Minutes for October 5, 2011 Selectmen’s Meeting

Members Present:  Peter E. W. Burns, Robert C. Libby, and Clifford L. Emery.  Jean C. Harmon and Dianne M. Senechal were absent.

Others Present:  No others present.


Selectmen’s Meeting Agenda
  • Call to Order
The meeting was called to order at 7:00 p.m.



  • Pledge of Allegiance


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes September 28, 2011.
Approved 3-0-2.   Jean C. Harmon was absent on September 28th.  
Jean C. Harmon and Dianne M. Senechal were absent from this meeting.



  • Discussion held between 5:00 & 7:00 p.m.
The Board went into Executive Session per 1 M.R.S.A. 405(6)(f) for a Poverty Abatement.  They came out of Executive Session at 5:54 p.m.


  • Review of Correspondence
No correspondence read.





  • Review of Projects and Issues
Selectman Libby is still dealing with tax issues, correcting some things that were not processed correctly, and working on the State Valuation Form.

Selectman Emery worked on a few tax questions last week and attended the Board Workshop Tuesday night.

Selectman Burns said that the Board spent a lot of time at the Workshop discussing some of the carry forwards, and which items the Board needs to have a Special Town Meeting to reconcile.  They discussed work that is being done at the Elden Store, and worked on about thirteen more items.

Selectman Burns mentioned that he and some of the Selectmen attended a mandatory training session Wednesday morning from 9:00-11:00 a.m. for all the employees.

  • New Business
The Board will have two Public Hearings to discuss Secret Ballot issues for voting day, November 8, 2011.  There will be some State Referendum questions, and three from the Town.  

The Board will hold a Public Hearing October 26th on two Shoreland Zoning questions and one question the Selectmen put on regarding changes to the Solid Waste Ordinance.  The Planning Board will hold their Public Hearing on October 17th.  Information will be posted on the Town’s web site.

E.O.111210003 – An order to approve 16 hours vacation time for David Pinkham
Approve d 3-0-2

E.O.111210004 – An order to approve approximately 2 hours leave per week without pay for David Anderson to attend firefighting classes from January through May 2012

E.O.111210005 – An order to approve Bev Gammon’s attendance at the Maine Welfare Directors Association Advanced GA Workshop

  • Accounts Payable and Payroll Warrants
E.O.111210001 – An order approving expenditures as documented in Payroll Warrant
#33.  Approved 3-0-2.

E.O.111210002 – An order approving expenditures as documented in Accounts Payable Warrant #34  The total payable was $132,061.  $83,000 was payment toward the new plow truck that was approved by Article 49 at Town Meeting.


  • Next Meeting of the Board
Selectmen’s Meeting Wednesday, October 12, 2011, at 7:00 p.m.

The Planning Board will hold a Public Hearing Monday, October 17, 2011 at 7:00 p.m. to discuss “An act to bring the Town’s Zoning Ordinance into compliance with the State’s Mandatory Shoreland Zoning Act.”

The Selectmen will hold a Public Hearing Wednesday, October 26, 2011, at 7 p.m.



  • Other Business
There will be a Blood Drive at Buxton Town Hall Tuesday, October 11th, from 11:00 AM -4:00 PM.  Call 1-800-Red Cross to make an appointment.  Donors will receive a $5 Gift Certificate to Panera Bread

Flu Shot Clinic at Buxton Town Hall Friday, October 21, 2011, from 1:00-3:00 p.m.  
The cost will be $30.00
