Minutes for November 14, 2012 Selectmen’s Meeting

Special Town Meeting – 7:00 PM

The Special Town Meeting was called to order at 7:00 PM. by Assistant Town Clerk, Dianne M. Senechal.  Hiram Davis was elected moderator.  Article 2 to reconcile $19,176.49 for fiscal year 2011/12 passed as written.  The Meeting adjourned at 7:15 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes October 24, 2012.  Approved 3-2.
Selectmen Meeting Minutes November 7, 2012.  Approved 3-2.




  • Discussion held between 5:00 & 7:00 p.m.
At 5:45 PM the Board went into Executive Session pursuant to 1 M.R.S.A. 405 6(A), and came out of session at 6:27 PM.

The Board discussed the Thanksgiving dinner for residents who participate in the Community Cares Program and employees.  They also had some discussion regarding dispatchers and personnel, and MERC.



  • Correspondence
  • Buxton Toy Box Dates.  Final date for applications is December 7, 2012 at noon.
  • Selectman Senechal reported that the Town was notified that we received a $3,000 Grant from Wal-Mart for the Keep the Heat on Program.  She publicly thanked Brian Gaines, a resident who works for Wal-Mart for helping us get the Grant.  Selectman Senechal thanked everybody else who donates to the Keep the Heat on Program as well.


  • Review of Projects and Issues
Bob Libby said it was a short week with Veteran’s Day.  He helped a couple of commercial operations with their business equipment, has been working on tax refunds, corrections on acreage amounts, and one abatement.

Jean Harmon said she has been catching up on mail, and worked with our Accounts Payable Clerk on figures for the Special Town Meeting.  She spoke with Michael Robinson, a Trustee for Pleasant Point Park, who told her that the artifacts that were found in the archaeological digs they have done are here in the possession of the town.  Mike is looking for a display case that can be put out in the lobby so that people who come to the Town Hall can see them.

Cliff Emery said he has been working out of town so he has not had much time to get in.  When he has been in he has used the time to catch up on mail and get updated on other things going on.  Cliff welcomed Jean Harmon back after being gone for a few weeks.

Penny Booker reported that she has spent some time going through payroll records to get a better understanding of how it works.  She mentioned some discussions on town owned property and has been looking at expenses.

Dianne Senechal has been working on the foreclosed property list and said the Board has been discussing it and will be making some decisions soon on the sale items we have.  She has been working on a lot of routine business and reported that our carry forwards are now in the system and our 2012/13 budget will soon be up to date.

Personnel Policy – Workshop scheduled for Tuesday, November 27, 2012 at 6:00 PM.

E.O.121311012 – An order to approve the hire of Christopher Charest as a part time employee for Public Works, at a pay rate of $16.32 per hour effective November 8, 2012.  Approved 5-0.

E.O.121311013 – An order to approve Abatement of Real Estate Taxes in the amount of $273.70 for [Map 10, Lot 109-B].  Approved 5-1.

E.O.121311014 – An order to approve 8 hours Vacation time for Charisse Keach.  Approved 5-1.

E.O.121311015 – An order approving John Myers’ attendance at the Maine Town & City Clerks Association workshop.  Approved 5-1.

E.O.121311016 – An order to approve 8 hours of comp time for Beverly Gammon.  Approved 5-0.

  • Next Meeting of the Board
Public Hearing Wednesday, November 28, 2012, at 7:00 PM for a Liquor License renewal.

Board of Selectmen Meeting Wednesday, November 28, at 7:10 PM or immediately following the Public Hearing.

There will be a Twelve Town Group meeting Monday, November 19, 2012, at 6:30 PM at the Waterboro Town Hall.



  • Other Business
Rabies Vaccination Clinic Saturday, December 1, 2012 from 1 PM ~3 PM at the Buxton Public Works Garage.  The cost is $8.00 per vaccination – Cash Only.  All dogs must be on a leash and all cats in carriers.

Cliff Emery reminded people that Rescue Subscriptions expire December 31.  There are no automatic renewals so people need to fill out a new form each year.

Dianne Senechal thanked John Myers and the front office staff that handled all the residents who came in to register to vote and all the absentee ballots.  The front lobby was extremely busy and noisy and John and his crew did an exceptional job handling all the extra traffic because of the voting.




  • Public Comments and Questions
Chief Grovo talked with the Board about Jacques, the Manager of Aubuchon Hardware in Buxton.  They raised money for Keep the Heat On and he would like to come in to present the check.  The Selectmen agreed it would be good to have him come to one of their meetings to do that.

Chief Grovo went over statistics for calls that came in last week.  He talked briefly about a structure fire that he was at.  He thought Chief Schools did an awesome job.  It was a fast moving fire.  Tom Kennie was there and everybody got the barricades up and the roads closed so the fire trucks could get in there.  The Deputy Chief from Scarborough was there along with Chief Lefebvre from Gorham and Chief Brent Libby from Standish.  Chief Grovo said it was impressive to see them all work together.  He said it was impressive to see all the firefighters that were there and the job that they did.  He said the wind was blowing, it was an old building, and with what they had to work with they did an excellent job.

Chief Grovo said Officer Ken Brislin responded to a call at Gorham Sand & Gravel off Flaggy Meadow Road and caught two juveniles who smashed windows out of a loader.  At that time he did not know the windows had been recently broken and just replaced a week ago.  These juveniles he caught will be re-paying the owner of the equipment to replace the windows.

Officer Vaughn Staples has been working on the trailer that the Police Department got through a federal grant.  Chief Grovo said it has been a fiasco but due to Officer Staples’ dedication it is now working and the department will be implementing it.

Hiram Davis thanked the ballot clerks who worked tirelessly and staff who handled new registrations and did a phenomenal job.  He also mentioned Buxton Community Food Co-Op and thanked Joann Groder for the service she provides for the town.  He talked about the libraries and recognized Claudine Emerson for what has been done at Berry Library.  She put a staff together, put in new books, a new addition, new grounds work, computers, and WIFI which makes the area so vibrant. He recognized all of these areas and services that help make Buxton such a great place.

The Board agreed with Mr. Davis and affirmed that the crew did do a phenomenal job.  

Jean Harmon said there are a lot of crews that we do not take the time to thank who do a phenomenal job for the town.  The libraries have become places where people can go and both Claudine and Sharleen have done a great job revitalizing those areas.

Bob Libby said he wanted to join the other Selectmen and say that it is nice to have Jean Harmon back in the office.
