Minutes for May 18, 2011 Selectmen’s Meeting

The Meeting was called to order at 7:02 p.m.

Selectmen Meeting Minutes May 11, 2011.
Approved 4-1-0.  Selectman Robert C. Libby was absent last week.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 the Board met with the Selectmen of Dayton and their Assessor to discuss the Skelton Dam Assessment.  Selectman Libby will be setting up a subsequent meeting with representatives from Florida Light & Power to go over some of that information.

At about 6:30 the Board had a ceremony to dedicate the Town Report.  The Town Reports are now available for the public.  Selectman Harmon said the dedication to Carlton Berry was a big success as he was somewhat surprised.  The Board was very pleased to dedicate this year’s Town Report to him.


Selectman Burns added that the Selectmen also reviewed a list of candidates for one of the scholarships the Board gives this time of year.  They have not made a final decision yet.

Selectman Libby has been reviewing all the applications for the position at the Transfer Station, and working through a lot of correspondence that has been coming in.

Selectman Burns attended the Twelve Town Group Meeting in Alfred that was a dinner hosted by the MMA Risk Management Group.  Buxton was presented with two framed Certificates; one for 9 years in the Worker’s Comp Fund, and another for 8 years in the Property & Casualty Pool.  He said it was a good opportunity for networking.  

Selectman Burns said aside from that he has been reviewing resume’s for the Transfer Station position and taking care of mail.  He said the Saco River Cable Committee will meet next week to start negotiations with Time Warner.

Selectman Emery has been reviewing mail and a lot of Legislative regulations, and paperwork.  He said that Greg Heffernan has given the Selectmen a list of applicants he would like them to review.  They will add some to the list and decide who they want to talk to.

Selectman Senechal talked with Ernie Martin, DOT Project Manager for the Route 112 project.  At the Public Hearing in February he told the public that work would start around July 1st this year but that is not going to be the case.  The job will be advertised on August 31, 2011, but the only work that is going to be done this year is stumping.  Most of the actual work is going to b e done in 2012.  The delay has been caused by right of ways.  

Selectman Senechal said the Board is beginning to get applications for the part time Accounts Payable Clerk position advertised on the web site.  


There will be a Candidates’ Night on May 26th at 7:00 p.m.  Selectman Senechal also mentioned there will be a Buxton Newsletter published in June.  Articles should be sent to the editor by May 20th.

Selectman Harmon has been in, taking care of mail and handling day to day issues.  She said there have been a few changes to the Warrant that is in the Town Report.  Supplements will be provided on Town Meeting Day.

Approved 3-1-1.  Selectman Senechal voted no.

Sharleen Fields, Director of the W. Buxton Public Library, invited people to the Library this Saturday at 1:00 p.m.  Marie Jordan, an Ornithologist from the York County Audubon Society will give a slide presentation on Back Yard Birds.

Bruce Mullen, Chief of Buxton Fire & Rescue, talked to the Selectmen about an opportunity to purchase a used Plymovent Exhaust System from the Saco Fire Department.  The System was purchased new by the Town of Saco in 2005 for $62,200.  They have offered to sell it to Buxton Fire & Rescue for $2,990.  Chief Mullen estimates the total cost to be $20,305.  That would include the system, moving it out of Saco, installation at the Bar Mills Fire Station, and the cost of the electrical hookup.  This is an exhaust system that vents the diesel exhaust from the trucks when they start through a hose system that vents most of the exhaust outside the building.  Chief Mullen talked about carbon monoxide tests he did at the station today, and explained more about how this system would improve that.  Although there is currently no law that requires us to have this system, he expects there may be some time in the future.  Chief Mullen said time is of the essence and a decision has to be made as soon as possible because the old Saco Fire Station is up for sale.

Andy Townsend said this equipment is not old; it was put in new in 2005 at a cost of $70,000 to the Town of Saco.

Selectman Harmon said the Town does not have $20,000 left in the Miscellaneous Account and the Chief agreed Fire & Rescue does not have it either.  A discussion followed about possible options.  Selectman Harmon explained that any account that has been set up as a Fund requires the Board to go to the voters with a Special Town Meeting to ask their approval to withdraw the money.  That process could take two to three weeks.

After more discussion the Selectmen agreed that Chief Mullen should make the call to Saco and tell them we will purchase the system, subject to voter approval.  The Selectmen will determine how this will be funded and will talk with the Chief later this week.

Mike Grovo, our Police Chief, told the Selectmen a little about Mike Nourse’s qualifications and said he will be in next week to meet them.
Chief Grovo shared some information about the 836 calls they have responded to in the past two weeks.  He also talked about a recent scam where people are being told they won a car and some money and are asked to send money by Union Express Mail.  He said the scammers are using the words “publisher’s,” and “clearing house,” and targeting senior citizens.  Several people in Town have been taken by it; one for quite a lot of money.  A Federal organization is helping with the investigation because of the amount of money involved.  Chief Grovo urged people who have questions to contact the Police Department any time.  He said they will be glad to help.

Chief Grovo also talked about the prescription drug take-back coalition held on April 30th.  He said 188 tons of unwanted or expired prescription medications were turned in at 5,361 sites across all 50 states.  In Maine, the increase was 52% higher than the take-back in September.  He expects there will be another take-back day this fall.

Sharleen Fields asked if the West Buxton Public Library could be a site.  Chief Grovo said he will be in touch with her about it.
