Minutes for May 30, 2012 Selectmen’s Meeting

Members Present:  Peter E. W. Burns, Jean C. Harmon, Clifford L. Emery.  Robert C. Libby and Dianne M. Senechal were not present.  

Others Present:  Michael Grovo, Dennis Sweatt


Public Hearing Liquor License Renewal Chefa’s Inc. – 7:00 p.m.

Chairman Burns read the Public Hearing Notice and opened the Hearing at 7:00 p.m.  

Selectman Emery explained that this license is for a catering company and they need the license in case they have a get together where they have liquor.  There were no other comments or questions from the Board or the public and the hearing was closed at 7:02 p.m.

Selectmen Meeting Minutes May 23, 2012.  Approved 3-0-2.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 p.m. some members of the Fire Department met with the Board to discuss some spending and other issues.
At 5:50 p.m. our Treasurer, Charisse Keach, came in to discuss a report from our billing collection agency.  The Board is considering changing to another collection agency.

The Selectmen also discussed issues with Accounts Payable versus payroll, incomplete payroll time sheets, and how they can fix that.  They talked a little about resumes they received for the Public Works and Fire Chief positions.

  • Letter from Narragansett Number One – Re:  $7500 Grant for Keep The Heat On.
Selectman Burns read the letter and thanked Narragansett Number One for the Grant.

  • Email from an individual who is interested in being considered for one of the open positions on the Planning Board.
The Board thanked this person and will call him in to meet with them.  Selectman Burns reminded everyone there is still one position open on the Planning Board that will be a non-elected position because resignations came in after the final date to submit signatures for election.

  • Email from the Superintendent’s Office – Re:  Special School Board Meeting Thursday, May 31, 2012, 6 PM, at BEMS (Not Televised) and the District Budget Meeting at 7PM in the BEMS Gymnasium.


  • Review of Projects and Issues
Selectman Harmon mentioned the long weekend and said she has been going over resumes that have been coming in and taking care of day to day issues.

Selectman Emery said he has been coming in as often as he can to go through the mail and take care of things.  He said everyone is gearing up for Town Meeting.

Selectman Burns said he has been doing the same, going through resumes and getting ready for Town Meeting.

  • Executive Orders
E.O.111205037 – An order to approve 40 hours Vacation Time for Tom Kennie.  
Approved 3-0-2.

E.O.111205038 – An order to approve the following Victualers’ Licenses:  The Buxton Tavern LLC, Chefa’s Inc., Hannaford Bros. Co., Low’s Bonny Eagle, Low’s Bar Mills,      P. W. Plummer & Sons Inc., The Roost Inc., and Yummy Chinese Restaurant.
Approved 3-0-2.



  • Executive Orders by Initiative
E.O.111205039 – An order to approve the Liquor License renewal for Chefa’s Inc.
Approved 3-0-2.



  • Accounts Payable and Payroll Warrants
E.O.111205029 – An order approving expenditures as documented in Accounts Payable Warrant #108.  Approved 3-0-2.  This Warrant was for $16,300.

#107.  Approved 3-0-2.



  • Next Meeting of the Board
School District Budget Vote will be held tomorrow night, Thursday, May 31, at 7PM in the Bonny Eagle Middle School Gym.

Board of Selectmen Meeting Wednesday, June 6, 2012, at 7 PM.

The next Planning Board Meeting will be Monday, June 11, 2012 at 7 PM



  • Other Business
There are two positions open on the Planning Board.  These are in addition to the two listed on the Ballot for June 12.  If you are interested in serving please contact one of the Selectmen to let them know.

Absentee Ballots are now available at Town Hall.

Secret Ballot Voting and Maine Primary & Referendum Elections will be Tuesday, June 12.  Polls will be open from 6 AM to 8 PM.  This is also the date for the SAD #6 District Budget Validation Referendum Election.

Annual Town Business Meeting will be Saturday, June 16, starting at 9 AM.

Reminder:  The American Diabetes Association TourdeCure, an annual one-day cycling event will be passing through Buxton Sunday, June 3.  The ride starts in Wells at 7 AM.  They expect around 850 riders but at no time will more than 100 riders pass through the Town as a group.  They will be coming up Broad Turn Road to Route 22 and over to Hollis.



  • Public Comments and Questions
Dennis Sweatt urged people to educate themselves on Article 4.  He shared his thoughts on the issue, and asked how many lots will be affected and what they have been taxed.  

Selectman Emery explained that some people on the Planning Board see it a different way.

Dennis Sweatt said he is upset for people who have been paying taxes on these as buildable lots for years and may lose them.

Selectman Harmon said if anyone has questions on what they are being assessed at, they can submit a request for an assessment review.

Dennis Sweatt said he will be out front with a sign that says “vote no on 4”.  

Selectman Burns reported that Adam Ricci was going to be here tonight to fill the Board in on his recent Las Vegas conference.  He said apparently a lot of people there knew of Buxton because of the puppy mill the Town had to deal with a few years ago.

Selectman Emery asked the Police Chief to talk about Fireworks and said it is not legal to fire off fireworks in Buxton.  There is an Ordinance in place and the Board is starting to get more and more complaints of that happening.  He said the Town is trying its best to enforce that.  They can be hard to locate but the police are going to aggressively enforce it.

Chief Grovo said if anyone has questions the Police have the rules.  He will get some more information from the State Fire Marshal and will have a better explanation next week.  

Chief Grovo said he will have Adam Ricci in next week and it will be interesting to hear how many people know about us out on the west coast.

Chairman Burns reported that the Board received a letter this week from a group of individuals voicing concerns about the proximity of Sebago Alliance to the Buxton Center Elementary School.  He said this is an SAD 6 issue, not a Town issue, so the concerns need to be addressed by the full school board and the Superintendent.  The Board of Selectmen has no control over it.

Chief Grovo read from the Fireworks Ordinance the section that defines what fireworks are prohibited and reiterated that he will provide a more in depth explanation next week.
