also has been trying to understand revenue and expenses for the Recreation Department and thinks she finally hit upon the right pieces of information from TRIO to get to where she understands that a little better. She said the Personnel Policy is back and she spent a little time looking that over and has been trying to build a history of usage to compare electricity costs in each building.
Selectman Senechal said the Board had a lengthy workshop Monday night. They have a lot of issues before them right now so they are working those through.
The Board signed the Secret Ballot Order to the Town Clerk tonight and they will sign the Warrant next week.
Selectman Senechal said the Personnel Policy is back and she needs to match the wording with some wording in the Union contract. The Selectmen agreed they have a lot of work ahead of them on this. Selectman Senechal said the attorney did a very good job and even notified them of subject matter they did not think of.

- Next Meeting of the Board
The Public Hearing on a Liquor License Renewal for William H. Ham III, D/B/A Skip’s Lounge will continue Wednesday, May 1, 2013, at 7:00 PM.
The Board of Selectmen will hold a Public Hearing Wednesday, May 1, 2013, at 7:05 PM on the Secret Ballot Articles for June 11, 2013.
Board of Selectmen Meeting Wednesday, May 1, 2013, at 7:15 PM or immediately following the Public Hearing.
The Board of Selectmen will meet in Executive Session Monday, April 29, 2013, at 5:00 PM.
Nomination papers are available from the Town Clerk’s Office for several elected positions. For more information, contact the Town Clerk at 207-929-6171.
All candidate nomination papers must be filed in the Town Clerk’s Office by 4:30 PM on Monday, April 29, 2013.
- Public Comments and Questions
Chief Grovo went over calls for the week of April 14 through 20.
He acknowledged Officer James Bradbury for doing a great job on a recent case. Officer Bradbury responded to a call of suspicious people. He went to Jack Memorial School where he found two young adults walking around out back. In checking further he found cans of spray paint and graffiti that they had sprayed on the back of the school building. They now have two people who will be held liable for the expense to remove the paint. Chief Grovo thanked Officer Bradbury and said the officers are out there trying all the time.
Chief Grovo talked about an Open House on May 18 that Chief Schools is having at the Bar Mills Fire Station. The Police Department will be there to institute the “Yellow Dot Program on that day”. Chief Grovo explained that program and said more information will be coming about it. They will also be holding a child safety seat checkpoint with the help of our Fire Department and some people from Gorham who are coming to help.
This Saturday there will be another Drug Take Back Initiative. Officers will be out at the stores and for those who cannot make it Saturday the Police Department will have a box at the Fire Station on May 18.
