Minutes for December 5, 2012 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:05 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes November 28, 2012.  Approved 4-1.



  •  Discussion held between 5:00 & 7:00 p.m.
At 5:26 PM the Board went into Executive Session per 1 M.R.S.A. 405 6 (A), and came out of session at 5:35 PM.

The Board met with our Tax Collector and had a nice discussion that pertains to software.

The Board met with our Fire-Rescue Chief and discussed grants.  He is looking at a FEMA Grant to research and implement a Fire Enforcement Ordinance, and a Tabitha King Grant for some Stryker Stretchers.  There was also discussion on some general questions that the Board had regarding the Fire Department.

At 5:36 PM the Board went into Executive Session per 1 M.R.S.A. 405 6 (A) and came out of session at 5:49 PM.

Auditor Ron Smith came in and gave the Board a general overview of the town.  They expect to have a copy of the audit within the next 7 to 10 days.  He said the town is in a good, strong position.  At year end we will probably have $2 million dollars.  He is also going to work with the town giving some added services and talking about best practices.  He will be working with our Department Heads and with the Board.  That will probably be finished by the end of January 2013.

The Selectmen met for a short time with Peter Burns regarding the Time Warner contract.

  • Review of Projects and Issues
Selectman Harmon has been in every day this week.  Last week she mentioned looking into street lights.  She said that she contacted a representative from CMP and asked for an updated list of where they have street lights so we can make sure our list is current.  She tried to get in touch with the resident representative for the 112 Project to see if any of those street lights have been moved but he did not get back to her yet.  She said she will continue on that path.

Selectman Emery was in both days last week dealing with mail and trying to keep up with things.  He is working out of town right now and cannot get in as much but he has been calling in and keeping up.

Selectman Booker hoped to have the Personnel Policy back by now but she has not finished it yet.  She has all the changes and is working with three different drafts, trying to clean up the Table of Contents and other information before she brings it back.  This morning a citizen came in with an issue and they chatted for a while.  She has been in most days taking care of mail, discussing the Internal Control Document and taking care of general business as usual.


Selectman Senechal has been in every day handling day to day issues.  She spent quite a lot of time on the Internal Control Document and after talking with our auditor tonight she learned that he is going to help the Board tremendously in bringing the Internal Control Document up to date.  The Board hopes to finalize that by the end of January 2013.  

Selectman Senechal said there has been a lot going on this week.  She commented that Penny Booker worked hard on the employee luncheon and did a great job.



  • Old Business
Personnel Policy – The Board finished going through the policy and all major discussions.  There may be some more issues and pieces that they want to tweak when the document comes back from Penny but once they all agree on that, it will be sent to our attorney.

Internal Control Document.  The Selectmen hope to finish this document within the next sixty days.



  • New Business
There will be a Blood Drive at Buxton Town Hall Wednesday, January 2, 3013,  from noon to 5:00 PM.  Donors will receive a voucher for a free pound of Dunkin Donuts Coffee.



  • Executive Orders
E.O.121312003 – An order to approve a Victualers License for The Barn At Flanagan Farm.  Approved 4-1.

E.O.121312004 – An order to approve 24 hours vacation time for Tashia Pinkham.  Approved 4-1.

E.O.121312005 – An order to approve 33 minutes of time off without pay for Suzanne Shorter.  Approved 4-1.

E.O.121312001 – An order approving expenditures as documented in Accounts Payable Warrant #49.  Approved 5-1.

  • Next Meeting of the Board
Planning Board Meeting Monday, December 10, 2012, at 7:00 PM.

Board of Selectmen Meeting Wednesday, December 12, 2012 at 7:00 PM

Selectman Emery said the next Twelve Town Group Meeting is scheduled for Monday, December 17.  He and Peter Burns are going to attend.  He said it should be interested because the County may be thinking of going from a valuation process to a use process.

On December 15, 2012, the South Buxton Cemetery Association will once again be hosting the Wreaths Across America Program.  It will be held at the South Buxton Cemetery on Route 112, near the cemetery office at 11:45 AM.  Cliff Emery said it is a great ceremony.



  • Other Business
This is the last week for Toy Box Applications.  The Selectmen’s Assistant will be available to meet with applicants Thursday, Dec. 6, 2012 from 12:30~2:30 and Friday, December 7 from 9:00 ~12:00.  Toy Box Applications will close at Noon on Friday, Dec. 7.

The Town Office will be closed from Noon to 1:00 PM on Friday, December 7, 2012, for an employee holiday luncheon.

Selectman Emery reminded everyone that Rescue Subscriptions run out on December 31.  New or renewal subscriptions need to be in by January 1, 2013.


  • Public Comments and Questions
Mike Grovo talked about stats for 338 calls that came in last week.  He reported that one of our Dispatchers is going to Biddeford, and the Chief wished her good luck.  He has started the process to fill that position and the job has been posted on Maine Municipal’s web site and Jobs in Maine.

Chief Grovo read a letter he received about the Wreaths Across America Dedication Ceremony being held at Cabela’s on Sunday, December 9, 2013, at 6:45 PM.  If anyone is interested in participating or attending, Chief Grovo has the contact information.
