Minutes for April 11, 2012 Selectmen’s Meeting

  • Call to Order
The Meeting was called to order at 7:03 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes April 4, 2012.  
No vote taken.  Robert C. Libby was absent on April 4th; Jean Harmon and Dianne Senechal are absent tonight.


  • Discussion held between 5:00 & 7:00 p.m.
At 4:45 Greg Heffernan came in to discuss an equipment purchase.  He also introduced an applicant for part-time work at the Transfer Station.

At 5:00 John Myers came in and they discussed a change in routing phone calls to the front office.

At 5:30 the Selectmen met with Justin Hayden of A. C. Yard Services to discuss his mowing bid.

After that, the Board reviewed some Accounts Payable bills and had some discussion on that.

  • Correspondence
  • Message from the Comprehensive Plan Committee – Re:  Return date for survey extended to Sunday, April 15th.
  • Email from Sue Bell – Re:  Final Smart Meter Update.
  • Email from Maine Municipal Association – Re:  Legislative Bulletin.


  • Review of Projects and Issues
Selectman Libby has been busy with Abatements, exemptions, and the budget process.  Also, this is the time the second half of the Property Tax bills are due and Selectman Libby said often times when people come in to pay their bills they stop in to share comments with the Board.

Selectman Emery has been coming in afternoons to keep up with what is going on with the budget.  He and Jean Harmon attended the Budget Committee Meeting last Thursday night when the Police Chief and Fire and Rescue Chief went over their budgets.  Last night the Board presented the Administrative Budget.  The Selectmen will meet with the Committee next Tuesday, April 17th, for the final vote on that.

Last Thursday Dianne Senechal sat in with Chief Grovo on 6 of the interviews for a new Police Officer.  Selectman Burns reported that he was able to sit in on the last 4 interviews.  

Selectman Burns also mentioned the meeting Tuesday night where Jean, Dianne, Cliff, and he presented their budget to the Budget Committee.  He corrected a statement he made at that meeting where he gave the Budget Committee the wrong numbers for the school budget.  He said the proposed increase for Buxton looks like it will be about $266,213 over our current school budget.  The budget is posted on the MSAD 6 website.  Eleven Articles will be voted on May 31st at the Middle School and there is a section in the budget that gives a description of what they are.  Selectman Burns said you can go further into the site and see detailed information for each of those Articles.




  • Old Business
Comprehensive Plan Surveys must be returned by Sunday, April 15, 2012.

Postcards have been mailed out as a reminder that property taxes are due April 20th and interest will accrue daily starting May 1st.


  • New Business
The Town of Buxton is seeking qualified candidates for the position of Administrative Assistant to the Police Chief.  This position has been posted on the Town’s web site and on Jobs In ME.  If interested please send cover letter and Resume to the Chief of Police, Town of Buxton, 185 Portland Road, Buxton, ME 04093.  This posting will be open until April 20, 2012.


  • Executive Orders
E.O.111204006 – An order to approve 8 hours vacation time for Fred Farnham.  
Approved 3-0-2.

E.O.111204007 – An order to approve Abatement of Personal Property Taxes in the amount of $1,100.40 for P.P. #15335.  Approved 3-0-2.

E.O.111204008 – An order to approve Abatement of Personal Property Taxes in the amount of $128.70 for P.P. #14741.  Approved 3-0-2.

E.O.111204009 – An order to approve a Veteran Exemption for [Map 1, Lot 199].  Approved 3-0-2.

E.O.111204010 – An order to approve 8 hours vacation time for Tashia Pinkham.  Approved 3-0-2.

E.O.111204011 – An order to approve an Abatement for Real Estate Taxes for fiscal year 2010/11 in the amount of $134.64 for [Map7 L-Ease].  Approved 3-0-2.

E.O.111204012 – An order to approve an Abatement for Real Estate Taxes for fiscal year 2011/12 in the amount of $50.50 for [Map 2, Lot 12].


  • Executive Orders by Initiative
E.O.111204013 – An order to award the Municipal Lawn Mowing Contract to A. C. Yard Services in the amount of $4,432 for the 2012-2014 mowing season.  Approved 3-0-2.



  • Accounts Payable and Payroll Warrants
E.O.111204004 – An order approving expenditures as documented in Accounts Payable Warrant #93.  Approved 3-0-2.  The Warrant was for $97,174.  A portion of that was for the Bond payment for the Public Works garage.

E.O.111204005 – An order approving expenditures as documented in Payroll Warrant
#92.  Approved 3-0-2.



  • Next Meeting of the Board
Twelve Town Group Meeting Monday, April 16, 2012, in Waterboro at 6:30 p.m.

Budget Committee Meeting with the Selectmen Tuesday, April 17th at 6:00 p.m.

Board of Selectmen Meeting Wednesday, April 18, 2012, at 7:00 p.m.



  • Other Business
Nomination Papers are available at the Town Clerk’s Office.

The Town Office will be closed Monday, April 16, 2012, for Patriots’ Day and the Transfer Station will be closed Tuesday, April 17, 2012, for their holiday.  There will be no change in curbside pick up.
