Minutes for June 27, 2012 Selectmen’s Meeting

The meeting was called to order at 7:03 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes June 20, 2012.  Approved 3-2.  
Clifford L. Emery and Robert C. Libby were absent.

Selectman Senechal commented that this is the first time in the history of Buxton that there have been three female selectmen on the Board.



  • Discussion held between 5:00 & 7:00 p.m.
Chief Grovo came in and discussed some police business and things happening in his department.

Charise Keach, our Town Treasurer, updated the Board on the RFP.  Thirteen institutions received the information; we have definite responses from three banks and three others have expressed interest.  Jean Harmon will review them with Charisse.

The Board discussed applications for Fire Chief, and interviewing.  They will firm that up in the next week and hopefully the week after July 4, they will start interviewing.

The Board also discussed applicants for the Public Works position and they were bringing Penny Booker up to speed and welcomed her.



  • Correspondence
Selectman Senechal said the Board does have correspondence but most of it this week was internal and dealt only with issues for the Selectmen.  There was nothing of interest to the general public with the exception of the following:

  • The Board received a letter from SAD 6 notifying the Town Clerk that every month starting with the beginning of fiscal year 2012/13, the Town of Buxton will owe $474,322.81 monthly for our portion of the school budget.  This is a little over 5.5 million for the year.
        
        
  • Review of Projects and Issues
Jean Harmon said a few more resumes have come in for the Fire Chief position; the Board has a draft of the Rules of the Board that they need to go over and adopt.  She mentioned that the Selectmen talked about having a workshop to get some things done.  Aside from that she has been coming in every day and taking care of day to day issues.

Penny Booker said she has been reviewing the current Personnel Policy and the draft the Board has been working with, looking at job descriptions for various department heads and other positions in the Town to gain a better understanding of what is required.  She has also been keeping up with resumes as they have come in.

Dianne Senechal reported that there will be a Special Town Meeting on July 11.  The Board is holding that meeting because at the Annual Town Meeting the Moderator inadvertently read Article 8 incorrectly.  He read it as $39,200 instead of $329,200.  Unfortunately no one on the Board caught it and someone in the audience brought it to their attention.  The Moderator listened to the tape and noted it was seconded as read.  If it had been seconded as written we would have been okay.  However, because of the way it was read the Board has to hold a Special Town Meeting.  The Meeting will be on July 11 at 7 PM to vote on that one item to affirm what is required to run the Town.
  • Old Business
Personnel Policy Review -- Penny Booker is going to be in charge of putting this in order and spear heading this project.  It is a big job that is expected to take several months to complete.

E.O.111206032 – An order to approve 16 hours Vacation Time for Fred Farnham.
Approved 3-2.

E.O.111206019 – An order approving expenditures as documented in Accounts Payable Warrant #115.  Approved 3-2.  

E.O.111205020 – An order approving expenditures as documented in Payroll Warrant

  • Next Meeting of the Board
Town Office will be closed for the holiday Wednesday July 4, 2012.

There will be no Selectmen’s meeting on the 4th of July.  The Board will sign the Accounts Payable Warrant and Payroll Warrant on Tuesday, July 3.

There will be no curbside pick up on July 4.  Wednesday curbside pick up will be done the following day, Thursday, July 5.

The Planning Board will hold a Public Hearing for a Conditional Use Permit allowing an INN/Event Facility at 668 Narragansett Trail on Monday, July 9, 2012, at 7 PM.

There will be a Special Town Meeting Wednesday, July 11, 2012, at 7 PM., as previously read.

  • Other Business
Buxton Community Days will be held July 20 & 21 with Fireworks on Saturday, July 21.
The Town of Buxton is requesting proposals for banking services from local financial institutions.  Proposals must be submitted in a sealed envelope plainly marked “BANKING SERVICES – RFP #0620” Town of Buxton, Attn: Treasurer, 185 Portland Road, Buxton, ME, 04093. Proposals will be accepted until 4:00 PM on Aug. 1, 2012, with an anticipated implementation date of Oct. 1, 2012.  

There is an opening on the Appeals Board.  If anyone is interested please let the Board know by June 30.  Two candidates have stepped forward.  The position will be filled after June 30.

The Board discussed having a workshop after the Fire Chief interviews, possibly on Thursday of that week.




  • Public Comments and Questions
Chief Grovo reported that he talked with DOT officials and they are hoping by the end of July to have the whole length of Beech Plain Road paved.  Route 22 from Scarboro Corner to Gorham will be paved at night from 7 PM to 5-6 AM.  They will close one lane at a time so there may be traffic delays.

The Chief shared statistics and details on the 334 total calls they handled last week.  He recognized one of the officers, Mike Nourse, who was working the night shift last week and broke up a burglary in progress.  Three suspects were apprehended and the property owner was very pleased.

Selectman Senechal asked the Chief if an officer is sent out when there is a noise complaint.  

Chief Grovo said “yes” and explained how those calls are handled.

Selectman Senechal asked if there have been fireworks complaints.

Chief Grovo said they have had many calls about that and they do their best to catch the suspects.

Bernie Page asked about the Fireworks Ordinance and what the process is to change it.

Selectman Harmon explained that there would have to be a question on the ballot so people could vote on it.  To do that would require a percentage of signatures.  She referred him to John Myers to get the exact number of signatures required to put a question on the ballot.  She said if there are enough signatures and it is within the time frame it might be possible to get on the ballot for November.

Bernie Page then asked questions about an article in the American Journal and other issues regarding Public Works and the position that is open.

A brief discussion followed as the Selectmen responded to his questions.
