Minutes for February 27, 2013 Selectmen’s Meeting

Robert C. Libby and Clifford L. Emery were absent.

Meeting Agenda

  • Call to Order
The meeting was called to order at 7:01 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes February 20, 2013.  Approved 3-2.


  • Discussion held between 5:00 & 7:00 p.m.
Due to the snowstorm no one came in to meet with the Board.  The Selectmen read correspondence and went about their business.



  • Review of Correspondence
  • Weekly Legislative Bulletin from Maine Municipal Association.
  • Email from Buxton-Hollis Historical Society – Re:  Need help to win a Community Matters More Grant from Bangor Savings Bank.
  • Email from Blaine Cote, Assistant Director York County EMA – Re:  Press Release.
  • Email from East Waterboro resident – Re:  Commending Buxton’s road crew.
  • Email from the Governor’s Office – Re:  Flags to be lowered in memory of General Schwarzkopf.


  • Review of Projects and Issues
Selectman Harmon reported that most of her time has been spent working on the budget and mentioned some of the budget presentations that have been made to the committee to date.  She has been attending Budget Committee meetings and said the Board is working on getting everything together so they can start working on the Warrant.

Selectman Booker said she did a little bit more review of the surveys that came in to the Comprehensive Plan Committee.  Caroline Segalla is preparing a summary to go with the survey to present to the Selectmen and she will be looking for feedback from people on the committee before she puts that together.  Selectman Booker attended the Budget Committee meeting last night and said she has been reading everything, keeping up with mail, and discussing things here in the office.

Selectman Senechal commented on how much has been coming through to read.  She has been working on budgets and said all of the Board’s budget pieces have been compiled.

Selectmen Senechal reported that a gentleman from Maine Municipal’s Risk Management office was here yesterday from around 9:00 AM until 3:00 PM.  He met with various people and did the most thorough review the Board has seen.  He made several recommendations that could save us money on our insurance and provided valuable input.



  • Old Business
Personnel Policy – The manual is ready to go to our attorney.  The Board spent a lot of time on that this year and did a very in-depth review.

None.



  • Executive Orders
E.O. 121302019 – An order to approve the updated Building Permit Fee Schedule effective March 1, 2013.  Approved 3-2.




  • Executive Orders by Initiative
None.



  • Accounts Payable and Payroll Warrants
E.O. 121302017 – An order approving expenditures as documented in Accounts Payable Warrant #76.  Approved 3-2.

E.O. 121302018 – An order approving expenditures as documented in Payroll Warrant #75.
Approved 3-2.


  • Next Meeting of the Board
Board of Appeals Meeting Tuesday, March 5, 2013, at 7:00 PM in the small conference room at Town Hall.

Budget Committee Meeting Tuesday, March 5, 2013, at 6:00 PM.

Board of Selectmen Meeting Wednesday, March 6, 2013, at 7:00 PM.



  • Other Business
The Holiday curbside trash pick-up schedule has changed.  If your trash pick-up day falls on New Year’s Day, Fourth of July, Thanksgiving Day, or Christmas Day, your trash will be picked up on the following Friday.

Selectman Harmon reminded everyone to drive safely.



  • Public Comments and Questions
Chief Grovo reviewed statistics for calls that came in last week.  There were 292 calls and 67 of them came in on Saturday

Chief Grovo mentioned driving in snow and rain and cautioned people to drive carefully.
