Minutes for May 2, 2012 Selectmen’s Meeting

The Meeting was called to order at 7:05 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes April 25, 2012.  Approved 4-0-1.
Robert C. Libby was absent from that meeting.



  • Discussion held between 5:00 & 7:00 p.m.
Around 5:00 p.m. Charisse, our Treasurer, came in to discuss adopting a Corporate Resolution for Berry Library.
At 5:30p.m. Michael Robinson came in to discuss Pleasant Point Park.  He left a draft of the 10-year Plan he is working on for the Park and asked for comments from the Board.  He talked about addressing the growth of invasive species and erosion that is taking place at the old boat launch and how they plan to bring that back.  
He also had a lengthy discussion about an EMA Conference he attended regarding preparation for disasters, and having a plan such as three days worth of food, water, and medicine that everyone should have stashed away in case of emergency.

  • Email from Efficiency Maine Business Program – Re:  Installation of Energy Efficiency measures.
The Town did some improvements with lighting fixtures at the Transfer Station and Efficiency Maine has given us an incentive of $1,190 to offset the cost.

  • Email from Maine Public Health – Re:  Information on Lyme Disease.
  • Letter from Maine Municipal Association – Re:  2011 – 2012 Property & Casualty Pool Membership Report.
The Town will receive a $3,580 dividend for the 2011/12 Property & Casualty Pool coverage year.



  • Review of Projects and Issues
Selectman Libby mentioned how busy it has been.  He reported that the new Tax Collector is doing a great job catching up on some things that went by the wayside for awhile.  They have been processing Homestead Exemptions, Veteran Exemptions, and dealing with real estate questions.

Selectman Harmon reported that most of her time lately has been consumed with making sure there are no errors on the Warrant, that the numbers are correct, and that it was sent off to the printer in time to go in the Town Report.

Selectman Emery has been coming in afternoons, helping people where he can, talking with people about different things, and keeping up with what is going on.  He has been calling in at least once a day to see if he can help with anything.

Selectman Senechal said there is a lot going on.  She is working on the Personnel Manual and cleaning up things on her desk.  She has been working on drafting changes to our 457 Plan.  There is no change in what we have been doing; the changes are being made to clear up some wording.

Selectman Burns has been very busy following up on a lot of things including the Warrant.  He is receiving a lot of Personal Property forms that he has reviewed and sent along to the Tax Collector.  Selectman Burns thanked people for sending the information back.  He also has been cleaning up things on his desk and is still doing a lot of work on budget details, making sure that things are coded correctly and come out of the proper accounts, as we near the end of our fiscal year.

The Board is in the process of reviewing the Personnel Policy to bring it up to date.

  • Executive Orders
E.O. 111205003 – An order to approve 16 hours vacation time for Charisse Keach.  Approved 5-0.

E.O.111205004 – An order to approve 16 hours vacation time for Beverly Gammon.
Approved 5-0.

E.O.111205005 – An order to approve Beverly Gammon’s attendance at the Maine Municipal Health Trust Administrative Workshop.  Approved 5-0.

E.O.111205006 – An order to approve an Abatement for Real Estate taxes for fiscal year 2010/11 in the amount of $704.88 for [Map11, Lot F81].  Approved 5-0.

E.O.111205007 – An order to approve an Abatement for Personal Property for fiscal year 2010/11 in the amount of $4.95 for Account Number 111.  Approved 5-0.

E.O.111205008 – An order to approve an Abatement for Personal Property for fiscal year 2010/11 in the amount of $259.38 for Account Number 120.  Approved 5-0.

E.O.111205009 – An order to approve an Abatement for Real Estate taxes for fiscal year 2011/12 in the amount of $127.72 for [Map11-F81].  Approved 5-0.

E.O.111205010 – An order to approve the hire of Mark Cossard as a regularly scheduled part time employee working 24 hours per week starting May 3, 2012 at a pay rate of $10.15 per hour.  Approved 5-0.

E.O.111205011 – An order to approve 24 hours vacation time for Greg Heffernan.  Approved 5-0.


  • Executive Orders by Initiative
E.O.111205012 – An order to adopt a Corporate Resolution to add Charlene Libby and Charisse Keach as authorized representatives on Account Number MH41107, with UBS Financial Services Inc.  Approved 5-0.


  • Accounts Payable and Payroll Warrants
E.O.111205001 – An order approving expenditures as documented in Accounts Payable Warrant #100.  Approved 5-0.  The Warrant was $45,600.

#99.  Approved 5-0.


  • Next Meeting of the Board
The Board of Selectmen will meet May 3, 2012 at 5:30 p.m. in Executive Session pursuant to 1 M.R.S.A., Section 405 (6) (E) for consultation with legal counsel, at 185 Portland Road, Buxton, Maine.

The Board of Selectmen will meet May 3, 2012 at 6:00 p.m. in Executive Session pursuant to 1 M.R.S.A. 405 (6) (A) for a personnel issue, at 185 Portland Road, Buxton, Maine.

Comprehensive Plan Committee Meeting Wednesday, May 9 at 6:00 p.m., in the small conference room at the Town Office.

Board of Selectmen Meeting Wednesday, May 9, 2012, at 7:00 p.m.



The Board of Selectmen will hold a Public Hearing May 16, 2012, at 7:00 p.m., on Secret Ballot Articles for the June 12, 2012 Annual Town Meeting at the Buxton Municipal Building 185 Portland Road, Buxton, Maine.

The Planning Board will have a Public Hearing May 14 at 7:00 p.m. on one Secret Ballot Article.



  • Other Business
Selectman Burns read the non-budgetary Articles included in the Warrant for the 2012 Annual Town Meeting.



  • Public Comments and Questions
Chief Grovo provided statistics.  He mentioned a new scam coming out of Jamaica that is targeting elderly people.  He advised people to call if they receive suspicious calls.  There were 315 calls to the Police Department last week.

Chief Grovo gave results for the last Drug Take Back Initiative for York County.  Buxton collected over 65 pounds of the total 1,018.7 pounds collected.  Chief Grovo encouraged people to bring unused medications to the Police Department where they will be placed in a locked box until turned in.
