Minutes for October 3, 2012 Selectmen’s Meeting

The meeting was called to order at 7:02 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes September 19, 2012.  No vote taken.  
Robert Libby and Jean Harmon were absent on September 1, and Dianne Senechal was absent on October 3.  



  • Discussion held between 5:00 & 7:00 p.m.
Our new Fire Chief was in and went over his first few weeks on the job.  He is getting into his budget and a lot of other things.  He is hoping to be in next week to introduce himself to everyone and  go over what is going on in the Fire & Rescue Department.

Another gentleman came in with a tree growth issue that he discussed with Bob Libby.

  • Review of Projects and Issues
Selectman Libby has been quite busy this week.  Parker Appraisal has been out looking back on people who have questioned and asked to have their property looked at one more time as far as the assessments go.  They are also reviewing the information on the property record cards.  Those appraisals were originally done in 1994.  They are eighteen years old and there are probably quite a few houses in Town that no one has been inside to verify the information on the Property Record Card.  Mr. Libby said the appraisers do need to get inside and if there are any questions you can call the office and they can give you any other information.

Selectman Harmon has been in the office every day.  She met with the Fire Chief to go over his budget and she has been working with our Accounts Payable Clerk.  She does not expect any more payables from our last fiscal year so the Board needs to work on carry-forwards.  The Board will hold a Special Town Meeting for reconciling any overdrawn accounts that we do have.  On Monday morning Selectman Harmon met with our Treasurer and representatives from the Bank of Maine.  She is confident that everything that has been switched over to them is heading in the right direction and things are running smoothly.  They had nothing but good things to say and have not encountered any problems that have not been rectified as far as our money situation.  Selectman Harmon did not attend the Workshop Monday night.

Selectman Booker said she has not been in as much the last couple of weeks.  The company she works for is moving and she has been quite busy with that.  She was in for the Workshop Monday night and thought the Board got a lot accomplished on the Personnel Policy.  She thought the Board had a good discussion with Nate Schools tonight and he seems to have a good handle on things going on.

Selectman Emery has been playing phone tag with the man from D.O.T.  He hopes they can come to terms tomorrow.  He will try to set up a meeting for next Wednesday to go over the Urban Road Initiative Program that is here in Town with Route 4A and Route 112 to talk about it and see what direction they are going in.


  • Old Business
Personnel Policy – The Board met for two and a half hours Monday and got almost three quarters of the way through the policy.  They made a few changes; mostly updating.  The Board will schedule another Workshop to finish it after they meet to go over the carry-forwards.

The Internal Control Document will be reviewed at a later date.

E.O.121310004 – An order to approve 11 hours vacation time for Charisse Keach.  Approved 4-1.

E.O.121310005 – An order to approve Abatement of Real Estate Taxes in the amount of $1,138.83 for [Map 2, Lot 18-2].  Approved 4-1.

E.O.121310006 – An order to approve Abatement of Real Estate Taxes in the amount of $74.97 for [Map 11, Lot 38].  Approved 4-1.

E.O.121310007 – An order to approve Abatement of Real Estate Taxes in the amount of $309.40 for [Map 3, Lot 13A].  Approved 4-1.

E.O.121310008 – An order to approve Abatement of Real Estate Taxes in the amount of $711.62 for [Map 7, Lot 11-5].  Approved 4-1.

E.O.121310009 – An order to approve Abatement of Real Estate Taxes in the amount of $173.74 for [Map 7, Lot 44].  Approved 4-1.

E.O.121310010 – An order to approve Abatement of Real Estate Taxes in the amount of $109.48 for [Map 10, Lot 77-7].  Approved 4-1.

E.O.121310011 – An order to approve John Myers’ attendance at the NEACTC Annual Conference.  Approve d 4-1.

E.O.121310012 – An order to approve a Pole Permit for Central Maine Power and the Town of Buxton to construct and maintain 1 pole on the Hurlin Smith Road starting at CMP Pole #19/or street address 18 Hurlin Smith Road, 41 feet southwesterly in accordance with Notification 301019159 and Work Order 1000452685.  Approved 4-1.

  • Accounts Payable and Payroll Warrants
E.O.121310001 – An order approving expenditures as documented in Accounts Payable Warrant #28.  Approved 4-1.

Planning Board Meeting Monday October 8, 2012, at 7 PM.  
Board of Selectmen Meeting Wednesday, October 10, 2012, at 7 PM.
Public Hearing on Secret Ballot Articles 3, 4, 5, and 6, Wednesday, October 10, 2012, 7 PM.



  • Other Business
There will be a Flu Shot Clinic at Buxton Town Hall from 1:00 – 2:00 PM on Friday, October 19, 2012.  Participants must bring their Medicare and/or insurance cards, and the fee is $30.

Buxton’s Hazardous Waste Day will be Saturday, October 6 from 10 AM to 2 PM at the Transfer Station.  This is for Buxton residents only.  
Buxton Town Hall Blood Drive Tuesday, October 9, 2012, 11 AM ~ 4 PM, 185 Portland Road.  Please call the American Red Cross at 1-800-RED-CROSS for an appointment.  Donors will receive a free bowling voucher from Vacationland Bowling Center in Saco and be entered to win a bowling outing for 10 people.

The Town Office will be closed Monday, October 8, 2012 for Columbus Day and the
Transfer Station will be closed Tuesday, October 9, for their holiday.  There will be no change in the curbside pickup schedule.


  • Public Comments and Questions
Ruth Schiebenpflug, a Trustee of Town Farm Park, talked about the walking path around the Park.  She showed a diagram of the path, thanked the Board for supporting the project and thanked everyone else who worked on the path.

Linda Valentino, State Representative for District 134 in Saco and candidate for State Senate introduced herself and spoke about road and bridge projects going on in this area.
