Minutes for December 19, 2012 Selectmen’s Meeting

Clifford L. Emery and Robert C. Libby were absent.

Others Present:  Mike Grovo, David Harmon.

  • Call to Order
The meeting was called to order at 7:03 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes December 12, 2012.  Approved 3-2.



  •  Discussion held between 5:00 & 7:00 p.m.
At 5:30 our Code Enforcement Officer and Treasurer met with the Board to discuss an issue that is being handled.

At 6:48 PM the Board went into Executive Session per 1 M.R.S.A. 405 6 (A), and came out of session at 6:56 PM.

Dianne Senechal and Jean Harmon discussed the budget process with Penny Booker and explained how it works on this end.  They talked about the Board’s expectations, capital items and other issues.

  • Review of Projects and Issues
Selectman Harmon has been in the office every day.  She spoke about the Wreaths Across America ceremony she attended last weekend and said it was a wonderful ceremony.

John Myers talked with her earlier today about appointments that expire at year end and she is going to be sending letters out within the next few days.

Selectman Booker has been in each day checking mail, and working some with the Toy Box elves.  She also attended the Wreaths Across America ceremony.  She thought it was well done and a very moving ceremony.  She said she was especially pleased with the members of the Fire Department who were there.  

Selectman Senechal reported that 2013-2014 budget notices have been sent out to all department heads, libraries, cemeteries, and other non-profit groups.  She also has a packet of forms to distribute to each of the selectmen for their parts of the budget.

Selectman Senechal said our Treasurer is always thinking a step ahead and she created a breakdown of employee benefits which is very helpful for the Board as they prepare for the upcoming budget.  

Selectman Senechal said she has not has not had much time to spend on the Personnel Policy draft but after the holidays the Board will get down to business and complete their review.



  • Old Business
Personnel Policy – In process.  The Selectmen hope to send this out to the town’s attorney in the next thirty days.

Internal Control Document.  This will be worked on once the Selectmen have worked with the auditor.


  • New Business
There will be a Blood Drive at Buxton Town Hall Wednesday, January 2, 2013, from noon to 5:00 PM.  Donors will receive a voucher for a free pound of Dunkin Donuts Coffee.

The Town Office will be closed on Christmas Day and New Year’s Day (Tuesday Dec. 25, 2012 and Tuesday Jan. 1, 2013).  The Transfer Station will also be closed on Christmas and New Year’s Day.  

Please make note of the holiday curbside trash pickup schedule for these two weeks.  All three pickup days, Tuesday, Wednesday and Thursday will move ahead one day.  If your trash is normally picked up on Tuesdays it will be picked up on Wednesday; Wednesday’s pickup will be done Thursday, and Thursday’s pickup will be done on Friday.  The holiday schedule is on the Town’s web page and also on a recording at the Transfer Station.

Christmas trees can be dropped off at the Transfer Station at no charge.



  • Executive Orders
E.O.121312013 – An order to approve 16 hours vacation time for Fred Farnham.  
Approved 3-2.

E.O.121312014 – An order to approve Fred Farnham’s attendance at the Maine Building Officials Inspectors Association workshop.
Approved 3-2.

  • Next Meeting of the Board
Board of Selectmen Meeting Wednesday, December 26, 2012 at 7:00 PM.  

Public Hearing Wednesday, January 9, 2013, at 7:00 PM for a new Liquor License Application for Gail Landry, d/b/a The Barn at Flanagan Farm, located at 668 Narragansett Trail.



  • Other Business
Reminder - Rescue Subscriptions expire December 31.  We are now accepting new and renewal subscriptions for 2013.

Selectman Harmon reminded us it is winter time in Maine and she encouraged people to take their time, drive slowly and be aware of travel conditions.  She wants everyone to be safe over the holidays and wished everyone a Merry Christmas and Happy New Year.



  • Public Comments and Questions
Chief Grovo went over statistics for December 7 through the 15th and reported that there were 352 calls handled by dispatch during that period of time.  He encouraged people to license their dogs for the New Year and wished everyone a Merry Christmas.

Selectman Senechal thanked all the staff; full time, part time, per diems, our camera men who come in to record meetings, and all the people who work for the town for the job each one does.
