Minutes for January 2, 2013 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Clifford L. Emery, Robert C. Libby, Penny J. Booker.  Jean C. Harmon was absent.

Meeting Agenda

  • Call to Order
The meeting was called to order at 7:04 PM.


  • Pledge of Allegiance

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes December 26, 2012.  Approved 4-1.


  •  Discussion held between 5:00 & 7:00 p.m.
Fire Chief, Nate Schools, came in to update the Board on things happening in the Fire Department; they talked about run cards that took effect January 1, the budget and some of the items he is bringing to the Board this year, and discussed rescue units in and out of service.

The Selectmen agreed that the Chief brought in a lot of good information and he is doing an exceptional job.

The Selectmen had some dialogue about property cards and talked about the need for a Workshop next week.


  • Review of Correspondence
  • Email from Bonny Eagle Key Club – Re:  Food and clothing drive Jan. 7-11.
  • Email from Lynne McGhee, Animal Refuge League of Greater Portland – Re:  Low cost spay, neuter clinic.
  • Selectman Senechal read a Thank You message from the Buxton Toy Box.

  • Review of Projects and Issues
Selectman Libby has been working on Veteran Exemptions, Poverty Abatements, and questions from property owners.  He said that he is keeping an eye on proposals that will be coming before the new Legislature in a few days.  

Selectman Emery is planning to attend the York County Budget meeting coming up in two weeks.  He feels that the Board needs to have someone there to understand how the new 6 month budget is going to work.  Our Treasurer is also planning to go to the meeting.

Selectman Booker has been coming in and keeping up with the mail.  She had no major projects last week.  

Selectman Senechal is reviewing the Personnel Policy draft and she asked the other Selectmen if they would go through it before the end of this month if possible.

Budget information has been distributed and the Selectmen will start working on their pieces and getting things lined up for a meeting with Department Heads within the next 8-10 days.

We had a very successful blood drive here today.  There were 45 participants which is a really good turnout for such a cold day.

Personnel Policy – In process.

Internal Control Document. – Our auditor has put out some dates for Department Heads to meet with him.

E.O.121301003 – An order to approve Charisse Keach’s attendance at a Public Hearing regarding the York County Budget proposal.  Approved 4-1.

E.O.121301004 – An order to approve an Application for Widow of a Veteran Exemption for [Map 9, Lot 23].  Approved 4-1.

E.O.121301005 – An order to approve an Application for Widow of a Veteran Exemption for [Map 7, Lot 63A].  Approved 4-1.

E.O.121301006 – An order to approve an Application for Veteran Exemption for [Map 10, Lot 56-6].  Approved 4-1.

E.O.121301007 – An order to deny Application for Poverty Abatement for Case Number PA 12-008, PA 12-009, and PA-12-010.  Approved 4-1.


  • Executive Orders by Initiative
E.O.121301008 – An order to appoint Dennis Santolucito to the position of Member of the Board of Appeals to be effective until December 31, 2015.


  • Accounts Payable and Payroll Warrants
E.O.121301001 – An order approving expenditures as documented in Accounts Payable Warrant #57.  Approved 4-1.

E.O.121301002 – An order approving expenditures as documented in Payroll Warrant #56.  Approved 4-1.


  • Next Meeting of the Board
There will be a Public Hearing Wednesday, January 9, 2013, at 7:00 PM for a new Liquor License Application for Gail Landry, d/b/a The Barn at Flanagan Farm, located at 668 Narragansett Trail.

Board of Selectmen Meeting Wednesday, January 9, 2013, at 7:05 PM, or immediately following the Public Hearing.

Board of Selectmen Workshop is tentatively scheduled for Monday, January 7, 2013, at 6:00 PM.


  • Other Business
Reminder:  We are now accepting Rescue Subscription Applications for 2013.

Reminder – 2013 Dog licenses are now due.  The cost is $6 for spayed or neutered dogs or $11 for any dog that has not been altered.  Pay before January 31 to avoid a violation and additional fee.
