Minutes for July 18, 2012 Selectmen’s Meeting

The meeting was called to order at 7:00 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes July 11, 2012.  Approved 5-0.



  • Discussion held between 5:00 & 7:00 p.m.
The Police Chief came in and gave the Board an overview of a seminar he is going to attend in Charlotte, North Carolina.

The Board discussed IMC Training, and then went into Executive Session at 6:19 PM for 1 MRSA 405(6) (A).  The Board came out of Executive Session at 6:56 PM.







  • Correspondence
  • Email from Sharleen Fields, Director of the West Buxton Public Library – Re:  The 6th Annual Local Artists Exhibition.


  • Review of Projects and Issues
Selectman Libby said he spent quite a bit of time reviewing an appraiser’s answers to questions.  The appraiser had asked the Town for a large abatement on a commercial property and they have been going back and forth with lawyers.  The appraiser’s answers were sent back to our attorney to make sure he agrees with everything.

Selectman Harmon attended the Workshop Monday night which included an interview with the rest of the Board with a potential candidate for Fire Chief.  They also reviewed the Rules of the Board.

Selectman Harmon has been working with Charisse, our Treasurer, on a number of issues.  The Town got a notice from the Maine Bond Bank for municipalities to apply for financing.  She asked Charisse to look into whether or not it would be beneficial for the Town to re-finance the Bond we have on our Public Works Garage.  The preliminary information she has shows we would save approximately $18,000.  Applications need to be in by August 1 so the Board is going to have the Treasurer start that process.

Selectman Emery was away last week.  He came in Monday and got caught up on things.  He also attended the Workshop and thought it was very productive.

Last Thursday Selectman Booker worked on the surveys for the Comprehensive Plan.  She said it was a long haul getting them all onto the spreadsheet.  She was here Monday night for the Workshop and has been coming in during her lunch break at her other job to check the mail and find out what is going on.  She is still working on the Personnel Policy and said it is done and ready to distribute soon to the rest of the Board.

Selectman Booker said she has been reading the Internal Control Document.  She has some questions and hopes the Board will have a chance to discuss that at some point.

Selectman Senechal said the Board will probably have a Workshop just on the Personnel Policy when it is ready.  She said she ran her first Workshop and the Board interviewed a candidate for Fire Chief.  She has been distributing paperwork for some things that were approved at Town Meeting and met with the Acting Director of Public Works.  She said he will get in touch with the company that is going to pave the front and back parking lots and work on filling the cracks in the sidewalk around the building.

Selectman Senechal mentioned problems with heat and cold in the roof at Town Hall and said Mechanical Services is coming in to give the Board some direction on that.  Two offices are going to have new carpeting in October and the sign out front is going to be upgraded.

Personnel Policy Review – Selectman Senechal said this was discussed earlier and the Board will schedule a Workshop sometime in the next two weeks to work on the draft.



  • New Business
The Board needs to review the Internal Control Document.



  • Executive Orders
E.O.121307014 – An order to approve 16 hours vacation time for Greg Heffernan.
Approved 5-0.

E.O.121307015 – An order to adopt the Rules of the Board for the year 2012/2013.
Approved 5-0.



  • Executive Orders by Initiative
E.O.121307016 – An order to approve the hire of Tom Kennie as the Public Works Director effective July 15, 2012, at a pay rate of $23.59 per hour.  Approved 5-0.





  • Accounts Payable and Payroll Warrants
E.O.121307012 – An order approving expenditures as documented in Accounts Payable Warrant #120 and #6.  Approved 5-0.  

E.O.121307013 – An order approving expenditures as documented in Payroll Warrant #3.  Approved 5-0.  This was a big Warrant because it included the school payment of $474,322.81.



  • Next Meeting of the Board
Planning Board will hold a Public Hearing Monday, July 23, 2012, at 7 PM.

Board of Selectmen Meeting Wednesday, July 25, 2012, at 7 PM.

There will be a Board Workshop Monday, July 16, 2012 or Tuesday at 6 PM.



  • Other Business
Buxton Community Days will be held July 20 & 21 with Fireworks on the 21st.
Buxton Town Hall Blood Drive Monday, July 30, 2012, 11 AM ~4 PM, at 185 Portland Road.  Please call the American Red Cross @1-800-RED-CROSS for an appointment.  Donors will receive a collectible Red Sox T-shirt.
Roadside mowing will start on Back Nippen Road.  It is starting there because we have a resident who is having a big wedding there.



  • Public Comments and Questions
Chief Grovo provided some information on the nature of the 342 total calls that came through dispatch last week.  Since July 14 the Police Department has had 35 calls regarding fireworks.

Chief Grovo spoke briefly about Old Home Days and congratulated Tom Kennie on his appointment as Director of Public Works.

Dianne Senechal also congratulated Tom Kennie and asked if he wanted to say something.

Tom Kennie introduced himself.  He said he has worked for the Town of Buxton for almost 11 years now and he is honored to have the job as Public Works Director.  He said he feels confident that he can do a good job and he can’t wait to work closely with the Board of Selectmen.
