Minutes for March 20, 2013 Selectmen’s Meeting

Robert C. Libby and Clifford L. Emery were absent.

  • Call to Order
The meeting was called to order at 7:03 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes for March 13, 2013.  Approved 3-2.


  • Discussion held between 5:00 & 7:00 p.m.
At 5:30 our Treasurer met with the Board.  They discussed a list of items regarding internal documents, and other issues pertaining to the Town Office that she needed clarification on.  Selectman Senechal said the Treasurer is always looking ahead and the Board had a really good discussion with her tonight.

Other than that, the Selectmen were doing a lot of reading.


  • Review of Correspondence
  • Weekly Legislative Bulletin from Maine Municipal Association.
  • Email from Jan Hill, President Buxton-Hollis Historical Society – Re:  New home.
The School Board unanimously approved the lease of the Bar Mills School to the Buxton-Hollis Historical Society.  The Historical Society is having a packing up, moving day on April 13 and 14.  Selectman Senechal said if anyone is interested in helping with all the things that need to be done they can call Jan Hill at 207-831-9356.



  • Review of Projects and Issues
Selectman Harmon reported that the Board had a very productive Workshop Monday night.  She said they went over their administrative budget pieces and brought up points from other Department budgets and discussed whether or not they are in favor of putting those items on the Warrant.  Selectman Harmon said she has been working on the Warrant this week, reviewing resumes and working on odds and ends of things that have come in.  

Selectman Booker reported that she attended the Workshop Monday night and she has read all of the resumes.  She has also been reviewing mail and looking over budgets.  She said she has been picking away at some of her budget pieces again to keep up to date with what it is this year and to see if it looks like it is on track.  She also reported that she has had brief discussions with certain employees and Department Heads.

Selectman Senechal talked about the very successful Blood Drive we had and said there were just over 40 people who donated.  She thanked the Recreation Director for coordinating the Blood Drives.  Selectman Senechal has been working to get through all the resumes.  She also commented on the successful Workshop Monday night and said the Board made tremendous headway on items before them.  They will hold another Workshop before they meet with the Budget Committee.  She said by then they will have their spreadsheet and the Warrant done.  They are getting close to having everything together.  

Selectman Senechal said a lot of people came in Monday because of the Blood Drive so it was a good opportunity to meet with the public.  She said this is a busy time of year but the Selectmen are ahead of schedule on the budget.  She also mentioned that she and Selectman Booker have been working on pieces for the Town Report.

The Personnel Policy is being reviewed by our attorney.

  • Executive Orders
E.O. 121303011 – An order to enter into a Disaster Mutual Aid Agreement with the municipalities located in the County of York and the State of Maine and also including the York County Emergency Management Agency.  Approved 3-2.

E.O. 121303012 – An order to enter into a Memorandum of Understanding for Mutual Fire Aid with the Lyman and Dayton Fire Commission Doing Business As Goodwins Mills Fire-Rescue.  Approved 3-2.

E.O. 121303013 – An order to approve an Application for Veteran Exemption for [Map 2, Lot 58-44].  Approved 3-2.

E.O. 121303014 – An order to approve John Myers’ attendance at a Vital Records Workshop.  Approved 3-2.

E.O. 121303015 – An order to approve John Myers’ attendance at the New England Municipal Clerks Institute & Academy Fundamentals of Supervision & Management Class.  Approved 3-2.

E.O. 121303016 – An order to approve Abatement of Real Estate Taxes in the amount of $318.92 for [Map 2, Lot 58K].  Approved 3-2.

E.O. 121303017 – An order to approve Charisse Keach’s attendance at the New England States Government Finance Officers Association’s Annual Spring Training Seminar.  Approved 3-2.

E.O. 121303009 – An order approving expenditures as documented in Accounts Payable Warrant #82.  Approved 3-2.
