Minutes for September 7, 2011 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:03 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes July 27, 2011.  There was not a quorum present.

Selectmen Meeting Minutes August 31, 2011
Approved 3-0-2.  Robert C. Libby was absent last week and Clifford L. Emery is absent this week.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:31 p.m. the Board went into Executive Session with a resident to discuss a tax issue.  They came out of Executive Session at 5:46 p.m.

At 6:00 p.m. the Selectmen met with Janice and Brent Hill from the Historical Society.  They received a $5,000 Grant from Narragansett Number One for improvements to the Elden Store.  They also talked about some painting and landscaping that will improve the looks of the building.

At 6:30 p.m. two members of the Planning Board met with the Board to discuss potential ordinances.  The discussion entailed setbacks, Fireworks, adult entertainment, mass gathering ordinances, and a shooting ordinance for those who are shooting off firearms.

  • Review of Correspondence
  • Email from Marian Alexander – Re:  Deadline for submitting Estimated Sign Requirements has been extended to September 8th.


  • Review of Projects and Issues
Selectman Libby reported that the Board has the numbers together for determining the tax rate for this next year and they will vote on the rate by Executive Order later in the meeting.

Selectman Harmon sat in on a meeting yesterday with FEMA representatives that were touring Buxton and surrounding communities to determine how much damage we had from Hurricane Irene.  At this point FEMA does not know if York County is going to be one of the areas declared a disaster and if we will receive any money for that.  We had our numbers together and our Public Works Director took them around to survey the damage we had which was minimal.

Selectman Senechal has been handling massive paperwork for the last few days.  She reminded people that we are still looking for a Treasurer and the Board will be interviewing Thursday night.

Selectman Burns has been working on the tax rate, doing paperwork, and reviewing resumes to prepare for interviews tomorrow night.

The Copier bids were opened last week but the Board has not made a final decision yet.   They are working on that.

  • Executive Orders
E.O.111209003 – An order to set the Tax Rate for Fiscal Year 2011-2012 at $10.30 per thousand.  
Approved 4-0-1

Selectman Burns said that will be a 40 cent increase.

  • Accounts Payable and Payroll Warrants
E.O.111209001 – An order approving expenditures as documented in Accounts Payable Warrant #26.  Approved 4-0-1

E.O.111209002 – An order approving expenditures as documented in Payroll Warrant #25.
Approved 4-0-1.



  • Next Meeting of the Board
Planning Board Meeting Monday, September 12, 2011, at 7:00 p.m.

The Selectmen will interview candidates for Treasurer Thursday, September 8, 2011, starting at 6:00 p.m.

Selectmen’s Meeting Wednesday, September 14, 2011, at 7:00 p.m.
        
There will be a D.O.T. Public Hearing Tuesday, September 13th at Hollis Town Hall, at 6:00 p.m., regarding the bridges on 4A.


  • Other Business
A reminder the Transfer Station will waive fees for brush during the month of September to help residents who are cleaning up from damage done by the hurricane.



  • Public Comments and Questions
Chief Mike Grovo talked about another scam run by a Jamaican Group representing the Gold Rush International.  If you are asked to send money, that should be a warning.  Contact the police if you have questions.

On Saturday, October 29th the Police Department will be doing the third Drug Take-Back Initiative.  They will pick up at Hannaford and Rite Aid.  Advertisements and more information will be out soon.  

Chief Grovo provided some statistics.  During the period August 28 through September 3rd, Dispatch handled 439 calls.  He said that overall they weathered the storm very well compared to other communities.  

Selectman Burns reminded everyone school is in session.  Extra patrols are out there watching for speeding.  Be careful not just near schools, busses, or school zones but everywhere.  Slow down and pay attention.  

Selectman Libby thanked John Myers for what he has done and for helping the Board put together the numbers needed for the tax rate

There was some discussion about the upcoming Hazardous Waste Day and it was agreed that information needs to be posted on the Town web site as soon as possible.
