Minutes for November 7, 2012 Selectmen’s Meeting

The meeting was called to order at 7:05 PM.

Selectmen Meeting Minutes October 24, 2012.  No vote taken; there was not a quorum.

Selectmen Meeting Minutes October 31, 2012.  Approved 3-2.


  • Discussion held between 5:00 & 7:00 p.m.
At 5:45 PM the Board went into Executive Session pursuant to 1 M.R.S.A. 405 6(A), and came out of session at 6:14 PM.

The Board had a discussion with the Fire Chief about plowing, rescue units, and the use of a mechanic.

  • Review of Projects and Issues
Penny Booker has been in most days.  She has been primarily looking at miscellaneous expenses and some other expense accounts to see what is going on with those and try to get up to speed for budget season.  Penny said people have asked about when power is out and they are running generators how they can know when the power comes back on and Cliff said there is a green light on smart meters that will be lit when power is on.

Cliff Emery reported he has been working with Tom Kennie keeping track of the work the State has been doing for us down on 4A and 112 as part of the Urban Compact Program.  He said they have done everything they said they would do and have actually done a little more ditching than he expected.  Cliff said we are still not happy about the town having to take over those roads but the State has done a very good job taking care of drainage which is what we felt was the biggest problem and they will be cleaning the catch basins either this fall or in the spring.

Cliff came in last night while people were voting and said he had some good conversations with people in town he has not seen in quite a while.  They talked about a lot of issues in town.

Dianne Senechal reported she has been working to finalize the carry forwards.  She had Marilyn print out all the information for the Special Town Meeting next week for each of the line items that were overdrawn.  They will do the reconciliations next week.  

Ms. Senechal added that we have 5,958 registered voters in Buxton and 4,412 cast their ballots which is a 74.1% turn out.

Special Town Meeting Wednesday, November 14, 2012, at 7:00 PM.

Board of Selectmen Meeting Wednesday, November 14, at 7:15 PM or immediately following the Special Town Meeting.

        The Planning Board Meeting for November 12, 2012 has been cancelled.



  • Other Business
Rabies Vaccination Clinic Saturday, December 1, 2012 from 1 PM ~3 PM at the Buxton Public Works Garage.  The cost is $8.00 per vaccination – Cash Only.  All dogs must be on a leash and all cats in carriers.

The Town Office will be closed Monday, November 12, 2012 for Veterans’ Day and the Transfer Station will be closed Tuesday, November 13, 2012 for their holiday.



  • Public Comments and Questions
Nathan Schools spoke about a Fire - Rescue Program called Pre-Incident Planning that he put before the Board and wants to start here in town.  This is a program that is done in other communities.  It will let the Fire Department tour a building before they have to respond to an emergency there.  The program will not cost the town extra money to get going as crews that are on duty will complete the pre-planning tours.  They plan to start making personal contact after the first of the year and want to reach out to every business in the community within the next 12 months.  They will start with Town buildings.  It should not take a business owner more than 30 minutes to meet with the crew that comes to their location at the business owner’s specified time to get a look at the building.  The tour will be based on the business owner’s time frame.  It is completely voluntary.  Chief Schools stressed that they are not there to point out code violations.  This is solely to provide information for the Fire - Rescue Department.  Information about the program will be on the Town web page.

Selectman Senechal asked the speaker to introduce himself.  

The Fire Chief apologized for not doing that before and said he started as our Fire-Rescue Chief on September 4th of this year.

Chief Mike Grovo gave statistics on the 327 calls that came in last week.  During the storm the Fire Department responded to 21 calls for lines down.  

Chief Grovo talked about a meeting in Saco regarding the Stackpole Creek Bridge on Simpson Road.  He invited Chief Schools to attend and will update him on the information he has gathered so far.  

Dianne Senechal reported that Jacob Stoddard was elected to serve as a Director for the school district.

Penny Booker told about some personal experience with the Pre-Incident Planning that Nate Schools talked about.  In two places where she worked Fire Departments came in and inspected the buildings.  She said they got to see where the fire exits were, how people went from one room to another, and they made suggestions on where certain things could be stored to make it much safer.  She found it very helpful and  said she thinks this is a good idea.  When the fire department has to respond they have a “heads up” on the design of the buildings and where everything is.

Selectman Senechal asked if these will be updated annually.

Chief Schools replied that his vision is to talk with the Board about the role of the fire department in completing annual fire safety inspections.  This is data collection to give us a base line; it is the record keeping part of the ISO project that the Board tasked him with.  ISO wants to see inspections of locations two times a year and we need to have records going back.
