Minutes for June 29, 2011 Selectmen’s Meeting

Members Present:  Peter E. W. Burns, Clifford L. Emery, Dianne M. Senechal.  Jean C. Harmon and Robert C. Libby were both absent.

  • Call to Order
The meeting was called to order at 7:03 p.m.

Selectmen Meeting Minutes June 22, 2011.
Approved 3-0.2



  • Discussion held between 5:00 & 7:00 p.m.
Debi Rix, our Treasurer, met with the Selectmen to discuss a personnel issue.

A couple of residents discussed the Hanson vote.




  • Review of Correspondence
  • Press Release from John Myers, Town Clerk – Re:  Recount Hearing, Hanson School/Community Center.
Selectman Burns read the Press Release and Article 5.  Following the recount the Board sent a letter to the School Board and the Superintendent of schools reiterating that the recount has taken place, and as a result of the final count the disposition of the school is now in the hands of the School Board.
  • Memo from John Myers, Town Clerk Re:  Maine Town & City Clerks’ Association.  
John has been asked to serve as Second Vice President of the Maine Town & City Clerks’ Association, and asked the Board for their support.  The Selectmen said it is an honor for John to be asked to serve in this position and the Board will certainly support that.
  • Selectman Burns read a message from Chief Mike Grovo and our Animal Control Officer, Adam Ricci regarding a significant increase in the number of calls in relation to wildlife, and notifying residents of procedures with these calls.  Calls should be directed to the Animal Control Officer at 929-6612 for documentation, but also to the Game Wardens in Gray at 657-2345.  
There have been multiple sightings of a black bear that has been getting into and dismantling bird feeders.  There has also been a dramatic increase in calls over the past two weeks about young wildlife.  Residents are asked to leave these animals alone because their mothers are usually close by.


  • Review of Projects and Issues
Selectman Emery said he will be meeting with a gentleman from the Department of Transportation to discuss Route 4A and 112 from Low’s to Tory Hill.  He talked about a new Thrift Shop on Depot Street called “Past & Present” that is open Friday & Sunday from 10-5 and said the Board would like to see more new businesses in Town.


Selectman Senechal reported that she attended the Recount Hearing Tuesday.  She spoke briefly about the project to get a new floor done at the Groveville Fire Station and said  the Recreation Department has 108 children enrolled in Summer Rec. that will be at the new Buxton Elementary School.  She also talked about Buxton Community Days and all the events that will be held July 22 & 23.
Selectman Burns said he has been coming in the office, handling Email and taking care of business.  He also attended the Recount Hearing on Tuesday.

  • New Business
The Town Office will be closed Monday, July 4th, for the holiday and the Transfer Station will be closed Tuesday, July 5th for their holiday. Because of the holiday, there will be no curbside pickup Monday, July 4th.  Pickup will be on Tuesday, July 5th.

Starting the week of July 17, 2011, there will be a change in the trash pickup schedule.  Monday’s curbside trash pickup will be changed to Tuesdays.  Those who would normally put their trash out for pickup on Monday, July 18th will put it out on Tuesday the 19th and every Tuesday thereafter.  Please call the Transfer Station at 929-3913 if you have any questions.

The Recreation Department has purchased a Community Pass for the Gray Animal Farm which is now called the Maine Wildlife Park.  With this Pass, you would pay a $2.50 entrance fee instead of the regular $7.00 fee.  The pass is good for individuals or up to 7 people in a group.  A photocopy of the pass is available at Town Hall.  Please contact Tashia Pinkham, Recreation Director, at 929-8381 if you have any questions.

The Selectmen are soliciting sealed bids for Paving (Hot Bituminous Pavement in Place) and bids for Winter Road Sand.  All bids must be received by 4:00 p.m., July 12th.  Bid Specs are available at the Town Office.

E.O.101106028 – An order to approve 6 hours of vacation time for Fred Farnham.
Approved 3-0-2.

E.O.101106029 – An order to approve 8 hours Comp time for Beverly Gammon.
Approved 3-0-2.

E.O.101106030 – An order to appoint Kathy E. Fratoni to the position of Berry Memorial Library Trustee to be effective until December 31, 2014.  Approved 3-0-2.

  • Next Meeting of the Board
Appeals Board Meeting Tuesday, July 5, 2011, at 7:00 p.m.

Selectmen’s Meeting Wednesday, July 6, 2011, at 7:00 p.m.

Meeting with D. O.T. July 6, 2011 at 1:30 p.m. in Selectmen’s Office to discuss the U.S. Census, State Law and Urban Compact Areas.

The Selectmen discussed having a Workshop on Tuesday, July 19 at 5 p.m.

  • Other Business
Kerry Harrison is retiring and his last day is tomorrow.  The Selectmen thanked him for his years of service to the Town as our Accounts Payable Clerk.

The Selectmen also thanked Jean Harmon for serving as Chair of the Board for the past five years or more and for the extra work she has done in the past and is still doing on the Board.


  • Public Comments and Questions
Dennis Sweatt said many people are aware that he is doing some work at the corner of Dunnell Road & Carll Road.  Someone attempted to drink the water there and called the Town Office saying that the water is not right. He now has a big sign there saying that this it is not drinking water.  He said he intends to have a water test done and post it there so people can drink it at their own risk.  He asked people to stop shutting the water off.  He wants the water to run steady.
