Minutes for January 16, 2013 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Robert C. Libby, Penny J. Booker.  
Jean C. Harmon and Clifford L. Emery were absent.

Others Present:  Gail Landry, Mike Grovo.



Public Hearing continued – 7:00 PM – New Liquor License Application for Gail Landry, D/B/A The Barn at Flanagan Farm.

The Board re-opened the Public Hearing at 7:01 PM.  

Selectman Senechal asked if there were any questions or comments.  There were none so Selectman Senechal asked the owner to describe the building use.  

Gail Landry introduced herself as the Proprietor of the business.  She explained the operation, the intended use of the Liquor License, and responded to a couple of questions from the Board.  

There were no other comments or questions and the hearing was closed at 7:06 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes January 9, 2013.  Approved 3-0-2.






  •  Discussion held between 5:00 & 7:00 p.m.
At 5:30 PM Fred Farnham came in with a resident to discuss an issue that has been taken care of on Tapley Road.

At 6:45 Gail Landry came in to meet the Selectmen and show pictures of her facility.  

After that, the Board had some general discussion about revenue sharing from the State, budgets, traveling in the snow, and the flu.



  • Review of Correspondence
  • Email from Adam Hartwig, with Maine Center for Disease Control – Re:  Flu Report.
  • Email from Dave Francoeur, Acting Director, York County EMA – Re:  Updates on the Flu.


  • Review of Projects and Issues
Selectman Libby has been working with Bob Gingras on some property values and questions on those.  He has completed the budget requests he was given to work on.

Selectman Booker planned to attend the bridge meeting tonight in Hollis but she needed to attend the Selectmen’s Meeting.  She has been in most every day going over the mail and reading one of our contracts.  She did a little more review on the Personnel Policy and said the Board has a tentative date scheduled to discuss that more in a couple of weeks.  

Selectman Senechal said she has been working on correspondence regarding budgets to send to Department Heads.  The Board was scheduled to meet with them today but the meeting was cancelled because everybody that was coming in was either taking care of a fire, out on police calls, or sanding the roads.  The Board will reschedule the meeting as soon as they can.  

The Budget Committee has been asked to meet with the Board next Wednesday, January 23, 2013, at 6:00 PM.

Selectman Senechal reminded everyone to license their dogs.




  • Old Business
Personnel Policy – In process.  The Board is hoping to come in at 4:30 on January 30 to finish their final review.

Internal Control Document. – The Board has not done anything with this yet.  They are still waiting for our auditor.  Selectman Senechal said he has made appointments for this week.



  • New Business
There is an opening on the Planning Board for one member.  If there is anyone who would like to serve on that Board, please notify the Board’s Administrative Assistant, Beverly Gammon.



  • Executive Orders
E.O. 121301018 – An order to appoint Gloria Stevens to the position of a Berry Memorial Library Trustee to be effective until December 31, 2015.  Approved 3-0-2.

E.O. 121301019 – An order to approve an Application for Veteran Exemption for [Map 10, Lot 43-1].  Approved 3-0-2.

E.O. 121301020 – An order to approve John Myers’ attendance at the 2013 New England Clerks’ Conference Meeting.  Approved 3-0-2.



  • Executive Orders by Initiative
E.O.121301021 – An order to approve a new Liquor License for Gail Landry D/B/A The Barn at Flanagan Farm.  Approved 3-0-2.



  • Accounts Payable and Payroll Warrants
E.O.121301016 – An order approving expenditures as documented in Accounts Payable Warrant #62.  Approved 3-0-2.

E.O.121301017 – An order approving expenditures as documented in Payroll Warrant #61.  Approved 3-0-2.
  • Next Meeting of the Board
There will be a Twelve Town Group Meeting Monday, January 21, 2013, at 6:0 PM, in the Waterboro Town Hall.

The Board of Selectmen will meet with the Budget Committee Wednesday, January 16, 2013, at 6:00 PM.

The Board of Selectmen will meet Wednesday, January 23, 2013, at 7:00 PM.



  • Other Business
The Town Office will be closed Monday, January 21, 2013, for Martin Luther King Day.  

The Transfer Station will be closed Tuesday, January 22, 2013 for their holiday.

There will be no change in the curbside trash pickup schedule next week.

Another reminder there is an opening for one member on the Planning Board.  Contact the Selectmen’s Assistant if interested.

License your dogs before February 1.



  • Public Comments and Questions
Chief Grovo provided statistics for the more serious of the total 361 calls handled by Dispatch for the period  January 6 through  January 12.

The next Prescription Drug Take-Back initiative will be held on April 27, 2013.  The Police Department is working on getting a permanent drop box to have here.  People can still bring medications to Dispatch and they will lock them up until they can be turned in.

Chief Grovo spoke about a Mutual Aid Agreement that would include all police departments in York County.  A draft of the agreement will be discussed at the District One Chiefs’ meeting next week.

Chief Grovo reminded everyone to license their dogs.

Selectman Senechal asked how the Mutual Aid Agreement will work and the Chief explained that.
