Minutes for October 19, 2011 Selectmen’s Meeting

Robert C. Libby was absent.

Public Hearing 7:00 p.m. -- General Assistance
Amendments to General Assistance Ordinance (Appendixes A, B & C)

Chairman Burns read the Notice and opened the Public Hearing at 7:01 p.m. Selectman Senechal explained Appendices A, B, & C and provided the range of increase in the overall maximum limits of assistance in Appendix A.  There were no changes in Appendix B or C this year.

There were no questions from the Board or the public.  Selectman Burns closed the Hearing at 7:03 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes October 5, 2011.  There was not a quorum to vote.  Selectmen Harmon and Senechal were absent from that meeting.  Selectman Libby is absent from this meeting.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 Fred Farnham our Code Enforcement Officer met with the Board.  They reviewed the proposed fix for the eve vents on Town Hall because there is not enough air flow to prevent icing.  Fred also discussed switching the 35 and 50 mph speed limit signs because of the new subdivisions and entrances on the Portland Road.

The Selectman discussed the Twelve Town Group Meeting, Town Credit Cards, purchasing a computer tower for Berry Library ,and repairs to fascia board on the EMA building..



  • Review of Correspondence
  • Email from SAD 6 Superintendent, Frank Sherburne’s office – Re:  Invitation for the Board to attend first Five Town Selectmen Group Meeting Thursday, December 1, 2011, at 7:00 p.m. at Central Office.

  • Review of Projects and Issues
Selectman Harmon has been in every day handling phone calls, mail and other issues.  She welcomed Charisse Keach our new Treasurer.  The auditors were here Monday and Tuesday.  Some issues came up due to the switchover from MUNIS to TRIO but there were not a lot of other issues.

Selectman Harmon thanked the front office staff for all the work they have been doing.  One day this week they processed 433 checks, and other transactions totaling over $500,000.

Selectman Emery has been in several times this week.  He talked about the Twelve Town Group Meeting and shared some details on discussions at the meeting.

Selectman Senechal spoke about the work being done at Berry Library. That is being paid for by $56,000 in two grants that the Trustees and Librarian were able to get.  She said no taxpayer dollars will be spent on this project.

Selectman Senechal thanked everyone who has donated bottles and cans for Keep the Heat On.  She picked up almost $1000 this week and said it is very much appreciated.


  • Old Business
Trees in front of the EMA Building may be taken down Thursday morning depending on the weather.

Selectman Burns read the Warrant for the November 2, 2011 Special Town Meeting and the accounts that need to be reconciled.



  • Executive Orders
E.O.111210016 – An order to approve Abatement of Real Estate Taxes in the amount of $81.37 for [Map 10, Lot 025A].  Approved 4-0-1
E.O. 111210017 – An order to approve Abatement of Real Estate Taxes in the amount of $55.62 for [Map 4, Lot 013E].  Approved 4-0-1
E.O.111210018 – An order to approve a Poverty Abatement for Case # PA 11-008.  
Approved 4-0-1



  • Executive Orders by Initiative
E.O.111210019 – An order to adopt the MMA Model Ordinance GA Appendices (A, B & C) for the period October 1, 2011 – October 1, 2012.  Approved 4-0-1



  • Accounts Payable and Payroll Warrants
E.O.111210014 – An order approving expenditures as documented in Accounts Payable Warrant #39.  The payables are $153,600; $86,700 of that is for blacktop.  Approved 4-0-1.

E.O.111210015 – An order approving expenditures as documented in Payroll Warrant
#38.  Approved 4-0-1.


  • Next Meeting of the Board
Comprehensive Plan Meeting Wednesday, October 26, 2011, at 6:00 p.m.

Public Hearing on Secret Ballot Articles for November 8th, on Wednesday, October 26, 2011, at 7:00 p.m.

The new Superintendent, Frank Sherburne, will be here October 26, 2011, to introduce himself.

Selectmen’s Meeting Wednesday, October 26, 2011, at 7:10 p.m., or immediately following the Public Hearing.

Special Town Meeting Wednesday, November 2, 2011, at 7:00 p.m. to reconcile accounts.



  • Other Business
Flu Shot Clinic at Buxton Town Hall Friday, October 21, 2011, from 1:00-3:00 p.m.  
The cost will be $30.00

The 3rd National Prescription Drug Take Back Day will be October 29, 2011, from 10 AM to 2 PM.  Drop off points will be at Hannaford and Rite Aid Stores in Buxton.  If citizens are unable to do the drop off on that day they can bring the drugs to the Police Department prior to October 29, 2011 for disposal.  Call the Police Department at 929-5191 or 929-6612 if there are any questions.
