Minutes for August 22, 2012 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Clifford Emery, Robert C. Libby, Penny J. Booker.  Jean C. Harmon was absent.

  • Call to Order
The meeting was called to order at 7:02 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes August 15, 2012.  Approved 4-1.



  • Discussion held between 5:00 & 7:00 p.m.
Charisse Keach, our Treasurer, came in to get signatures on a document for the change over to the Bank of Maine, and to inform the Board that officials from the bank will be here tomorrow working with the Town’s IT person.

The Board discussed Public Works applications and Fire Chief issues.




  • Correspondence
  • Public Advisory from the Maine Department of Agriculture – Re:  State Sponsors Free Pesticides Disposal.  (This is posted on the Town website at www.buxton.me.us.)
  • Health Alert from Maine CDC – Re:  Presence of West Nile Virus in York County confirmed.
  • Email from Dave Francoeur, Deputy of York County EMA – Re:  National Incident Management System Training Compliance Requirements for Maine.
Selectman Emery talked about NIMS Training and certification that was done here in 2007.  He said there is an updated version that elected officials, the Public Works Director, Police Chief, and anyone else who is going to be working with mitigation paperwork needs to have. The Board agreed that they need to set something up to have them come here to train and re-certify people.


                
  • Review of Projects and Issues
Selectman Libby has been putting a lot of time on the Municipal Valuation Return.  He has verified the numbers and should be finishing it up in the next week.  He mentioned applications coming in for the Public Works position and noted this is the last day they can be turned in.

Selectman Emery has been coming in every day and keeping up with things that are going on.  He is trying to set up a meeting with Maine DOT to talk about the Route 4A re-build and voice concerns that the Board has.

Selectman Booker said this has been one of the quietest weeks she has had since she has been here.  She did some research and has been reading the EMA manual, and she has been reviewing applications for Public Works.

Selectman Senechal has been in every day.  She said a rash of applications came in today for the Public Works position.  The Public Works Director will go through them, and hopefully within the next two weeks they will set a date for interviews.

Selectman Senechal has been working on the Personnel Manual and set a tentative date of September 11 for a Workshop.  She said a lot of paperwork has come through the Selectmen’s office in the last 24 hours; it seems quiet but they have plenty to do.



  • Old Business
Personnel Policy –September 11 is the tentative date for the Board Workshop.

The Selectmen will take up the Internal Control Document after they finish the Personnel Policy.



  • New Business
There is a vacant position on the Planning Board.  If anyone is interested, please send a letter to the Board of Selectmen, or Email selectsecbuxton@sacoriver.net
        


  • Executive Orders
E.O.121308018 – An order to approve Tashia Pinkham’s attendance at a Maine Recreation & Park Association Workshop.  Approved 4-1.

E.O.121308019 – An order to approve Charisse Keach’s attendance at the 2012 Maine Municipal Association Convention.  Approved 4-1.

E.O.121308020 – An order to approve John Myers’ attendance at the 2012 Maine Municipal Association Convention.  Approved 4-1.

E.O.121308021 – An order to approve the hire of Nathan R. Schools effective  September 4, 2012, for the position of Fire & Rescue Chief with an annual salary of $60,000.  
Approved 4-1.

  • Accounts Payable and Payroll Warrants
E.O.121308016 – An order approving expenditures as documented in Accounts Payable Warrant #16.  Approved 4-1.

E.O.121308017 – An order approving expenditures as documented in Payroll Warrant #15.  Approved 4-1.



  • Next Meeting of the Board
Planning Board Meeting Monday, August 27, 2012, at 7 PM.

Board of Selectmen meeting Wednesday, August 29, 2012, at 7 PM.



  • Other Business
Our Recreation Department has issued the Fall & Winter 2012 Program that includes information on the After School Program, the location of our Parks, other activities and upcoming trips.  Copies are out in the lobby at Town Office.

The Planning Board will hold a Public Hearing at the Buxton Municipal Office Monday, September 10, 2012, at 7 PM to discuss proposed amendments to Buxton’s Zoning Ordinance that will be voted on in November.



  • Public Comments and Questions
Chief Grovo spoke briefly about the State sponsored pesticide disposal .  The information is posted on the Town’s website.  He also has pamphlets with contact information that will be available in the lobby at Town Office.

He received a message from Ben Johnson with Maine DOT in Scarborough thanking the Town for allowing them to put their office trailer here while they were working on Route 117 in Hollis.

Chief Grovo talked about the nature of the 685 calls handled from August 5 through the 18th.

The Chief said next week he and Scott Camire will give a presentation on their trip to Charlotte which was very informational and will help the Police Department going forward.

Nathan Schools, our new Fire Chief was in the audience.  The Selectmen welcomed him.
