Minutes for April 3, 2013 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:05 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes for March 20, 2013.  Approved 3-2.  
Selectman Libby and Selectman Emery were absent.

Selectmen Meeting Minutes for March 27, 2013.  Approved 3-2.  
Selectman Libby and Selectman Harmon were absent.



  • Discussion held between 5:00 & 7:00 p.m.
Fire Chief, Nathan Schools, met with the Board at 5:00 PM for his monthly update.  They discussed items happening in the Fire Department, talked about the Bar Mills Rescue Association, eye wash stations, the Ford truck and maintenance issues.  

At 6:00 PM Superintendent of Schools, Frank Sherburne; Larry Miller, school board member; and Police Chief, Mike Grovo, met with the Selectmen.  They discussed a budget item for SAD 6.  Selectman Harmon and Selectman Emery asked some general questions on the school budget.  

At 6:46 PM the Board went into Executive Session per 1 M.R.S.A. 405 6 A.  They came out of Executive Session at 6:49 PM.  No action was taken.


A resident stopped in to ask about using metal detectors in some of our parks.  The Selectmen told him it is something they need to discuss and they will get back to him on that.  
Selectman Emery asked about interviews for the position in Public Works and Selectman Senechal said they have not been scheduled yet but she is planning to do them Monday night.

The Selectmen discussed conducting a Workshop next week and decided to schedule that for Tuesday night at 6:00 PM.

  • Review of Projects and Issues
Selectman Libby reported that he came in early this morning and has been doing paperwork all day and working to get things caught up.

Selectman Harmon said she has been dealing with several exemptions, getting some assessing issues from last week caught up, and working on budgets.  She said the Board presented their budget to the Budget Committee last night.  She has been working on the Warrant and noted there are a couple of additional articles to add to it and some numbers that have to be changed.  She is working on finishing that and will get copies to the rest of the Board to review.

Selectman Harmon mentioned that a resident asked if they could have the Buxton News available for people to read.  They are not looking to be paid for this.  She told them it would be an item to bring up to the Board and they can talk about it in their Workshop.

Selectman Emery said he has been looking at the budget and double checking the numbers.  He said he felt good that the numbers came out right on target.  He was in last night for the presentation and said that he thought it went very well.

Selectman Booker said she has been doing the same things, comparing the thick stack of budgets to the Warrant.  She totaled everything up and felt good that she came up with the same numbers everyone else had.  She said she has been doing some work that is almost done for the Town Report.  She mentioned that the Board has done their first sorting of applications for interviews for the Public Works position, and she was here for the budget presentation last night.


Selectman Senechal attended a quarterly meeting yesterday with the Treasurer and a representative from the Bank of Maine.  She said it was very informative and Charisse, our Treasurer, did a really good job.  She was informed that the transition to Bank of Maine went very well and we just moved our first Certificate of Deposit to them.  They were paying the highest rate.  Selectman Senechal said the move to Bank of Maine saved the Town about $4,000 in fees that we were paying to our former bank.  

Selectman Senechal attended the budget presentation last night.  She said all the budgets have now been presented to the Budget Committee.  They will workshop next week and the Board will workshop next week and they will meet with the Budget Committee the following week for a final vote.

Selectman Senechal has also been working on some pieces for the Town Report and is finalizing the Selectmen’s Report.

        E.O. 121304003 – An order to accept the resignation of David G. Savage, Sr., from the Planning Board effective after Town Meeting June 2013.  Approved 5-0.

E.O. 121304004 – An order to approve a Supplemental Tax Warrant in the amount of $1400.00 for [Map 3, Lot 49].  Approved 5-0.

E.O. 121304005 – An order to approve Abatement of Personal Property Taxes in the amount of $234.43 for PP#114.  Approved 5-0.

E.O. 121304006 – An order to approve an Application for Poverty Abatement for Case No. PA 13-001.  Approved 5-0.

E.O. 121304007 – An order to approve an Application for Poverty Abatement for Case No. PA 13-002. Approved 5-0.

  • Next Meeting of the Board
Budget Committee Meeting Tuesday, April 3, 2013, at 6:00 PM.

Board of Selectmen Meeting Wednesday, April 3, 2013, at 7:00 PM.

The Board of Selectmen will hold a Public Hearing on Wednesday, April 10, 2013, at 7:00 PM on a new Liquor License Application for Julie C. Hagerman & R. Shiloh Hagerman, D/B/A CHAPS, LLC located at 1301 Long Plains Road, Buxton, Maine.

Board of Selectmen Meeting Monday, April 8, 2013, at 6:00 PM to conduct interviews.

Board of Selectmen Meeting Tuesday, April 9, 2013, at 6:00 P.M. for a budget Workshop.

Planning Board Meeting Monday, April 8, 2013, is also a Public Hearing on proposed Ordinance changes.



  • Other Business
Nomination Papers are available from the Town Clerk’s Office for the following positions:

All candidate nomination papers must be filed in the Town Clerk’s Office by 4:30 PM, Monday, April 29, 2013.

The Buxton Community Days will be held Friday, July 19, 2013 and Saturday, July 20th with a rain date of July 21 if it rains on Saturday.  Events will be similar to prior years.



  • Public Comments and Questions
Chief Grovo talked about the next Prescription Drug Take Back day.  It will be held on April 27, 2013 from 10:00 AM ~ 2:00 PM at Buxton Rite Aid, Hannaford and the Buxton Police Department.

Chief Grovo then provided statistics for calls that came in between March 24th and 30th.  He reported that there were 421 calls handled by Dispatch during that period of time.  He also mentioned that the Police Department will be doing radar details in certain areas that will change each month.  He said there should be a lot more enforcement on traffic.  

Chief Grovo said the Seat Belt Detail is also coming up.  That is a Grant that the Police Department gets from the State.  Once we complete forty hours of that they may end up issuing us a new laser radar for participating, along with the money for paying the officers’ overtime to work the Detail.
