Minutes for April 10, 2013 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Clifford L. Emery, Robert C. Libby, Jean C. Harmon, Penny J. Booker.


Others Present:  Peter Burns, Julie C. Hagerman, R. Shiloh Hagerman and their employees and friends.


Public Hearing Liquor License Renewal – Buxton Tavern – 7:00 PM

Selectman Senechal opened the Public Hearing at 7:05 PM by reading the Notice of Public Hearing.  She asked the applicant to introduce himself, give an overview of the establishment, hours of operation, and a description of what they will be doing at the facility.

Mr. Hagerman talked about the business, management experience, and hours of operation.  He said that down the road they have plans to use the entire building and have events upstairs to bring back the old Grange Hall feel.

Selectmen Senechal asked if there were any comments or questions from the audience.  There were none.  

A brief discussion followed with the Selectmen asking questions and sharing some concerns.  Mr. Hagerman said his staff will be trained and certified to learn observational things and service standards.  He talked with one of our police officers to ask what is expected of the establishment and said he intends to do things the right way and wants to have a good working relationship.

There were no other questions or comments.  The Public Hearing closed at 7:14 PM.

Selectmen Meeting Minutes for April 3, 2013.  Approved 5-0.  



  •  Discussion held between 5:00 & 7:00 p.m.
The Board spent their time reading correspondence and working on the Warrant.  

David Anderson came in to go over some OSHA requirements and something the staff needs to be trained in.  He wants to coordinate with the Fire Chief on the components of that.

  • Press Release from John Myers, Town Clerk.
  • Letter from John Sylvester, Chairman Twelve Town Group – Re:  April meeting Monday, April 15, 2013 at 6:30 PM in the Waterboro Town Hall.
  • Email from the Superintendent – Re:  MSAD #6 Board of Directors Meeting Saturday, April 13, 2013, at 9:00 AM at the Central Office Conference Room.


  • Review of Projects and Issues
Selectman Libby reported that he has been keeping an eye on Maine Municipal Bulletins for Bills that are going to affect the Town that are still up in the air.  He has been working on a Veteran’s Widow Exemption, reviewing a copy of the Town Meeting Warrant and interviews for a laborer in Public Works.

Selectman Harmon has been working on the Warrant.  She was here for the Public Works interviews Monday night and the Workshop Tuesday night but the Warrant has been her life lately.

Selectman Emery said it has been all about the budget this past week.  He said the Board met Monday night for the hiring process and met Tuesday night for a Workshop that was mostly about the budget.  He said the Board dealt with a couple of other issues, talked about the position of Deputy EMA Director, and came to a conclusion on that.

Selectman Booker said she has been doing a lot of the same things, interviews Monday night and the Workshop Tuesday.   She went over the Planning Board Ordinance amendments with Krystal, worked with Bev on some information for the Town Report, and has been working on the budget.

Selectman Harmon asked about a date for the Town Report dedication.

Selectman Senechal said the plan is to have it on May 29.

E.O. 121304010 – An order to approve a Certificate of Settlement for tax year 2009, 2010, 2011 and 2012.  Approved 5-0.

E.O. 121301011 – An order to approve Charisse Keach’s attendance at the Maine Municipal Tax Collectors’ and Treasurers’ Association Annual Conference.  Approved 5-0.

E.O. 121304012 – An order to approve 32 hours of vacation time for Tom Kennie.  Approved 5-0.

E.O. 121304013 – An order to approve an Application for Veteran Exemption for [Map 2, Lot 58C.  Approved 5-0.

E.O. 121301014 – An order to approve an Application for Veteran Exemption for [Map 10, Lot 84B].  Approved 5-0.

E.O. 121304015 – An order to approve an Application for Exemption for Widow, Widower, Minor Child or Widowed Parent of a Veteran for [Map 2, Lot 58-37.  Approved 5-0.

E.O. 121304016 – An order to approve Tom Kennie’s attendance at a Maine DOT & Federal Highway Administration Maintaining Local Bridges Workshop.  Approved 5-0.

  • Next Meeting of the Board
Comprehensive Plan Meeting Thursday, April 11, 2013, at 8:00 PM in the small conference room at Town Hall.

Board of Selectmen Meeting Wednesday, April 17, 2013, at 7:00 PM.

The Board of Selectmen will hold a Public Hearing Wednesday, April 24, 2013, at 7:00 PM on a Liquor License renewal Application for William Ham III, d/b/a Skip’s Lounge, located at 288 Narragansett Trail, Buxton, Maine.

The Board of Selectmen will meet with Ron Smith, our Auditor, Tuesday, April 16, 2013 at 9:00 AM.

The Board is tentatively scheduled to meet with the Budget Committee on April 16 at 6 PM.

Nomination papers are available from the Town Clerk’s Office for several elected positions:  For more information, contact the Town Clerk at 207-929-6171.

All candidate nomination papers must be filed in the Town Clerk’s Office by 4:30 PM on Monday, April 29, 2013.  

The Town Office will be closed Monday, April 15, 2013 for Patriot’s Day

The Transfer Station will be closed Tuesday, April 16, 2013, for the holiday.  

There will be no change in the curbside trash pick- up schedule.
