Minutes for April 20, 2011 Selectmen’s Meeting

Special Town Meeting – 7:00 p.m.

John Myers, Town Clerk, opened the Special Town Meeting at 7:00 p.m., and read the Warrant.  Hiram Davis was elected Moderator of the meeting.  Article 2, to see what sum not to exceed $57,707.00 to cover under-paid FICA taxes due and payable by May 2, 2011; said money to come from Undesignated Surplus, was passed.

The Meeting adjourned at 7:08 p.m.

The Selectmen thanked the companies that submitted a bid.  The Board will review the proposals and make a decision at next Wednesday’s meeting.

Karen McNaughton from Pine Tree Waste went to the podium and thanked the Board for the opportunity to submit a bid.  She asked if diesel fuel surcharges had been added to numbers in the other bids.  

Selectman Harmon confirmed that some surcharges were added.

Karen McNaughton said Pine Tree Waste did not add a diesel fuel surcharge on the curbside collection. There is fluctuation in their Roll-off and Bulky Waste pricing.
Selectman Emery said the Board hopes to have a decision by next week but if they do not, they will contact the bidders to let them know they have not made the decision yet.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:04 the Board went into Executive Session with Roger Kelley, pursuant to 1 M.R.S.A. 406 (6) (D) which deals with labor negotiations.  The Board came out of Executive Session at 5:26 p.m.

The Selectmen had a discussion with John Myers regarding the Accounts Payable position.  They also talked with John about doing an ergonomic study for the staff.  It will require a one hour on line assessment that people will have to do.  The Board is going to have people do that so their work stations can be evaluated.

The Treasurer talked with the Board about an issue they need to correct.  Some adjustments may have to be made to our Tax Acquired Property Ordinance to avoid future issues.



  • Review of Correspondence
  • Email from Marian Alexandre at So. Maine Regional Planning – Re:  Projects in the draft 2012-2013 Maine DOT Capital Work Plan for York and Oxford Counties.
  • Review of Projects and Issues
Selectman Libby said he has been reading bills being acted on by the Legislature as to how they may affect the Town.  He has been busy with correspondence, and answering people’s questions.  This is the week taxes are due, and people do come in and discuss those.

Selectman Burns has been coming in to Town Hall answering correspondence.  He and Cliff Emery attended the 12 Town Group Meeting.  One of the topics of discussion was LD 1476 that would rewrite the County budgeting process.  It would put County Commissioners in charge of their own budgets and allow them to spend whatever they want.  He said the towns pay 87% of the county budget, and there need to be some checks and balances in the process.




Selectman Emery followed up on that discussion saying the new process would not even require a public hearing on the budget; they could create a budget and pass it.  He said as they got into the Bill, it went from bad to worse and they are very concerned about it.  The 12 towns are going to send letters to the Bill’s sponsors and some will testify against the Bill at the hearing that will come up in a few weeks.

Selectman Senechal reported she has been reviewing the Warrant and assisting with the Town Report.

Selectman Harmon completed the warrant.  She asked the other Selectmen to read through it because they will have to sign it within the next couple of weeks.  She said the Board will be glad to see the Town Report sent off to the printer soon.  In addition to working on the warrant she has been very busy at Town hall with day-to-day things, mail, phone calls, ongoing issues, tax review, computer problems, and other issues.

The Board is meeting with people from Alpha One tomorrow at 9:00 a.m. so they can give the Selectmen an idea of what they may be looking at for ADA accessibility issues at the Hanson School.

  • Other Business
The School Board will be holding a special meeting Monday, April 25th.  One of the items they will discuss is recommendations and changes to the 2011 – 2012 school budget.




  • Public Comments and Questions
Mike Grovo, Chief of Police, talked about the next Drug Take-Back initiative that will be held Saturday, April 30th.  There will be a press release at the Old Orchard Beach Police Department this coming Friday.  He expects there will be Police Chiefs there from other participating communities to let people know it is coming.
Chief Grovo gave the Selectmen statistics on the 274 calls for the past week.  Friday was the busiest day for them.
Selectman Senechal thanked Public Works for the fine job they did on Spruce Swamp Road.
