Minutes for March 14, 2012 Selectmen’s Meeting

The Meeting was called to order at 7:04p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes March 7, 2012.  Approved 5-0



  • Discussion held between 5:00 & 7:00 p.m.
At 4:00 p.m. the Board had Public Works in and they just finished going through their budget at 7:00 p.m.

        
  • Correspondence
  • Email from MMA – Re:  Weekly Legislative Bulletin.
  • Notice agreed upon at the recent joint meeting between the Board of Selectmen and the City of Saco Re:  Closure of Stackpole Creek Bridge on the Simpson Road.
Selectman Burns read the notice.  There will be a “Bridge Open” or a “Bridge Closed “sign where Simpson Road comes out on Route 117 and there will be an Open or Closed sign at the end of each road that goes off Simpson Road.

A copy of the notice will be posted on our Website and on Saturday morning Selectman Emery will help deliver a copy to everyone who lives on Simpson Road, Lord Road, Union Falls Road, and Dennett Farms Road.

  • Email from the Superintendent’s office Re:  Municipal Officials Meeting with the Superintendent Monday, March 26th, at 6 PM.


  • Review of Projects and Issues
Selectman Libby spent some time Monday with our Property Tax Appraiser going over properties that need to be looked at.  He has been handling paperwork, phone calls, and answering questions for people.

Selectman Harmon has been reviewing budgets and going over corrections that have been made.  She had a conversation this morning with a gentleman who lives on Simpson Road.  He had questions about the condition of the road, the bridge closing, and what notification they would have should the bridge be closed.

Selectman Harmon reported that our Public Works Director met with D.O.T. last week in regards to the Route 112 rebuild.  They are doing some preliminary work starting Monday, the 19th and beginning in April they will be having weekly meetings that he will attend to get updates on their progress.

The Comprehensive Plan Committee made up a survey that will be mailed to all households next week.  Selectman Harmon listed some drop off places where people can bring their completed surveys and advised people to call Krystal Dyer at Town Office if they have questions.
Selectman Emery stopped to talk with Fred Farnham at a mobile home that has been set up in the community.  They went over all the issues and he said everything is satisfactory.  There seems to have been a difference in the year the unit was manufactured which means there have to be more inspections by a licensed plumber and heating agent .  There are some other restrictions that have to be dealt with and there will be no occupancy until these have been dealt with.  He said the setbacks are fine.

Selectmen Senechal has been handling routine matters, budgets, and attending meetings.

Selectman Burns went to the SAD 6 Facilities Committee meeting.  He was only able to stay for an hour and a half and said they still had not settled the first item on their agenda.  On Friday he met with the Superintendent who said that meeting went on for another hour or more before they finished the first item.  

Selectman Burns said it is unfortunate that the issue of what to do with the old Central Office building goes on and on.  The District does not seem to get rid of any of the old buildings.  There is $50,000 in the new budget that is being proposed to tear down the old Central Office building.  Selectman Burns reminded voters that there was $150,000 in the last budget to tear down a building in Hollis and one in Buxton but those buildings have not been torn down.  When the new school was built we were told that those buildings would be vacated so we would not have to pay for the upkeep but they are being used so we are not saving any money.  

Selectman Burns said the proposed budget he saw Monday night is going to be $42,800,000 which is 1.8% over the current budget but will mean a bigger increase than last year for the Town.

On Monday the Board will meet at 5:00 p.m. to go through the Fire & Rescue budget and on Wednesday, the 21st, they will finish with the Police, Dispatch & Animal Control budgets.  That will be the final department budget.  The Board will then have to finish up their pieces of the budget.

There was a question about John Myers’ budget and Selectman Burns said it has been released to the Budget Committee with information that the Lawn Mowing Bids are not in yet.  The Selectmen will update that number next week.





  • Old Business
Selectman Emery asked if a copy of the report from the State on the Speed Limit changes on Portland Road was sent to the couple who came in originally and Selectman Libby said  the letter indicated that it was copied to them.

  • Executive Orders
E.O. 111203003 – An order to approve Bruce Mullen’s attendance at an ISO Preparations Class.  Approved 5-0.

E.O.111203010 – An order to approve John Myers’ attendance at an MMA Legislative Policy Committee meeting.  Approved 5-0.

E.O.111203011 – An order to approve 48 hours vacation time for John Myers.   
Approved 5-0.

E.O.111203012 – An order to approve Abatement for Real Estate Taxes for fiscal year 2011/12  in the amount of $2,650.19 for [Map 2 Lot 81-1A].  Approved 5-0.

  • Accounts Payable and Payroll Warrants
E.O.111203007 – An order approving expenditures as documented in Accounts Payable Warrant #85.  Approved 5-0.  The Warrant was $518,600.

  • Next Meeting of the Board
Board of Selectmen will meet for a Workshop Monday, March 19, 2012, at 5:00 p.m. to review the Fire & Rescue Budget.

Twelve Town Group Meeting Monday, March 19, 2012, at 6:30 p.m., in the Waterboro Town Hall.

Buxton Budget Committee Meeting Tuesday, March 20, 2011, at 6:00 p.m.

Board of Selectmen will meet Wednesday, March 21, 2012, at 4:00 p.m., to review the Police/Dispatch & Animal Control Budget.

Board of Selectmen Meeting Wednesday, March 21, 2012, at 7:00 p.m.

Elected officials in the District’s five towns meet with the Superintendent & the Business Manager Monday, March 26, 2012, at 6:30 p.m. in the Conference Room at Central Office to continue the conversation regarding the District’s 2012-2013 budget.

A representative from Senator Susan Collins’ office will be at the Buxton Town Hall on Tuesday, March 27th from 11 AM until 2 PM to speak with local citizens about any concerns they may have with the federal government.



  • Other Business
The Lawn Mowing bids must be in by 4 PM, Wednesday, March 21, 2012.

There will be a Buxton Town Hall Blood Drive Monday, March 19, 2012, from 11 AM –4 PM.  All donors will receive a coupon for a free lunch pack at Cumberland Farms that includes a freshly prepared sandwich, any size fountain soda or frozen beverage, and a bag of chips.









  • Public Comments and Questions
Chief Mike Grovo went over some statistics for the last two weeks.  There were 611 calls during that period.  He reported in 2009 there were 10,761 calls to the Police Department.  In 2012 there were 13,336 total calls (a 23.93% increase, and in 2011 calls increased 23.18%.  January calls are up more than 19% from last year and February calls are up 14% over last year.

The next Drug Take Back Initiative will be held April 28th at Rite Aid and Hannaford.  If people are unable to do it on that day, they can bring medications to the Police Department and they will secure them in a sealed container until that day.
