Minutes for February 20, 2013 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Clifford L. Emery, Jean C. Harmon, Penny J. Booker.
Robert C. Libby was absent.

Others Present:  Jack Hanna, Robert Elwell, Michael Grovo, David Harmon, Jacques Goudreau.

  • Call to Order
The meeting was called to order at 7:02 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes February 13, 2013.  Approved 3-2.


  • Discussion held between 5:00 & 7:00 p.m.
The Board had our Public Works Director in at 5:00 PM.

At 5:30 PM the Board went into Executive Session per 1 M.R.S.A. 405 6(A).  They came out of Executive Session at 5:37 PM.

The Selectmen discussed budgets, changes to the Personnel Manual, and a report that the police chief is putting together.

  • Legislative information from Maine Municipal Association – Re:  Governor LePage’s proposed Fiscal Year 2014-2015 Budget – Property Tax Impacts.

  • Review of Projects and Issues
Selectman Harmon talked about budgets that the Board reviewed including Fire-Rescue and Public Works.  She attended the last Budget Committee meeting and has been in working on day-to-day things.  

Selectman Emery reported that he came in last Thursday and Friday for the budget reviews.  On Monday night he attended the Twelve Town Group meeting in Waterboro and said he plans to attend another meeting Saturday morning where legislators will meet to talk with municipal officials at the old jail where the York County Commissioners’ office is.  

Selectman Booker mentioned the budget reviews and said she has been pulling information together for questions she had on one issue in the Personnel Policy which was solved tonight. She attended part of the Budget Committee Meeting Tuesday night while waiting for the Comprehensive Plan Committee meeting.  She said some positive things came out of that meeting and she is hopeful the committee will start working again.

Selectman Senechal reported that she has also been working with budgets.  She was not able to attend the Public Works presentation but she met yesterday with the Public Works Director and went over some questions she had on that budget.  She said she is now up to speed with the rest of the group and budgets are coming along very well.  The only budgets they have left to do are Police and Administration.

E.O. 121302016 – An order to terminate the employment of Keith Emery effective immediately.  Approved 4-1.



  • Accounts Payable and Payroll Warrants
E.O.121302014 – An order approving expenditures as documented in Accounts Payable Warrant #74.  Approved 4-1.

E.O.121302015 – An order approving expenditures as documented in Payroll Warrant #73.  Approved 4-1.

  • Other Business
Mike Grovo introduced and recognized Jacques Goudreau, Manager of Aubuchon Hardware in Buxton for donating $770 to our Keep the Heat On program this winter.  Chief Grovo thanked them for doing that for the people of our community.

Mr. Goudreau talked about the fundraiser they did and their plans to do another one this summer.  He also thanked Cliff Emery and Mike Grovo for volunteering their time in the dunk tank.

The Selectmen also thanked Jacques and Aubuchon Hardware for the donation they made to Keep the Heat On.  

Selectman Senechal also acknowledged the people in the community who donate cans and bottles through the Clynk program.






  • Public Comments and Questions
Chief Grovo went over statistics for February 10-16.  There were 326 calls to Dispatch during that period of time.

Selectman Senechal asked Chief Grovo what he knows about a gun buy-back program.

Chief Grovo explained that some communities have a program for people who turn in their guns.  Those guns are then sold legally to a licensed firearms dealer and the money from the sale is donated to Special Olympics.  Chief Grovo said if people in town have weapons they want to get rid of, they can call him and he will talk with them about it.

Chief Grovo shared information on a scam where people will go to a home, coerce homeowners into hiring them to do work, and then charge an outrageous amount of money for doing the work.  He encouraged people to call the Police Department.

Robert Elwell asked the Selectmen about the status of ISO.

The Selectmen talked about the things that the Fire Chief is doing in this regard and explained that the he will come in and do a presentation as soon as he can.

Mr. Elwell went on to talk about a drainage problem at the intersection of Boynton Road and Route 112, and commented briefly on a former employee of the town.
