Minutes for April 18, 2012 Selectmen’s Meeting

The Meeting was called to order at 7:02 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes April 4, 2012.  Approved 4-0-1.
Robert C. Libby was absent on April 4.

Selectmen Meeting Minutes April 11, 2012.  Approved 3-0-2.  
Jean Harmon and Dianne Senechal were absent on April 11.



  • Discussion held between 5:00 & 7:00 p.m.
The Board went into Executive Session at 4:30 p.m. on a personnel matter, pursuant to 1 M.R.S.A. 405(6)(A), and came out of session at 4:52 p.m.

At 5:30 the Selectmen had Fred Farnham in to discuss a proposed Ordinance change on non-conforming lots.

  • Letter from Fran Reina with the IRS – Re:   Recent compliance check.


  • Review of Projects and Issues
Selectman Libby has been processing Veteran and Widow Exemptions.  He attended the meeting with the Budget Committee last night and said they went through all the Articles on the Warrant and completed their work on that.

Selectman Harmon said she has been working on the Warrant making sure that it is correct and that nothing has been left out.  She asked the other Selectmen to review their copy of the draft to make sure the numbers agree with what they have that was voted on last night.  Selectman Harmon has two Secret Ballot items to insert in the Warrant and then it will be ready to go to the printer for the Town Report.

Selectman Emery talked about the Twelve Town Group Meeting Monday night, and a presentation that was given on sustainable forests in York County.  The group had a lot of discussion about things going on in the County and starting to go on in the State.  The Chair of the group is going to Maine Municipal Association’s Executive Board which will help the group stay more up to date on what is going on in Augusta.

Selectman Senechal had a short week.  She attended the Budget Committee meeting and said the Board is just about finished with their work on that.

Selectman Burns echoed the other comments.  He attended all the meetings that have been reported on.  He provided some additional information about the Twelve Town Group Meeting.  The presentation on sustainable forests was done by the “Forest Works” organization.  A man from Acton spoke to the group about a petition he is getting signatures on in the Town of Acton concerning a sustainable energy policy he would like to see adopted by all the towns in York County.

Property taxes are due April 20 and interest will accrue daily starting May 1.

  • Accounts Payable and Payroll Warrants
E.O.111204014 – An order approving expenditures as documented in Accounts Payable Warrant #96.  Approved 5-0.  The Warrant is one of the largest this year for $541,400.  Of that amount $454,400 was for the school, and another $37,000 is what we are paying for sand.

E.O.111204015 – An order approving expenditures as documented in Payroll Warrant
#95.  Approved 5-0.

  • Other Business
Nomination Papers are available at the Town Clerk’s Office.  

There will be another position open on the Planning Board starting May 1.  By that time it will be too late to take out papers; so if anyone who has not already taken out papers is interested please contact the Selectmen’s Office to be considered for appointment.


  • Public Comments and Questions
Chief Grovo talked about the Drug Take-back Initiative that will be held April 28 at Buxton Rite Aid and Hannaford Supermarket.

Chief Grovo also shared statistics on the 296 calls that came in Sunday, April 8 through Saturday, April 14.  He mentioned the arson fires in Gorham and encouraged the public to be vigilant and report anything that seems suspicious.
