Minutes for May 9, 2012 Selectmen’s Meeting

  • Call to Order
The Meeting was called to order at 7:04 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes May 2, 2012.  Approved 5-0.



  • Discussion held between 5:00 & 7:00 p.m.
The Board had a discussion with the Treasurer regarding a request for quote for banking services.  
The Selectmen discussed an opening on the Planning Board from a resignation that was done after the close of nomination papers.  If anyone is interested in this position please call the Selectmen’s Assistant or contact one of the Selectmen.




  • Correspondence
  • Email from the International Institute of Municipal Clerks – Re:  John L. Myers Jr. has earned the designation of Certified Municipal Clerk (CMC) which is awarded by the International Institute of Municipal Clerks, Inc.
  • Email from Sharon Leahy-Lind at Maine Center for Disease Control – Re:  May is Lyme Disease Awareness Month.
  • Email from Buxton Fire & Rescue – Re:  Meeting May 10 to gather information on the History of Buxton Fire & Rescue.


  • Review of Projects and Issues
Selectman Libby has been working with the Tax Collector on lot splits that were incorrectly done and abatements on some of them.  They have been removing Homestead Exemptions that do not belong there anymore, and adding new ones plus a couple of Veteran Exemptions.

Selectman Harmon attended the School Board Meeting on Monday night and received some calls on that.

Selectman Emery has been coming in late in the afternoons to keep up with what is going on.  He said the community should know that the Tax Collector has been doing a phenomenal job catching up on a lot of things that fell behind.

Selectman Senechal has been cleaning up her desk, working on routine issues and doing a project gathering information.  She is also working on the amended language for the 457(b) Plan that is being changed for clarification.  As soon as she gets one more piece of information from Frank Guidi it will be ready to finalize.

Selectman Burns has been in every day answering phone calls, taking care of mail.  He is also working to clean his desk and start to get ready for Town Meeting.



  • Old Business
The Board is in the process of reviewing the Personnel Policy to bring it up to date.

  • New Business
The Board was disappointed that there was no comment or feedback at the School Board Meeting Monday night so they sent a letter to the School Board and the Superintendent requesting that the Superintendent come here to make a presentation on the proposed budget and the 11 Articles that people will be voting on at the All District Budget Meeting May 31 at the Middle School.  

The Selectmen want voters to have an opportunity to come and ask  questions that they want to ask about the budget, look at the detail of the budget and get answers to questions that night and not have to write a request and wait for some time in the future to get an answer.



  • Executive Orders
E.O.1112050015 – An order to appoint Hiram R. Davis as the Election Warden for the State of Maine’s Primary Election to be held on June 12, 2012.  Approved 5-0.

E.O.111205016 – An order to approve an Abatement for Real Estate Taxes for fiscal year 2011/12 in the amount of $43.00 for [Map 10, Lot 9-10].  Approved 5-0.

E. O. 111205017 – An order to approve an Abatement for Real Estate Taxes for fiscal year 2011/12 in the amount of $54.59 for [Map 1A, Lot 127].  Approved 5-0.



  • Executive Orders by Initiative
None.



  • Accounts Payable and Payroll Warrants
E.O.111205013 – An order approving expenditures as documented in Accounts Payable Warrant #102.  Approved 5-0.  This Warrant was $57,000.

E.O.111205014 – An order approving expenditures as documented in Payroll Warrant
#99.  Approved 5-0.


  • Next Meeting of the Board
The Planning Board has scheduled a Public Hearing to review the proposed amendments, additions or deletions to the Town of Buxton Zoning Ordinance on Monday, May 14, 2012 at 7:00 p.m., at 185 Portland Road, Buxton, Maine.

The Board of Selectmen will hold a Public Hearing on Wednesday, May 16, 2012, at 7:00 p.m., on Secret Ballot Articles 3 & 4 for the June 12, 2012 Annual Town Meeting, at 185 Portland Road.

There will be a Board of Selectmen Meeting Wednesday, May 16, 2012, immediately following the Public Hearing.

Buxton Fire & Rescue has scheduled a meeting on Thursday, May 10, at 7 PM at the Groveville Fire Station to gather information, photos, and items relating to the history of Buxton Fire or Rescue.  Anyone interested is welcome to attend.

  • Public Comments and Questions
Adam Ricci, Animal Control Officer, came in to talk about current wildlife issues and to go over weekly statistics for the Police Chief.  

Adam said they have been getting a lot of calls about a bear in Town.  They are aware of it and the Game Wardens are aware of it.  He said at this time no action is being taken.  He said they are asking people to bring bird feeders in at night and to be mindful of pets that are outside.  People can call 929-6612 with any questions.

Adam said there have been other calls regarding animals venturing out of their typical behaviors of being nocturnal.  He said that is very typical at this time of year when mothers are raising offspring and they are out there trying to find food to take care of them.  He said next month is expected to be the busiest month for calls about the offspring because they start making their own way out into the world.  He reminded everyone that the mothers are most likely close by and to not take the babies.  Please let them stay in the wild.

Selectman Burns asked where the bear had been cited.

Adam reported that a bear was most recently seen in the Hannaford parking lot but they have had calls all the way up to the Chicopee area.  Bears can travel a good distance in a short time but usually avoid people at all cost.

Adam provided statistics for last week including 88 burning permits; 56 of them were for last Saturday.  There were 346 total calls for the week.
