Minutes for April 4, 2012 Selectmen’s Meeting

  • Call to Order
The Meeting was called to order at 7:03 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes March 28, 2012.  Approved 4-0-1.
Robert C. Libby was absent.


  • Discussion held between 5:00 & 7:00 p.m.
Chief Grovo came in to discuss interviews he has scheduled for tomorrow and to talk about the applications he has for the Administrative Assistant position.  He has received 45 applications so far for that position.

Jean Harmon made a call to check references on a lawn mowing bid and Cliff Emery called one of the contractors to set up a meeting with him next week.

The Board discussed some of the Warrant articles proposed for the next Town Meeting, some road work the Public Works Director was getting quotes on, and they worked on something for the Town Report.

  • Memo from the Comprehensive Plan Committee – Re:  Extra copies of the Surveys are available at Town Hall.
  • Email from Laura Veilleux @Maine Municipal Association – Re:  FY 2013 Municipal Revenue Sharing estimates.


  • Review of Projects and Issues
Selectman Harmon attended the Board Workshop Monday night.  They went over some budget items and worked on Warrant articles.  Selectman Harmon said she compiled numbers for budget articles and Peter Burns compiled a worksheet and they came up with the same number.

Selectman Emery attended the Workshop and has been coming in late in the day to get mail and catch up on what is going on.  He said everyone has worked on the budget but Peter Burns and Jean Harmon have really put a lot of time and effort into it.  He said it has gone smoothly because of that and he thanked both of them for all they have done.

Selectman Senechal agreed with Cliff Emery.  She said she was volunteered to interview tomorrow morning with Chief Grovo.

Selectman Burns said the budget is pretty much set and there is an increase over last year.  The Board is going to have to put money back into the infrastructure.  He encouraged people to show up at Town Meeting to vote.  He said he would like to see more than the usual number of people which starts around 60 in the morning and dwindles to 12 or so people later in the day.  He said this is your tax money and you should not sit home and complain about it, you should come in and vote the way you feel.



  • Old Business
Selectman Burns reminded people to return the Comprehensive Plan Surveys by April 9th.

Post cards have been mailed out as a reminder that property taxes are due April 20th and interest will accrue daily starting May 1st.

  • New Business
The Town of Buxton is seeking qualified candidates for the position of Administrative Assistant to the Police Chief.  This position has been posted on the Town’s web site and on Jobs In ME.  If interested please send cover letter and Resume to the Chief of Police, Town of Buxton, 185 Portland Road, Buxton, ME 04093.  This posting will be open until April 20, 2012.



  • Executive Orders
E.O.111204003 – An order to approve an Application for Veteran Exemption for [Map 4, Lot 0022].  Approved 4-0-1.

Selectman Burns commented that the Board was hoping to award the mowing contract tonight.  They have checked references and have an individual coming in next week.  They plan to make the award at the next Selectmen’s Meeting.

  • Accounts Payable and Payroll Warrants
E.O.111204001 – An order approving expenditures as documented in Accounts Payable Warrant #91.  Approved 4-0-1.  The Warrant was for $60,500.


E.O.111204002 – An order approving expenditures as documented in Payroll Warrant
#90.  Approved 4-0-1.

  • Public Comments and Questions
Chief Mike Grovo went over statistics for last week.  There were 352calls.  He reported that calls were up 19.4% in January, 14.29% in February and March is up 24.5% so far from last year.  Chief Grovo said some of the increase may be due to the economy but a lot of it is drug activity the police are dealing with right now.

Chief Grovo thanked Selectman Senechal for her willingness to help with interviews tomorrow and thanked the rest of the Selectmen for their interest.

Selectman Burns reminded everyone the fire danger is extremely high right now and cautioned people about burning.
