Minutes for April 6, 2011 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:05 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes March 30, 2011.
Approved 3-2-0.  
Dianne M. Senechal & Robert C. Libby were absent last week.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:09 the Board went into Executive Session pursuant to 1 MRSA 4056(A), for a personnel issue, and came out at 5:59 p.m.

The Selectmen talked about the ISO rating procedure.

The Board of Selectmen will be before the Budget Committee tomorrow night with John Myers going over his portion of the budget.  Voter registration is also tomorrow night and the Committee is looking for the Board to vote with them on the Warrant next Tuesday night.

The Selectmen will meet for a Workshop Monday night, April 11th, at 5:00 p.m. to go over the Warrant.

  • Review of Projects and Issues
Selectman Libby has been working on the budget.

Selectman Burns said last Thursday was the SAD 6 Budget Committee Meeting where they wrapped up the budget they presented to the full School Board Monday night.  The SAD 6 budget is going to stay roughly the same but because of formulas and carry-forwards, Buxton’s share will increase.  He said the School Board will be working on that for the next two weeks so it can change at the May meeting.  On June 14th all the Towns will vote on the budget.  Right now Buxton’s share will go up a little over $212,000.

Selectman Burns said he and Cliff Emery attended the Budget Committee Meeting last night here where Chief Grovo presented the Police budget and Dave Pinkham presented the Public Works budget.

Selectman Senechal reported she has been in a couple of days this week.  She finished the budget issues she was working on and has been providing input on the renewal of the Town’s Property & Casualty Insurance renewal and the Town Report.

Selectman Harmon will be working on the Selectmen’s Report that goes in the Town Report.  She explained that the Board is spending a considerable amount of time on the budget this year.  She said there will be an increase in the T ax Rate but the Board does not know what that amount is yet.  They have been working diligently with the numbers making adjustments where it makes sense, and deferring where they can for another year as they attempt to budget without having to sacrifice anything.


Selectman Harmon also attended the Budget Committee Meeting last Thursday.  She said the Fire Department & Rescue budget was quite lengthy as it usually is because it is very detailed and there are a lot of items to go over.

Monday night she attended the School Board Meeting along with Cliff Emery and Peter Burns.  The purpose of that meeting was to have the School Board take an official vote in regards to the land at the Hanson School and whether or not they would be willing to give the two acres that is deeded with that property.  The School Board voted “No” that they would not give the Town land to go with that building.  They are willing to work with the Selectmen if there is an affirmative vote for a lease agreement.

Selectman Emery said the School Board made it very clear that if a lease is done, they will not put any more money into the school, and any and all costs would be borne by the Town for occupancy, upkeep, etc.

E.O.101104003 – An order to approve 24 hours vacation leave for Fred Farnham.
Approved 5-0.

E.O.101104004 – An order to allow David Anderson to carry forward 16 hours of vacation time to be used by July 25, 2011.

  • Other Business
Selectman Harmon read the Warrant for the Special Town Meeting to be held April 20, 2011.  Article 2 is “To see what sum not to exceed $57,707.00 (Fifty Seven Thousand Seven Hundred Seven Dollars) to cover under-paid FICA taxes due and payable by May 2, 2011.  Said money to come from Undesignated Surplus”.

Selectman Emery explained this is money the Town would have had to pay.  It was an error in calculation. covering a three-year period which is why the amount is over $57,000.
  • Public Comments and Questions
Chief Mike Grovo spoke about another Take Back for Prescription Drug Program that will take place.  Posters will be coming out in the next couple weeks.  Buxton Police officers will be located at Buxton Rite Aid and Hannaford Supermarket on Saturday, April 30th.  The week before, they will be contacting Visiting Nurses about households that have prescriptions they would like the police to pick up which they did not get to do last time.
Chief Grovo said the new cruiser is on the road.  He shared information on the total number of calls the Department had since January.  For the month of January they received 1150 calls; in February 1106, and for March 1212 for a total of 2468 calls through the end of March.  He broke down the types of calls and Selectman Senechal asked how it compares with the same period last year.  Chief Grovo said they are working now on building a data bank and when they finish that  they will be able to make comparisons with last year.
