Minutes for July 11, 2012 Selectmen’s Meeting

Members Present:  Dianne M. Senechal, Clifford L. Emery, Robert C. Libby, Jean C. Harmon, Penny J. Booker.

Others Present:  Peter Burns, Dennis Santolucito, Mike Grovo, Tom Kennie, Keith Emery.


Special Town Meeting – 7:00 PM

Town Clerk, John Myers, opened the meeting.  Hiram Davis was elected Moderator of the meeting.

Article 2, to see what sum not to exceed $290,000.00 the Town will vote to be used for officers’ and staff salaries for fiscal year 2012-201, passed as written and the meeting adjourned at 7:08 p.m.

The meeting was called to order at 7:10 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes June 27, 2012.  Approved 3-0-2.








  • Discussion held between 5:00 & 7:00 p.m.
Two residents came in to discuss purchasing products locally.

The Board had some employees from Public Works in to discuss issues, trucks, parts, road signs, roadside mowing, fixing gas tanks, and to get an update on projects in the Public Works Department.

Our Treasurer, Charisse Keach, came in to discuss a piece of property the Town owns and some work that needs to be done to it.  They also discussed the RFP for Banking Services.  Seven of the thirteen banks this was sent out to will be submitting bids.



  • Correspondence
  • Email from Sharon Leahy-Lind@Maine.gov. – Re:  American Red Cross Emergency call for Blood Donors.
  • Letter from Maine Department of Environmental Protection – Re:  Central Maine Power Company’s application to upgrade an existing transmission line starting at Bonny Eagle substation and extending to North Gorham.
Selectman Senechal said there is a lot of correspondence but it is internal to the Board.
                

                
  • Review of Projects and Issues
Selectman Libby said he reviewed some Fire Chief applications and applications for a Department Head for Public Works.  He has been working with the Tax Collector on some abatements and valuations.

Selectman Harmon has been working with Marilyn Holland, our Accounts Payable Clerk, making sure that what was appropriated at Town Meeting is all set in the system.  This will be our second year with TRIO and she wants to make sure everything goes off without a hitch.  She said Marilyn has been doing a great job making changes that needed to be made from the prior year and as of today they have everything all settled for this year.

Selectman Emery has been coming in late in the afternoon and calling daily to stay on top of things that are going on.

Selectman Booker reported that last week she reviewed applications that the Board has narrowed down to look at for Fire Chief.  Last night she did interviews.  She has also been working on the Personnel Policy.

Selectman Senechal said she has been behind the scenes coordinating the interviews.  She and Penny were on the Interview Committee with some residents and members of our Fire Department who interviewed last night for the position of Fire Chief.  The Board will be doing a second interview next Monday or Tuesday.  They hope to get that taken care of so they can move on to the next open position.

The Board is planning a workshop Monday or Tuesday of next week at 6 PM.

Dianne Senechal and Penny Booker will be attending an upcoming Elected Officials Workshop.



  • Old Business
Personnel Policy Review – Selectman Booker has been working on the draft and is almost ready to distribute it to the Board.



  • New Business
Selectman Senechal announced that there has been a slight change in curbside trash pickup when there is a holiday.  Curbside trash that would normally be picked up on that day of the week will be picked up the following day and the following day will move to the next day.  For example, if the regular pickup day is Wednesday, that day’s trash will be picked up on Thursday and Thursday’s trash will be picked up on Friday.  This change only effects curbside trash that would normally be picked up on Christmas Day, New Year’s Day, July 4th, and Thanksgiving.  The Board will announce this before the holiday and have it posted so people will know.

E.O.121307005 – An order to appoint Dennis P. Santolucito to the position of Board of Appeals Member effective until December 31, 2012.  Approved 5-0.
        
E.O.121307006 – An order to appoint Chad E. Poitras to the position of Health Officer to be effective until December 31, 2014.  Approved 5-0.

E.O.121307007 – An order to approve Abatement of Real Estate taxes for fiscal year 2008/09 in the amount of $466.18 for [Map 7, Lot 31].  Approved 5-0.

E.O.121307008 – An order to approve Abatement of Real Estate taxes for fiscal year 2009/10 in the amount of $782.10 for [Map 7, Lot 31].  Approved 5-0.

E.O.121307009 – An order to approve Abatement of Real Estate taxes for fiscal year 2010/11  in the amount of $782.10 for [Map 7, Lot 31].  Approved 5-0.

E.O.121307010 – An order to approve Abatement of Real Estate taxes for fiscal year 2011/12 in the amount of $782.10 for [Map 7, Lot 31].  Approved 5-0.

E.O.121307011 – An order to approve 17 hours of vacation time for Tashia Pinkham.
Approved 5-0.

  • Next Meeting of the Board
Comprehensive Plan meeting for a workshop for surveys Thursday, July 12, 2012 at 6 PM.

Board of Selectmen Meeting Wednesday, July 18, 2012, at 7 PM.

There will be a Board Workshop Monday, July 16, 2012 or Tuesday at 6 PM.

  • Other Business
Buxton Community Days will be held July 20 & 21 with Fireworks on the 21st.
The Town of Buxton is requesting proposals for banking services from local financial institutions.  Proposals must be submitted in a sealed envelope plainly marked “BANKING SERVICES – RFP #0620” Town of Buxton, Attn: Treasurer, 185 Portland Road, Buxton, ME, 04093. Proposals will be accepted until 4:00 PM on Aug. 1, 2012, with an anticipated implementation date of Oct. 1, 2012.  Seven banks will be submitting bids.
