Minutes for October 17, 2012 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:04 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes October 10, 2012.  Approved 4-1.



  • Discussion held between 5:00 & 7:00 p.m.
The Board went into Executive Session at 5:02 per 1 M.R.S.A. 405 6 (A) and came out of session at 5:48 PM.

Fire Chief Nathan Schools was in to meet with the Board.  They discussed a budget item and other things pertaining to Fire & Rescue.  The Fire Chief is getting acclimated to the Department and the Selectmen felt it was a very informative session.

A resident came in to talk with the Selectmen about a septic issue.

After that, Tom Kennie met with the Selectmen to inform them about what is going on in the Public Works Department and give them an update on their new employee.  Selectman Senechal said they have done a good job securing hard hats, vests and safety glasses.  Tom has instituted a vehicle inspection and he brought the Board up to date on what they have been doing to get ready for the snow to fall.



  • Correspondence
  • The Selectmen received a letter from our Code Enforcement Officer, Fred Farnham.  He wrote about the changing demographics in the last few years on Salmon Falls Road and wants everyone to know there are more children there and school busses.  He thanked Tom Kennie, our Public Works Director for putting up a road sign alerting drivers that there is a school bus stop on Salmon Falls Road.


  • Review of Projects and Issues
Selectman Libby has been processing abatements for real estate, personal property taxes, and Veteran Exemptions.  He is up to date on those and he said things are coming good with the updating of our property cards.

Selectman Harmon said she had a short week.  She has been keeping up with correspondence.  She could not make the meeting today with D.O.T. but Cliff Emery has filled her in on it.  She said everyone is gearing up for the election and well over 300 Absentee Ballots have come in so far.

Selectman Emery attended the Twelve Town Group Meeting Monday with Peter Burns.  He said they discussed issues the Town of Waterboro is having with roads the State has given back to them to maintain.  They are not very pleased with the condition of the roads and do not know right now what recourse they may have.  The group also discussed the budget cycle for the County and the payment options we have as they move from a calendar year to a fiscal year budget.  The Chairman of the Budget Committee is also the Chair of the Twelve Town Group so Cliff Emery hopes there will be more information at their next meeting on November 19.

Selectman Emery and Tom Kennie met with D.O. T. today to go over the issues we have with sections of Route 4A and 112.  Selectman Emery updated everyone on the meeting and gave an in depth explanation of the drainage issues, areas of the roads that need to be shimmed, and catch basins that need to be cleaned.  Cliff Emery said they had a good meeting and came to an agreement with D. O. T. on what they will do
Selectman Emery reported that he and Greg Heffernan will be attending the MERC meeting in Kennebunk next Wednesday.

Selectman Senechal was in Monday and Tuesday getting caught up on things that came in toward the end of the prior week.  She also worked on carry forwards and talked with the other Selectmen about scheduling a Workshop next week.  They agreed to meet Monday, October 22 at 6 PM.



  • Old Business
Personnel Policy – The Selectmen will be scheduling another workshop but it will be after the Workshop to do carry forwards.  Selectman Harmon mentioned that when they work on those they also need to look at what accounts need to be reconciled.  Jean Harmon will put that together for the Board.

The Internal Control Document will be reviewed later.

  • Executive Orders
E.O.121310018 – An order to approve an Application for Veteran Exemption for [Map 9, Lot 13-2].  (This was carried over from last week’s agenda.)  Approved 4-1.

E.O.121310023 – An order to approve a Poverty Abatement for Case Number PA 12-006.
Approved 4-1.

E.O.121310024 – An order to approve a Poverty Abatement for Case Number PA 12-007.
Approved 4-1.

E.O.121310025 – An order to approve an Application for a Veteran Exemption for [Map 10, Lot 11-1].  Approved 4-1.

E.O.121310026 – An order to approve an Application for Veteran Exemption for [Map 4, Lot 65-4].  Approved 4-1.

E.O.121310027 – An order to approve Abatement of Personal Property Taxes in the amount of $45.22 for P.P. #113.  Approved 4-1.

E.O.121310028 – An order to approve Abatement of Real Estate Taxes in the amount of $373.66 for [Map 3, Lot 99-1].  Approved 4-1.

E.O.121310029 – An order to approve 16 hours vacation time for John Myers.

E.O.121310021 – An order approving expenditures as documented in Accounts Payable Warrant #35.

  • Next Meeting of the Board
The Planning Board will hold a Public Hearing Monday, October 22, 2012, at 7 PM regarding the zoning change for Buxton Tavern.
        
Comprehensive Plan Meeting tentatively scheduled for Tuesday, October 23, 2012, at 6:30 PM.

Board of Selectmen Meeting Wednesday, October 24, 2012, at 7 PM.

Board of Selectmen Workshop Monday, October 22, 2012, at 6 PM to look at carry forwards and reconciling accounts.

Cliff Emery will attend a MERC meeting on October 24, 2012.



  • Other Business
There will be a Flu Shot Clinic at Buxton Town Hall from 1:00 – 2:00 PM on Friday, October 19, 2012.  Participants must bring their Medicare and/or insurance cards.  The fee is $30.



  • Public Comments and Questions
Mike Grovo mentioned the earthquake.  He said Dispatch was busy for awhile but no injury or property damage was reported.  

Chief Grovo provided a summary of the 276 calls that came in last week.  He reminded people that as of October 15, they are now able to register their dogs for 2013.  Annual licenses expire December 31 and all dogs are required to be licensed by January 1 each year.  Additional fees will be charged for dogs not licensed by February 1.  Chief Grovo said that starting February 1, there will be a proactive attempt to gain 100% compliance with dog licensing.

Chief Grovo reported that the Town of Buxton will hold their annual Rabies Clinic on Saturday, December 1, 2012, from 1:00 ~ 3 PM at the Public Works Garage.  Vaccinations are $8, cash only.  Dogs must remain on a leash and cats in carriers.  For more information contact our Animal Control Officer, Adam Ricci at 929-6612, or Buxton Town Office at 929-6171.

The Sokokis Snowmobile Club will hold its second annual Grass Drags on Saturday, October 20.  Chief Grovo said Buxton Rescue will be available on scene while that is going on.

He spoke about the meeting he recently attended at Sanford Dispatch and mentioned that both cruisers that went out for bid have been sold and picked up.  

Selectman Senechal reminded people that Absentee Ballots are available at Town Office as well as copies of Ordinances that we will be voting on.  She also reminded people that the Buxton Public Library is having a Book and Bake Sale Saturday, October 20 from 9 AM to 1 PM.
