Minutes for December 12, 2012 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:01 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes December 5, 2012.  Approved 4-1.



  •  Discussion held between 5:00 & 7:00 p.m.
Peter Burns came in to update the Board on the status of the contract with Time Warner and Saco River Community Television.

Chad Poitras, our Health Officer, met with the Board to get some clarification of his duties as Health Officer.  He is going to be talking with Fred Farnham about some issues that are being dealt with now around town.

  • Email from Sharleen Fields, Director of West Buxton Public Library – Re:  Week of December 11, 13, 15.
  • Email from Dave Francoeur, Acting Director York County EMA – Re:  Important News Affecting National Flood Insurance Policyholders.
  • Email from Mike Edgecomb, Saco River Cable Committee – Re:  Saco River Community TV Equipment List.
  • Email from Valerie Cole, Andy’s Agway – Re:  Rabies Clinic in Dayton.



  • Review of Projects and Issues
Jean Harmon is working on two street light requests and has been discussing with the other Selectmen a few places where we should consider putting lights.  She is still going through the list from CMP making sure that the street lights we have are on that list.  If there are places where the Board feels there are truly safety hazards, she is looking at getting them installed.

Cliff Emery has been out of town but was in yesterday discussing street lights and safety issues and intersections where we have them.  He also discussed some housing lot issues that are pending.  The Board needs to have Bob Gingras take a look at them.  They have an interpretation from our attorney but need a little more to help wrap the situation up.

Cliff mentioned that he and Peter Burns will be attending the 12 Town Group Meeting on Monday, and said that he has not heard anything more on our MERC contract but he expects to hear something soon.

Penny Booker finished the draft of the Personnel Policy and all the selectmen have a copy to review.  She said she has been looking at CMP bills and trying to understand street lighting.  

Penny talked with Chet earlier and he has been working on some heating issues here.  The boiler has been taken care of in the last few weeks and as he gets time, he is going up into the attic to seal some areas.

Dianne Senechal asked the Selectmen to go through the Personnel Policy and mark any changes.  Based on how much there is, they will decide if it is necessary to get together once again.  

Our auditor was in yesterday.  Selectman Senechal had a brief conversation with him about some of the issues they will be discussing with our Department Heads, and their help with our Internal Control Document.  

Selectman Senechal has also been looking at things on Selectman Libby’s desk.  She took care of some of them the best she could and sent some things out to our attorney and got those moving.

She mentioned the employee holiday luncheon last Friday and thanked Penny Booker and Jean Harmon for the work they did on it.  She received positive feedback from the employees and said it went over very well.



  • Old Business
Personnel Policy – In process.

Internal Control Document.  This will be worked on once the Selectmen have worked with the auditor.


  • New Business
There will be a Blood Drive at Buxton Town Hall Wednesday, January 2, 2013, from noon to 5:00 PM.  Donors will receive a voucher for a free pound of Dunkin Donuts Coffee.



  • Executive Orders
E.O.121312008 – An order to approve 40 hours vacation time for Michael Grovo.  Approved 4-1.

E.O.121312009 – An order to approve 16 hours of time off without pay for Brenda Brown.  
Approved 4-1.

E.O.121312010 – An order to approve 32 hours vacation time for Beverly Gammon.
Approved 4-1.

  • Accounts Payable and Payroll Warrants
E.O.121312006 – An order approving expenditures as documented in Accounts Payable Warrant #51.  Approved 4-1.

E.O.121312007 – An order approving expenditures as documented in Payroll Warrant #50.  Approved 4-1.



  • Next Meeting of the Board
Board of Selectmen Meeting Wednesday, December 19, 2012 at 7:00 PM.  This meeting will be held in the Selectmen’s Office at Town Hall and not in the large meeting room.  The large room will be occupied by the Toy Box elves.  The meeting will be taped but it will not be televised live.  



  • Other Business
Chad Poitras reminded the selectmen about the Wreaths Across America ceremony to be held Saturday, December 15.



  • Public Comments and Questions
Chief Grovo thanked the Board for the employee luncheon and reminded people to license their dogs as soon as possible.   Chief Grovo went over statistics for the 317 calls that came in to dispatch last week.

The selectmen and Chief Grovo commended the volunteer firefighters and the Fire Chief for the great job they did in the recent fire at Pine Tree Garage.  Chief Grovo said they saved a building that was within 5 feet of the fire.  He thanked Public Works for sanding and for the job they did in helping to get into the fire.  He commented on how well everyone worked together and also thanked the other towns for mutual aid.

Selectman Booker reminded people that Rescue Subscriptions expire the last day of December.

Motion made and seconded to adjourn the Meeting at 7:24 PM.  Approved 4-1.
