Minutes for February 13, 2013 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Clifford L. Emery, Penny J. Booker.  Robert C. Libby and, Jean C. Harmon were absent.

  • Call to Order
The meeting was called to order at 7:02 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes February 6, 2013.  Approved 3-2.



  • Discussion held between 5:00 & 7:00 p.m.
Greg Heffernan, Transfer Station Manager, came in and went over his budget which will be released soon.  One member of the Budget Committee was present as well.

After that the Selectmen discussed several items including closing for the storm day and some correspondence the Police Chief sent out.  Most of their time, however, was taken up with the budget








  • Review of Correspondence
Several Emails from Dave Francoeur, Interim Director York County EMA – Re:  FEMA Forms and potential snow declaration information.
Email from Dana Packard, Artistic/Development Director Saco River Theatre – Re:  Thanking the Board for letter of recommendation.
Email from Dana Ryder, Cub Scout Pack 349 Committee Chairman – Re:  40th Annual Blue and Gold Ceremony Saturday, February 16 at 5:00 PM at the Bonny Eagle High School cafeteria.
Email from Nina Chabot – Re:  Meeting with Legislators & Advocacy Group postponed until February 23 at 9:00 AM at the York County Government Center on Route 4 in Alfred.



  • Review of Projects and Issues
Selectman Booker reported that she has been working on the Personnel Policy and incorporating changes the Selectmen agreed on in their last workshop.  With the exception of one paragraph the Board needs to review again, the manual is ready.  In addition to that she has been reading budgets and going through a lot of information coming from Augusta on legislative issues.

Selectman Emery has been coming in, keeping up with mail.  The first of this week he went to the Transfer Station to meet with Greg Heffernan and get the last of his budget finalized.  Yesterday he went over to the Bar Mills Fire Station and met with our Fire-Rescue Chief to go over his budget to get a feel for some of the things in his budget.

Selectman Emery talked about the big snow storm.  He said there were no problems and things went very well.  He said Public Works, Police, Dispatch and Fire-Rescue were well-prepared for whatever the storm brought.  He thanked them for the good job they did and also thanked the public for staying off the roads.  

Selectman Senechal reported that the Board finished the Transfer Station, Recreation and Code Enforcement budgets.  They will do the Fire-Rescue and Fire Police budgets tomorrow at 3:30 PM, and Public Works at 6:00 PM tomorrow night.  That leaves Police, Dispatch and Animal Control, and Administration budgets to be done.

Selectman Senechal said she read the complete Audit Report, has a few questions, and noted a few errors in the report.





  • Old Business
Personnel Policy – The manual is almost ready to go to our attorney.



  • New Business
The Town Office will be closed Monday, February 18, for Presidents’ Day.

The Transfer Station will be closed Tuesday, February 19, for Presidents’ Day.  

There will be no change in the curbside pickup schedule next week.



  • Executive Orders
E.O. 121302011 – An order to approve Charisse Keach’s attendance at the Maine Government Finance Officers Association.  Approved 3-2.

E. O. 121302012 – An order to appoint Randall Porter to the position of a Trustee to Town Farm Park to be effective until December 31, 2016.  Approved 3-2.

E.O. 121302013 – An order to approve 24 hours of vacation time for John Myers.  Approved 3-2.



  • Executive Orders by Initiative

  • Accounts Payable and Payroll Warrants
E.O.121302009 – An order approving expenditures as documented in Accounts Payable Warrant #72.  Approved 3-2.

E.O.121302010 – An order approving expenditures as documented in Payroll Warrant #71.  Approved 3-2.

  • Other Business

  • Public Comments and Questions
Chief Grovo went through statistics on calls that came in February 3-9.  He also spoke about the snow storm and how well the Town Departments worked together.  He thanked people for staying off the roads during the storm.

Selectman Senechal asked the Police Chief if there has been an increase in Concealed Weapons Permits.  

Chief Grovo said there has been an increase.

Selectman Senechal asked what he would attribute the increase to.

Chief Grovo said there has been an increase since the school shootings.  He talked about how long it takes now to get parts and ammunition and said that the talk about restricting firearms caused people to go out and buy everything they could.  He said there are many people who believe in their second amendment rights.  

Selectman Senechal asked if everyone who applies gets a permit and Chief Grovo explained that there is an in-depth background check and other criteria that prohibits some from getting the permit.
