Minutes for July 20, 2011 Selectmen’s Meeting

Members Present:  Peter E. W. Burns, Robert C. Libby, Jean C. Harmon, Clifford L. Emery, Dianne M. Senechal.

Public Hearing – Liquor License Renewal Skip’s  Bar

Selectman Burns read the Notice of Public Hearing and opened the hearing for public questions or comments at 7:00 p.m.

Chief Grovo made a recommendation to the Board that they deny the Liquor License Application for Skip’s because of ongoing issues and the issues they are dealing with right now which are very serious.

There were no other comments or questions.  The Public Hearing was closed at 7:02 p.m.

Selectmen Meeting Minutes July 13, 2011.
Approved 5-0.  






  • Discussion held between 5:00 & 7:00 p.m.
The Board spent a great deal of time discussing the TRIO Expense Report and some of the errors they found.  TRIO is now working to fix the problem.



  • Review of Correspondence
  • Email from Maine CDC – Re:  Heat Alert
The Selectmen encouraged people to be good neighbors and check on elderly folks during this heat wave.



  • Review of Projects and Issues
Selectman Libby has been working with Sue Myers to get the Tax Commitment together.
Selectman Harmon has been monitoring the Trio conversion making sure we are transitioning in the right direction, and dealing with phone calls and correspondence.  She attended the Workshop Tuesday night where the Selectmen went over a number of issues.  She started dealing with some of those issues today.
Selectman Emery has been coming in, getting the mail, keeping up with correspondence, and trying to stay on top of what is going on.  He said the Workshop was good and the Selectmen went over quite a few issues in detail.   
Selectman Senechal reported she had an opportunity to go over to the Fire Station and check out the Plymovent Exhaust System that is being put in.  She was impressed with the system. She also looked at the used pickup truck they just purchased.  
Selectman Senechal thanked people who have made donations or donated cans and bottles through Clynk for the Keep the Heat On Program.


Selectman Burns mentioned an issue in the Bar Mills Fire Station last week with an air conditioner that leaked causing water damage to the walls, floors and ceiling.  Thursday morning he met with the insurance adjuster and Friday morning he met with the ServePro representative.  Selectman Burns said there is just a lot of water damage right now.  They are getting a couple of quotes and will fix the problem so it will not happen again.  



  • Old Business
Selectman Burns read the list of events for Buxton Community Days on July 22 & 23, 2011.

Selectman Senechal provided information on the parade.  They will line up on the 202 side of Salmon Falls.  No numbers will be issued this year; it will be first come, first serve after 9:15.

  • Executive Orders
E.O.111207016 – An order to approve a Victualer’s License for JRR Inc., D/B/A  Chicopee Market.  Approved 5-0.

E.O.111207017 – An order to amend Article IX – Vacation, Paragraph D, in the Personnel Manual to read as follows, effective November 1, 2011:
  • D.  Employees must take the vacation due them within the year after the vacation time is earned.  Employees will not be permitted to carry over vacation time from one year to the next.  Vacation time not taken in that year will be lost.          Approved 5-0.


E.O.111207018 – An order to amend Article IX – Vacation, Paragraph F, in the Personnel Manual to read as follows, effective August 1, 2011:
  • F.  No employee will be allowed to take accrued vacation time in the form of pay in lieu of time off.          Approved 5-0.

E.O.111207019 – An order to approve a bid from Dayton Sand & Gravel Co., Inc., for Hot Bituminous Pavement in Place for the price of $65.98 per ton for fiscal year July 1, 2011 to June 30, 2012.  Approved 5-0.

E.O.111207020 – An order to adopt the Rules of the Board for the 2011/2012 fiscal year.
Approved 5-0.



  • Executive Orders by Initiative
E.O.111207021 – An order to approve the Application for a Class A Liquor License for William Ham, doing business as Skip’s.  

A motion was made and seconded to not approve the Liquor License.  
The vote was 5-0 not to approve the license.



  • Accounts Payable and Payroll Warrants
E.O.111207014 – An order approving expenditures as documented in Accounts Payable Warrant #56, and Warrant #11.  Approved 5-0.

E.O.111207015 – An order approving expenditures as documented in Payroll Warrant
#0010.  Approved 5-0.



  • Next Meeting of the Board

  • Other Business
There will be a Blood Drive at Buxton Town Hall Monday, August 1st, 11:00 a.m. to 4:00 p.m.  Please call the American Red Cross @1-800-Red Cross to make an appointment.  All donors will receive a Red Sox/Red Cross Tee Shirt and will have the chance to win 2 Red Sox Tickets and be honored on the field as the Blood Donor of the Game.

There is a position open on the Budget Committee.  This is a good opportunity for anyone who wants to get involved and learn more about the Town.  Please contact the Selectmen if you have questions or interest in serving on this Committee.

The Buxton Transfer Station has Composters & Rain Barrels for Sale.  Composters are $42.50, and Rain Barrels are $56.50.  Please call the Transfer Station at 929-3913 for more information.

The Town has an opening for a Treasurer.  The ad is posted on the Town’s website as well as JobsinME.com



  • Public Comments and Questions
Selectman Emery asked people to get out this weekend and check on the elderly with the heat wave that is coming.  If you are going to be out of Town but know someone who needs to be checked, call Dispatch at 929-6612.

Chief Grovo said please make sure there is food and water for animals that are tied outside.  Contact the police if you have concerns.  They will check on them.

Chief Grovo said resurfacing on the Portland Road and Route 22 from Scarborough Corner to Route 202 will start on Monday.  

Dennis Sweatt asked the Selectmen a couple of questions.
