Minutes for January 23, 2013 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Jean C. Harmon, Penny J. Booker.  
Robert C. Libby was absent.   Clifford L. Emery was attending the Public Hearing regarding the York County Budget.

Others Present:  David Harmon, Adam Ricci.



Meeting Agenda

  • Call to Order
The meeting was called to order at 7:02 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes January 16, 2013.  
The Board was unable to approve the Minutes.  Bob Libby was not present and Cliff Emery was attending another meeting.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:02 PM the Board went into Executive Session for 1 M.R.S.A. 405 6 A.  They came out of session at 5:30 PM.

Around 5:31 PM a gentleman, John O’Connor, from Lowe’s came in to talk to the Board about a program they are running in conjunction with the State of Maine.  They are the contract provider for the State for supplies for state agencies, municipalities, school districts and others.  The Board will be reviewing the program.  It could save the town up to 7% off purchases.





  • Review of Correspondence
  • Invitation from Cub Scout Pack 349 to attend the 40th Annual Blue & Gold Ceremony February 9th at the Bonny Eagle High School cafeteria starting at 5 PM.
  • Email from Maine Public Health – Re:  Influenza Update.


  • Review of Projects and Issues
Selectman Harmon reported that she has been gearing up for budget time and noted that budget requests have been coming in mostly from outside agencies.  She has also been going over correspondence and helping Penny with some things she had questions on.

Selectman Booker attended a Tree Growth Seminar last Thursday that was put on by the Maine Revenue Service.  She reported that she has been looking in more detail at one of the budget items she was given to work on.  Tom Kennie was in yesterday and talked about last week’s storm and she looked into an issue for an employee that was resolved this morning.  Selectman Booker talked briefly about the meeting on the Canal Bridge and Bar Mills Bridge.  Buxton Selectmen were not able to attend because of the need to have enough of them here for the Selectmen’s meeting.

Selectman Senechal has been working on budgets.  The Selectmen cancelled the meeting they had scheduled with Department heads to talk about budgets.  She said she has individually spoken with all Department heads except the Police Chief to talk about issues the Town faces, and how the Board would like to have those budgets submitted.

Selectman Senechal said the re-play of the D. O. T. meeting on the bridge in Bar Mills is now on Channel 5.  She said it was noted during the discussion that there were no Selectmen from Buxton there so the Board will discuss it and communicate with D. O. T. regarding what the Town would like to see on that bridge.  



  • Old Business
Personnel Policy – In process.  The Selectmen discussed coming in at 4:30 next week to work on the Personnel Policy.

Internal Control Document. – Selectman Senechal said she spoke with the Treasurer today.  She is not sure if the auditor has met with Department heads yet but they are getting ready to send a draft of the audit and it should be here by Friday.

E.O. 121301024 – An order to approve the abatement of Real Estate Taxes in the amount of $506.94 for [Map 9, Lot 6-19].  Approved 3-0-2.

E.O.121301022 – An order approving expenditures as documented in Accounts Payable Warrant #64.  Approved 3-0-2.

  • Public Comments and Questions
Adam Ricci, Animal Control Officer, talked about the new Dog License Ordinance and provided some statistics on behalf of Chief Grovo who could not be here for the meeting tonight.

Officer Ricci reported there were 13 motor vehicle accidents during the storm last week and said many of them were attributed to speed, driving too fast for the road conditions, and driving beyond the limits of the driver.  He encouraged people to go as slow as possible in bad weather.

Officer Ricci provided some background information on the Dog License Ordinance enacted last November.  He explained how the first offense and fines will work and advised everyone to license their dogs before January 31 to avoid additional fees.

Selectman Senechal asked how many dogs have been licensed.

Officer Ricci said there are approximately 800.  He currently has 693 dogs on a list that are not licensed and approximately 200 dogs that have never been licensed here that he will be following up on as well.

There was a brief discussion about the late fees and the fact that a portion of the fine will go toward the license fee.
