Minutes for August 1, 2012 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Robert C. Libby, Jean C. Harmon, Penny J. Booker.  Clifford L. Emery was absent.

  • Call to Order
The meeting was called to order at 7:05 p.m.



  • Pledge of Allegiance


Bids/Proposals for Banking Services

At 5 PM the Board and Charisse Keach, Treasurer, opened the proposals received back from T.D. Banknorth, Bank of Maine, Androscoggin Bank, Sanford Institution for Savings, Camden National, and Key Bank.  The proposals will be reviewed next Monday or Tuesday by a committee comprised of Jean Harmon, Charisse Keach, John Myers, and Marilyn Holland.  They will be awarding the bid on August 15.



  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes July 25, 2012.  Approved 4-0-1.



  • Discussion held between 5:00 & 7:00 p.m.
After opening the banking proposals the Board met with Tom Kennie, our Public Works Director.  They discussed tarps that go over the trucks and sealing the hot top in the parking lot at Town Hall.  They also discussed the work that is going to be done on Back Nippen Road in a couple of weeks.  Tom will be notifying the public when that is going to take place.

Adam Ricci, our Animal Control Officer was in and talked about dogs.  He will give a discussion later in the meeting with more information on that conversation.

A resident came in and talked about the wonderful job the Town’s Police and Fire Departments did last week.  His home caught fire at midnight.  He said the police were there in 5 minutes and within 10 minutes the fire department was there.  The resident wanted people to know that the most important things that he thought saved him was a smoke detector and a fire extinguisher.

  • Review of Projects and Issues
Selectman Libby reported that he has been going through the applications that have come in for the Public Works position , working on the State Valuation Return, Emails, and phone calls.

Selectman Harmon took a couple of vacation days.  She came in this morning to catch up on correspondence and things going on and will be in the rest of the week.

Selectman Booker spent last Friday morning here and said she was able to review quite a few things.  She has been in every evening this week and has also reviewed the applications for Public Works.

Selectman Senechal reported that the Board made an offer to a Fire Chief.  The offer has been accepted but the Board will not be announcing that until they complete a background check and reference check.  


Selectman Senechal said she has been very busy with people coming in, paperwork, phone calls, getting the agenda done, handling appeals, and the daily routine business.  

The Blood Drive was very successful and there were more than forty five who gave blood.  She thanked Tashia Pinkham, our Recreation Director, for overseeing the background work and thanked everyone else who had a part in it.



  • Old Business
The Personnel Policy Draft is ready to be printed.  The Board will take a couple of weeks to review it and then they will hold a workshop to discuss it.

The Board will review the Internal Control Document after they have the workshop for the Personnel Manual.



  • New Business
There is a vacant position on the Planning Board.  Anyone interested in it should send a letter to the Board of Selectmen or Email selectsecbuxton@sacoriver.net to let them know you’re interested.

The Board thanked Harry Kavourksorian for his years of service and the wonderful job he has done for the Town.

There is a new link on the Town’s website so you can view your latest tax bill including valuation, Map and Lot number(s).  The link is http://reonline.harriscomputer.com



  • Executive Orders
E.O.121308003 – An order to approve John Myers’ attendance at the Secretary of State Election Conference.  Approved 4-0-1.

  • Accounts Payable and Payroll Warrants
E.O.121308001 – An order approving expenditures as documented in Accounts Payable Warrant #122 and #10.  Approved 4-0-1.

  • Next Meeting of the Board
Board of Appeals Meeting Tuesday, August 7, 2012, at 7 PM.

  • Other Business
There is an opening for a highway worker in our Public Works Department.  The job has been posted on the Town website, on Jobs in Maine, and will be in the next issue of the Smart Shopper. This is a full time job with benefits.  Selectman Senechal read the ad.



  • Public Comments and Questions
Adam Ricci introduced himself as the Animal Control Officer.  He reported that he has seen a large increase in the number of dogs that are not registered.  A new State Law requires Veterinarians to report all dogs that are vaccinated and that information is sent directly to the Towns.  People are required by State Law to register dogs in the Town they reside in.  The Animal Control Officer has the authority to issue a Summons to Court which would be a far greater cost than it would be to register the dog.  

The Town is asking for voluntary compliance and asking people to do what is required of them by law.  Adam will be working to get more information out to the public using posters and public notices over the next few months.

Adam reviewed the Public Safety statistics for July 22-28.  In the first half of 2012 the Department made a total of 180 arrests, responded to 73 traffic accidents, completed over 1000 traffic stops dealing with a wide variety of issues, and took over 200 additional reports.  

Selectman Senechal invited our Treasurer, Charisse, to speak.

Charisse Keach, our Treasurer, introduced herself and talked about the selection process the committee will use in evaluating the banking proposals that have been submitted.  On August 15 the contract for banking services will be awarded with a projected start date of October1.  The award will be made at the Selectmen’s Meeting on August 15 with a projected start date of October 1.
