Minutes for January 4, 2012 Selectmen’s Meeting

Selectman Burns was absent.

The Meeting was called to order at 7:07 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes December 21, 2011.  Approved 4-0-1.

Selectmen Meeting Minutes December 28, 2011.  Approved 4-0-1.


  • Discussion held between 5:00 & 7:00 p.m.
At 6:00 p.m., the Board met with the Town Clerk to discuss filling the Tax Collector’s position.  The Selectmen are thinking about filling the job from within but want to talk more about it and make a decision by next Wednesday.

At 6:30 Jan and Brent Hill met with the Board to talk about the use of the old Superintendent’s building on Route 4A in Bar Mills.  The Historical Society is interested in the school building itself.  SAD 6 and the Town have an interest in the portables for storage.

A man who lives on Middle Camp Road and Cady Lane came in to talk to the Selectmen about some concerns he has regarding snow removal.



The Board also met with Larry Curtis who is interested in serving on the Planning Board and then talked with the Police Chief about some issues that he will address later in this meeting.

  • Review of Projects and Issues
Selectman Libby said it was a short week and he has been busy with conversations at Town Hall.  There were no big projects but there are always a lot of things that have to be done.

Selectmen Senechal reported that she spent a lot of hours doing administrative work last week.  She said the Board has made a decision on the insurance coverage for our Volunteer Firefighters and the paperwork for that is in process.

Selectman Senechal mentioned the successful Blood Drive at Town Hall today.  There was also screening being done for bone marrow donors and Selectman Emery was accepted.

Selectman Emery said he was in a few times last week and some this week to keep up with mail.

Selectman Harmon reported she has been in checking mail, returning phone calls, working on day-to-day issues, and gearing up for the start of budget time.  She mentioned that last year the Board met with all Department heads to prepare for the upcoming budget year and said they need to decide on a date to meet again this year.  After some discussion the Selectmen decided to meet at 6 PM Monday night, January 9th for a Workshop.

E.O.111201003 – An order to approve a Poverty Abatement for Case No. PA 11-010.

E.O.111201004 – An order to approve 13 days off without pay for Ruth Scheibenpflug.

E.O.111201005 – An order to appoint Lawrence Curtis to the Planning Board effective until
June 16, 2012.  Approved 4-0-1.

  • Other Business
Selectman Harmon talked about some heating issues at the Town Hall and the need to move forward with the quote from Mechanical Services. After further discussion Selectman Libby recommended that the work be done as soon as possible.  There is no heat in the Code Enforcement Office or in that whole end of the building.  The Board agreed that this is somewhat of an emergency situation because these are offices that the Public is coming in to.  Chet Ouellette has contacted Mechanical Services and they think they can do the work in less than a week instead of the two weeks they originally projected.



  • Public Comments and Questions
Chief Grovo said he wanted to reiterate that if anyone sees a suspicious vehicle to please call the police.  There are a lot of break-ins occurring in Town, and on all sides of us and we are not immune to it.

A window was busted out at the Donut Hole a couple nights ago and Chief Grovo said the police officers did a great job getting on scene as fast as they did to prevent it from going further.  

The Chief said it is critical to keep your doors locked.  If you see a suspicious vehicle, people walking, or people in an area where there is not usually activity try to get a license plate number and as much information as possible to help the police.  You can call 911, 929-5151, or 929-6612.  

Chief Grovo said the Police Department needs other eyes out in the community and he asked everyone to be vigilant and please call if you see anything suspicious or out of the norm.
