Minutes for August 8, 2012 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Jean C. Harmon, Penny J. Booker.  Clifford L. Emery and Robert C. Libby were absent.

  • Call to Order
The meeting was called to order at 7:04 p.m.



  • Pledge of Allegiance


Open Bids for Hot Bituminous Pavement in Place

The Selectmen opened the following five bids that were submitted for paving services:
  • Dayton Sand & Gravel  $64.89 per ton.
  • R. D. Torno & Sons  $75.00 per ton.
  • Pike Industries  $79.48 per ton.
  • F. R. Carroll  $67.20 per ton.
  • Lane Construction Corp.  $104.55 per ton.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes August 1, 2012.  Approved 3-2.




  • Discussion held between 5:00 & 7:00 p.m.
At 5:51 PM the Board went into Executive Session for 1 M.R.S.A. 405(6) (A).  The Board came out of session at 6:24 PM.

The Selectmen had a discussion with our Treasurer about tax liens, a collection agency, and paperwork she needed.



  • Correspondence
There was no correspondence to read.  That is not to say that there was none received; it was mainly of interest to the Board and of no consequence to the public.



  • Review of Projects and Issues
Selectman Harmon is on the Review Committee for the banking bids.  The Committee spent most of the day yesterday going over the bids they received.  The Treasurer will be doing some follow-up on some questions and they will have three banks come in sometime next week for pre-award interviews.  The Committee will then make a determination on.

Selectman Booker attended the last Comprehensive Plan meeting.  She said they reviewed the results of the survey but there were a lot of written comments and that information needs to be fine-tuned.  The committee is still working on that project.  

Selectman Booker said she has been thinking about all the people in this town who volunteer at times on boards and committees, parks.  She said those people are not thanked enough for what they do.

Selectman Senechal agreed with Penny Booker and said this town works because we have a lot of people who give at the libraries, parks, little league, and all the things we do in this town.  






Selectman Senechal said she has been in every day this week handling meetings and everything else that has been going on.  Paving at the Town Hall parking lots front and back has been done.  She was told by the acting Fire Chief that the Plymovent system has been installed and the last thing they are waiting for is the electrician to complete it.  The ladder truck was taken out of service at the end of last week.  It is certified once a year.  That has been done and the truck is back in service.  



  • Old Business
Penny Booker put together a comprehensive Personnel Policy with all the changes that have accumulated over the years.  Selectman Senechal wants the Board to have some time to look it over and in about a month they will schedule time to go through it page by page to come to agreement on what they want to do and then send it to our attorney.

The Board has received a lot of applications for the Public Works position.  They agreed to wait until the last day of the posting, August 22.  At that time they will select who they want to interview.

The Board will review the Internal Control Document after they finish the Personnel Manual.  This item will remain on the agenda to remind the Board what they need to do.



  • New Business
We have a vacant position on the Planning Board.  If anyone is interested, please send a letter to the Board of Selectmen or Email selectsecbuxton@sacoriver.net 

Public Works is scheduled to begin working on Back Nippen Road next week and they will be closing part of the road for a day or two.







  • Executive Orders
E.O.121308006 – An order to approve 16 hours vacation time for Tashia Pinkham.  Approved 3-2.



  • Executive Orders by Initiative
E.O.121308007 – An order to accept the resignation of Harry Kavouksorian from the Planning Board effective immediately.  Approved 3-2.



  • Accounts Payable and Payroll Warrants
E.O.121308004 – An order approving expenditures as documented in Accounts Payable Warrant #123 and #12.  Approved 3-2.  

E.O.121308005 – An order approving expenditures as documented in Payroll Warrant #9.  Approved 3-2.  



  • Next Meeting of the Board
Planning Board meeting Monday, August 13, 2012, at 7 PM.

Board of Selectmen meeting Wednesday, August 15, 2012, at 7 PM.



  • Other Business
There is an opening for a highway worker in our Public Works Department.  This is a full time position with benefits.  You can find more information about the job on the Town’s web site, in the Smart Shopper, or at www.jobsinme.com.




A section of Parker Farm Road (Route 112), between Christian Row and Boom Road, will be closed tomorrow, August 9, from 7 AM ~ 6 PM.  It will remain open for local traffic only but all other traffic will be detoured onto Christian Row.  The bridge will remain open.
