Minutes for December 14, 2011 Selectmen’s Meeting

The Meeting was called to order at 7:03 p.m.

Selectmen Meeting Minutes December7, 2011.
Approved 5-0.



  • Discussion held between 5:00 & 7:00 p.m.
The Selectmen reviewed the list of Officials, Boards and Committees and people that are due for re-appointment.  They discussed cluster housing developments and how to handle common ground so that each lot in a cluster is apportioned its share of land so that it is taxed correctly.  The Selectmen also had a call from a resident concerning a personnel matter that they will be discussing with that individual at a later date.

  • Review of Projects and Issues
Selectman Libby said there were no big projects this week but there are always questions on acreage, valuations, and people dropping in, along with mail and phone calls that keep the Selectmen busy every minute they are in the office.

Selectman Harmon reported that she spoke to the resident representative for the Route 112 Project.  There have been some concerns about the cutting of trees at Weymouth Park.  The trees had been marked but the Representative said that did not mean all of them were going to be taken down.  They flagged some that did need to be removed.

At the Public Hearing that was conducted on this project Selectman Harmon asked about that and the representative there said that Weymouth Park was a protected resource and none of the trees would be touched.  Unfortunately, there were 3 large trees and several small trees that had to be removed because of their root systems and where they were in the right of way.  There are about thirty trees that line the Park up to the corner and they are removing about eight of them.

Selectman Harmon received a call today from a woman who was upset at the amount her taxes increased.  Her biggest complaint was education which we all know consumes the largest portion of our taxes. She felt it was unfair because she has no children in the system now.  That is a common complaint.  Selectman Harmon encouraged her to get out to Town Meeting where her voice can be heard.  She also encouraged her to make sure she comes out to vote.


Selectman Emery has been in and out and keeping up with the mail.

Selectman Senechal said she has been handling routine matters and people coming through the office.  She publicly thanked Aubuchon Hardware for a nice donation to the Keep the Heat On Program that they raised in an event last summer.  She also picked up money from Clynk.  She said we have a really good program and it is working well.  She thanked all who have donated.

Selectman Burns has been in the office fielding phone calls and doing regular, routine things.  He took a ride to Saco yesterday and said they are getting close to this end with the tree cutting.  He said they have certainly opened the road up and hopefully it will help with snow and ice this winter.

Selectman Emery thanked everyone who attended the Wreaths Across America Ceremony at Tory Hill Saturday.  He said it was a very moving program and everyone was pleased with how it came out.  He thanked Sandy Atkinson and others who donated their time there.

Selectman Harmon said the Town was well represented by the Police and Fire Departments and it is something that means a lot to many people.

Selectman Burns attended the Ceremony in Augusta.

E.O. 111212009 – An order to approve 8 hours vacation time for John Myers.
Approved 5-0.

E.O.111212010 – An order to appoint Thomas Kennie to the position of Trustee to Estes Park to be effective until December 31, 2014.  Approved 5-0.
E.O.111212011 – An order to approve an Application for Veteran Exemption for [Map 4, Lot 691].  Approved 5-0.

E.O.111212012 – An order to approve an abatement of Real Estate taxes in the amount of $907.83 for [Map 4, Lot 74A].  Approved 5-0.

E.O.111212013 – An order to approve an abatement of Real Estate taxes in the amount of $184.37 for [Map 4, Lot 801].  Approved 5-0.

E.O.111212014 – An order to approve an abatement of Real Estate taxes in the amount of $605.64 for [Map 11, Lot 8E].  Approved 5-0.


  • Executive Orders by Initiative
E.O.111212015 – An order to accept the resignation of David Anderson from the Planning Board effective January 1, 2012.  Approved 5-0.


  • Accounts Payable and Payroll Warrants
E.O.111212007 – An order approving expenditures as documented in Accounts Payable Warrant #56.  Approved 5-0.  The Warrant was for $489,000; $454,000 was for SAD 6.

E.O.111212008 – An order approving expenditures as documented in Payroll Warrant
#55.  Approved 5-0.



  • Next Meeting of the Board
There will be a DWM End of the Year Luncheon on Thursday, December 15, 2011 at noon.

Selectmen’s Meeting Wednesday, December 21, 2011, at 7:00 p.m.

Special Town Meeting Wednesday, December 28, 2011, at 7:00 p.m., to vote on adopting a Fireworks Ordinance for the Town of Buxton.



  • Other Business
Send your Rescue Subscription Form for 2012.  Enrollment is up over 100 from last year.
        
The Town of Buxton currently has a position open to fill a vacancy on the Planning Board until it is filled at the next annual municipal election in June, 2012.  If you are interested in serving on this Board, please contact the Board of Selectmen by December 31, 2011 at 207-929-5191.

Please remember to license your dog(s) for 2012.  After January 31st a late fee of $25 per dog will be charged.


  • Public Comments and Questions
Chief Mike Grovo reported that the next Drug Take Back Day will be held on April 28, 2012.  If anyone needs to drop off medications, there is a locked box at the police station.

Chief Grovo provided some statistics and reported there were 375 calls from December 4th through the 10th.
