Minutes for April 17, 2013 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:04 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes for April 10, 2013.  Approved 3-0-2.  



  •  Discussion held between 5:00 & 7:00 p.m.
Charisse Keach, our Treasurer, met with the Board.  They discussed bonding, policies and procedures, medical billing, electronic payments for the Recreation Department, new procedures for Workmen’s Compensation and our pre-audit that is going to start on May 7 and 8.

The Selectmen spent some time talking about the Town Report and the Warrant.

  • Review of Projects and Issues
Selectman Harmon reported that the Board met with the Budget Committee last night to review the Warrant.  The Committee gave recommendations and the Selectmen gave theirs as well.  She finished inputting all of that information along with the Secret Ballot Articles from the Planning Board.  Selectman Harmon said each of the Selectmen has a copy.  She asked them to look at it to make sure nothing is misspelled and the numbers are correct.  

Selectman Emery said he was in last week going over correspondence and looking through the Warrant.  On Monday night he and Peter Burns went to the Twelve Town Group Meeting.  Selectman Emery talked about the things the group discussed and said he thought it was good that Peter Burns went because he was able to share a lot of information with the group on the school budget and also the Time Warner negotiation process because of his participation in both of them.  Selectman Emery said it was a very informative meeting.

Selectman Emery mentioned the Board’s meeting with the Budget Committee and he wants people in the community to know that the committee members put in a lot of time going over every budget that is presented to the Town.  He said he was pleased to see that the Board and the Budget Committee were only $1,600 apart on their recommendations.  He said the committee put a lot of conscientious thought into it, and he commended them for the work they did.

Selectman Senechal echoed Selectman Emery’s remarks and said that the Budget Committee members sometimes met twice a week with no pay, and they took their job very seriously.

Selectman Senechal said she has been reading the Warrant and is glad it is done so the Board can move on to other things.  One thing they will be working on is the Personnel Policy.  The first draft from the attorney is coming back next week and the Board will see what the recommendations are.

Selectman Senechal reported that the Board met with the town’s auditor.  They have a lot of work to do on job descriptions and internal procedures.  The Selectmen talked about the need for another Workshop and decided to meet Monday, April 22 at 6:00 PM for that.

The Personnel Policy is coming back from our attorney.

The Board has gone over some new things they are going to be doing and some internal procedures.



  • Executive Orders
        
E.O. 121304020 – An order to approve the hiring of Derek E. Dunn as a full-time laborer/equipment operator in our Public Works Department, starting April 22, 2013, at a pay rate of $15.09 per hour.  Approved 3-0-2.

E.O. 121304021 – E.O.111204018 – An order to appoint Fred A. Farnham to the position of Code Enforcement Officer effective until April 30, 2014.  Approved 3-0-2.

E.O. 121304022 – An order to appoint Fred A. Farnham to the position of Building Inspector effective until April 30, 2014.  Approved 3-0-2.

E.O. 121304023 – An order to appoint Fred A. Farnham to the position of Plumbing Inspector effective until April 30, 2014.  Approved 3-0-2.

E.O. 121304024 – An order to appoint Peter Gordon to the position of Deputy Code Enforcement Officer effective until April 30, 2014.  Approved 3-0-2.

E.O. 121304025 – An order to appoint Peter Gordon to the position of Deputy Building Inspector effective until April 30, 2014.  Approved 3-0-2.

E.O. 121304026 – An order to appoint Peter Gordon to the position of Deputy Plumbing Inspector effective until April 30, 2014.  Approved 3-0-2.
E.O. 121304027 – The Board of Selectmen agrees to the amended Solid Waste Agreement between and among the Town, Casella Waste Systems, Inc., and Pine Tree Waste, Inc., to replace the existing Solid Waste Handling Agreement between and among the Town, Casella and MERC for the balance of the existing agreement’s term through June 30, 2025.  A copy of the proposed new agreement will be on file in the Town Clerk’s office.  Approved 3-0-2.

E.O. 121304028 – An order to appoint Nathan Schools as EMA Deputy Director to be effective until December 31, 2015.  Approved 3-0-2.

E.O. 121304029 – An order to approve a Certificate of Settlement for tax year 2008.
Approved 3-0-2.

  • Next Meeting of the Board
Planning Board Meeting Monday, April 22, 2013, at 7:00 PM.

The Board of Selectmen will hold a Public Hearing Wednesday, April 24, 2013, at 7:00 PM on a Liquor License renewal Application for William Ham III, d/b/a Skip’s Lounge located at 288 Narragansett Trail, Buxton, Maine.

Board of Selectmen Meeting Wednesday, April 24, 2013, at 7:00 PM or immediately following the Public Hearing.

Board of Selectmen meeting for a Workshop Monday, April 22, 2013, at 6:00 PM.

The Board of Selectmen will hold a Public Hearing on Secret Ballot Articles on Wednesday, May 1, 2013, at 7:00 PM

Nomination papers are available from the Town Clerk’s Office for several elected positions:  For more information, contact the Town Clerk at 207-929-6171.

All candidate nomination papers must be filed in the Town Clerk’s Office by 4:30 PM on Monday, April 29, 2013.  

Selectman Harmon read all non-budgetary ballot Articles

Selectman Senechal reported that our Recreation Director received a $500.00 Grant from USPA of New England for tennis equipment.  It bought a net, 20 rackets and 60 balls that will be used for the After School Program and other programs we use in town.



  • Public Comments and Questions
Chief Grovo was at the Police Academy last week helping train cadets on the firing range.  He explained the different phases of their training program and said there some good candidates including one of our own.

Chief Grovo reviewed statistics for April 7-13.  There were 368 calls that came in during that time period.  He mentioned the next Drug Take Back Program that will be held April 27, 2013, and there was some brief conversation about the police department beefing up radar patrol.
