Minutes for May 23, 2012 Selectmen’s Meeting

The Meeting was called to order at 7:01 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes May 16, 2012.  Approved 5-0.



  • Discussion held between 5:00 & 7:00 p.m.
At 6:00 p.m. the Board dedicated the Town Report to Dan and Olive Collomy.  Town Reports are now available at Town Hall for anyone who would like one.

Three of the Selectmen were in interviews along with Mike Grovo from 9:00 a.m. until 5:00 p.m. tonight.

The Selectmen discussed some ads they are working on and some accounts payable items.




  • Correspondence
  • None brought forward this week.


  • Review of Projects and Issues
Selectman Libby has been going over Bills that were passed by the Legislature and looking at how they will affect the Municipality.  He has also been taking care of paperwork and correspondence that has been coming in.

Selectman Harmon was in interviews most of the day today.  She has a copy of the Personnel Manual and said the Board can hopefully start narrowing that down.  She has been busy getting ready for the dedication which she said went off fabulously tonight.

Selectman Harmon attended the School Board Meeting Monday evening expecting the Superintendent to answer some of her questions from the meeting on May 7.  She expressed disappointment about the meeting and did not feel that her questions were answered.  She encouraged everyone to attend the Budget Meeting on Thursday, May 31 to express concerns they have on the school budget.

Selectman Emery has been looking through the applications that came in for the Public Works position.  He has also been going over paperwork on his desk and handling correspondence.  Although he has not been in as much as he would liked to have been, he has called the Chairman every day to catch up on things.

Selectman Senechal has been in every day this week  cleaning up things on her desk, going over the insurance budget, working on the Amendment to the 457 (b) Plan and handling routine matters.

Selectman Burns talked about the Twelve Town Group Meeting he attended Monday night.  The York County Commissioner gave a presentation on what has been going on and the budget.  They are going to be putting together two budgets.  The County budget has been on a calendar year and the jail has been on a fiscal year.  Starting January 1, 2013 the County is going to a fiscal year.  The Commissioner explained the Towns’ options on how they will pay the bill.  By State Statute the decision on how it will be paid can be made by the Board of Selectmen.  It is not a decision that has to go out to the voters.

  • Executive Orders
E.O.111205031 – An order to approve an Amendment to the Adoption Agreement for the Basic Plan Document for the Town of Buxton Eligible 457 (b) Deferred Compensation Plan, dated May 23, 2012.  Approved 5-0.

E.O.111205032 – An order to approve 16 hours Vacation Time for Greg Heffernan.  Approved 5-0.


  • Executive Orders by Initiative
E.O.111205033 – An order to accept Bruce E. Mullen’s letter of resignation as Chief of Buxton Fire & Rescue effective May 21, 2012.  Approved 5-0.

E.O.111205034 – An order to appoint Greg Jones to be in charge of rescue issues, Mac McLaughlin to be in charge of Fire issues, and Gene Harmon to be in charge of administrative issues involving the Buxton Fire & Rescue Department until further notice.  Approved 5-0.









  • Accounts Payable and Payroll Warrants
E.O.111205029 – An order approving expenditures as documented in Accounts Payable Warrant #106.  Approved 5-0.  This Warrant was for $72,300.

E.O.111205030 – An order approving expenditures as documented in Payroll Warrant
#105.  Approved 5-0.

Planning Board Meeting Tuesday, May 29, 2012, at 7:00 p.m.

Public Hearing on a Liquor License Renewal Application for Chefa’s Inc., Wednesday, May 30, 2012, at 7:00 p.m.

Board of Selectmen Meeting Wednesday, May 30, 2012, at 7:10 or immediately following the Public Hearing.

SAD 6 District Budget Meeting Thursday, May 31, 2012, at 7:00 p.m. in the Bonny Eagle Middle School Gymnasium.



  • Other Business
Due to a recent resignation there are now two positions open on the Planning Board.  These are in addition to two positions that are on the Ballot for the June 12 vote.  If interested please contact one of the Selectmen to let them know.

Pike Industries will be placing a work trailer on the Town’s Access Road on the grass between the Municipal Office and the Public Works garage, while they are working with Maine D.O.T. on Route 22 and Route117.

Buxton Town Office will be closed Monday, May 28, for the Memorial Day holiday, and the Transfer Station will be closed to the public on Tuesday, May 29th for their holiday.  There will be no change in the curbside pickup schedule.





  • Public Comments and Questions
Dennis Sweatt thanked Jack Hanna and Mr. & Mrs. Ed Newell for taking care of the park in Groveville.  He said it looks exceptionally nice.

Dennis asked the Selectmen if they are going to replace the Fire Chief and the Selectmen said they are going to fill the position.

Dennis shared his thoughts on the 23 grandfathered, non-conforming lots that will be affected if Secret Ballot Article 4 passes.  He said he is disappointed that the Planning Board took it upon themselves to change that few lots.

The Selectmen commented on the Town Report and thanked those who
put it together.

Selectman Senechal congratulated Dan & Olive Collomy.
